BATES TECHNICAL COLLEGE Accounting Manager serves as the principal assistant to the college’s Director of Finance, ensuring that the college’s accounting practices comply with GASB, SAM, FAM and Washington State RCW’s and WAC’s. The position ensures that the College meets financial management, reporting, and accreditation requirements by ensuring the accuracy and timeliness of analyzed financial information. The position enables management to make sound resource management decisions that enable the college to fulfill its mission.
The position will work with the finance team to interpret and apply accounting principles and practices, applicable laws, statutes, rules and ordinances, and departmental policies. Working within a complex environment with a large number of reporting and compliance requirements, the position is required to: ensure the maintenance of accurate financial records, including related ledgers, subsidiary financial systems, and reports; analyze and reconcile complex financial transactions; review and interpret agreements and contracts for appropriate accounting treatment; provide assistance and support to staff related to assigned functional area and activities; and, evaluate, recommend, and implement improvements to existing and new systems and processes.

- Run, maintain, reconcile, analyze, and validate financial asset and liability accounts.
- Oversees, monitors, and analyzes the accuracy of transactions and financial information to maintain the integrity of the general ledger.
- Manages the data collection, analysis, and report generation for periodic reviews (including fiscal year end) of all state and federal financial reports & and statements.
- Leads internal controls and financial compliance initiatives by applying audit techniques and practices to ensure the integrity and accuracy of recorded information.
- Partners and assists department leads with budgetary and financial analysis and reporting. Maintain the integrity of the budget data as it changes. Gathers data and facts in order to complete analysis.
- Decides what technique should be implemented to achieve goals and communicates information to appropriate parties.
- Analyzes specialized or highly complex reports and statements, utilizing advanced knowledge.
- Controls, monitors and reviews state and local funds to ensure accuracy, proper documentation, and compliance with all pertinent procedures and regulations.
- Leads critical finance projects and initiatives (e.g., federal reporting, IPEDS, ctcLink year-end).
- Collaborates with deans, HR/Payroll, directors, and operations team members to optimize the tracking and reporting of financial activities.
- Supervises fiscal specialists and technicians, conducts training, and provides technical advice and counsel to other College staff.
- Demonstrates applied level proficiency in accounting practices, principles, and interrelationships for both management and outside agencies/organizations.
- Coordinates other special projects and programs as requested and attends and participates in professional group meetings.
- Performs other duties of a similar nature or level.
Non-Essential/Other Functions
- Accountable for keeping personal development up-to-date; adding to skills and knowledge through courses that may be available through the Bates Technical College courses, professional development committees, etc.
- Participate actively and collaboratively on committees for college as needed or assigned including but not limited to staff recruitment, college councils, etc.

Minimum Qualifications
- Bachelor’s degree in accounting, finance, or business administration from an accredited institution and one (1) year of relevant work experience; OR
- Five (5) years of progressively responsible experience as an accountant.
- Demonstrated knowledge of Generally Accepted Accounting Principles (GAAP)
Allowable Substitution
If necessary, alternative combinations of education and experience may be evaluated by Human Resources for comparability.
Preferred Qualifications
- Knowledge of Governmental Accounting Standards Board (GASB) guidelines
- Experience working with PeopleSoft
- Experience managing accounting staff
- An advanced degree, CPA, or higher education with business office experience
