    Job Duties/Scope Of Work
    Essential job duties of this position include:
    • Function as the site Subject Matter Expert (SME) for cross-connection controls.
    • Manage and maintain the site cross-connection control program in accordance with Washington Administrative Code (WAC) Chapter 246-290-490 requirements.
    • Manage all assigned functional elements of the cross-connection control program as defined in WAC Chapter 246-290-490.
    • Review recommendations of the American Water Works Association standards and implement if determined necessary to assure effective and consistent system protection throughout the public water system.
    • Review and update cross-connection control procedures as required and prepare new procedures necessary to meet changes in regulatory requirements.
    • Identify new facilities and determine degree of hazard each facility poses to the public water systems, and perform periodic facility inspections as scheduled.
    • Manage cross-connection control program database to track facility inspections, track deficiency identification and reporting.
    • Track backflow prevention assembly installation and testing.
    • Review backflow prevention assembly test data sheets to determine from available information if backflow prevention assembly failure analysis is necessary.
    • Perform design document reviews for all new construction and modification to existing facilities to assure configuration changes would not jeopardize the integrity of the public water system, present an increased health risk to system customers, or violate regulatory requirements.
    • Review proposed rule changes to determine the impact that changes may have on the site cross-connection control program.
    • Provide notification to appropriate levels of management of Department of Health approved rule changes and pending program impacts.
    • Provide customer education to promote compliance through an increased understanding of regulatory requirements and general understanding of common water related health issues that may be found on site.
    • Ensure implementation of Integrated Environmental, Safety and Health Management System (ISMS), and Quality Assurance and Improvement Plans (QAPP/QIP).
    • Develop plans to achieve and maintain compliance with federal and state drinking water regulations specifically related to cross-connection control.
    • Update the cross-connection control program and implementation plan, procedures, and program documents as necessary and monitor performance to maintain compliance.
    • In cases of non-compliance, system contamination, and in response to system emergencies take necessary action to protect the site public water systems from contamination.
    • Assist customers with implementation of new requirements, develop implementation guidance documents as needed and prepare necessary procedures to achieve compliance.
    • Oversee or prepare documents for submittal to the appropriate regulatory agencies and outside organizations.

    Basic Qualifications
    * Bachelor's degree and a minimum of 6 years' experience associated with water systems and cross-connection programs - OR - an equivalent combination of education and experience.
    • Washington State Department of Health (DOH) Certifications - Cross Connection Control.
    • Must have a good understanding of federal, state, and local water regulations and their application to project activities.
    • The ability to make crucial decisions and manage daily schedule independent of supervision when required.

    • Must be proficient in computer use, as well as various Microsoft and database tracking software.

    Compensation & Benefits
    Grade 17: $94,650 - $119,250
    Grade 18: $104,175 - $131,425
    Grade 19: $114,475 - $144,325
