Summary Statement
This position reports to the Deputy Director of Financial Reporting at the Division of Accounting managing the financial reporting and internal control functions at the state level. The major work is the preparation of the State's Annual Comprehensive Financial Report (ACFR), which includes the supervision/training of staff and reviewing staff work for the preparation of the ACFR.� Other duties include oversight of internal control policies and procedures at the state level and providing guidance to state agencies in the implementation of internal control policies and procedures. This position also provides assistance in the oversight of ARPA, SLFRF, and CPF funds, including compliance measures and grant fund management.

Essential Functions

Develops, implements, and monitors accounting, financial reporting, and internal control policies and procedures at the state level.� Prepares statewide implementation plans for GASB pronouncements and state and federal legislation impacting Internal Controls and/or financial reporting requirements.� Provides guidance and direction to state agencies in the interpretation and implementation of accounting, financial reporting, and internal control laws, rules, regulations, standards, policies, and procedures. Ensures compliance with accounting, financial reporting, and internal control policies and procedures by directing site visits of state agencies.� Oversees the training and development of state organizations in accounting, financial reporting, financial information, and internal control policies and procedures.� Supervision is exercised over at least two or more merit full time positions per the Merit Rules.�The elements of supervision include planning, assigning, reviewing, evaluating, coaching, training, recommending hire/fire and discipline.
Job Requirements
JOB REQUIREMENTS for Manager of Financial Reporting & Internal Control Applicants must have education, training and/or experience demonstrating competence in each of the following areas: Possession of a Bachelors degree or higher in Accounting, Business Administration, Economics, Finance, Business Management, Computer Information Systems or related field. Three years experience in governmental�or not-for-profit�accounting which may include but is not limited to analyzing, recording, and reporting financial transactions for government organizations in compliance with State and Federal laws, rules, regulations, principles, or standards.� Three years experience�in preparing or auditing�financial statements such as balance sheets, statement of net assets, profit and loss statements, statement of revenues and expenditures and changes in fund balances. One year experience in developing financial policies and procedures. Six months experience�in staff supervision which includes planning, assigning, reviewing, and evaluating the work of others.
