    The Office of Court Innovation (OCI) is a dynamic sub division of the Administrative Office of the Courts that includes the Washington State Center for Court Research, the Supreme Court Commissions, the Language Access Team, Family and Youth Justice Programs, the Behavioral Health Team, and the Equity and Access Team.     Salary: $140,000 - $148,000 per year (DOQ).

    Anticipated Start Date:
    June 1, 2024. The successful candidate will overlap with the incumbent through June 30, 2024 and take over the position on July 1, 2024.

    WASHINGTON STATE RESIDENCY AND TELEWORK INFORMATION

    AOC requires employees to reside in Washington State. Any exceptions must be approved. If you are invited to interview and currently reside outside of Washington State, seek more information about residency requirements from the AOC hiring manager of this recruitment.


    Position may be eligible for hybrid working; Associate Directors are required to spend at least two days per week in the Olympia office. There will be more in-office work during the initial on-boarding period.

    Duties

    • Supervises the managers and supervisors who support the Washington State Center for Court Research, Supreme Court Commissions; Family and Youth Justice Programs, the Behavioral Health Program, and the staff of the Equity and Access team. This includes hiring activities, performance management, identifying training needs, guiding, mentoring and motivating staff, and connecting the role of managers and professional staff functions to the agency mission.
    • Plans and manages workload for the OCI. Determines and communicates job requirements, performance expectations and standards. Assigns work and ensures that standards and deadlines are understood. Regularly evaluates work to ensure alignment with standards and expectations.
    • Coordinates the activities of the OCI, including, but not limited to: developing new program areas from concept to implementation; coordinating research for courts and court programs; supporting implementation of innovations in courts; and supporting and delivering training to judicial officers, court personnel, and justice partners, all in accordance with direction established by the AOC or judicial branch leadership.
    • Prepares written reports and gives oral presentations to large groups, both internal and external.
    • Identifies opportunities for grant and contract funding of projects and programs aligned with priorities of the AOC and the judicial branch. Authors, coordinates and manages grants and contracts.
    • Analyzes and evaluates proposed legislation and its probable impact on project and program goals within assigned areas of responsibility.
    • Provides recommendations and strategies to AOC and judicial leadership regarding court innovations with the judicial branch.
    • Performs other work as assigned.

    Qualifications

    A combination of relevant education and experience demonstrating a working knowledge of the functions and responsibility of Associate Director, Office of Court Innovation may be considered in meeting the qualification baseline.

    • Bachelor’s degree in business, public, or judicial administration or closely allied field

    AND

    • Ten (10) years’ experience in the areas of policy development, management, court administration, law practice or other closely allied field,

    INCLUDING:

    o Eight (8) years’ experience supervising the work of staff, including professional and administrative staff,

    AND

    o Eight (8) or more years’ experience working with courts and or justice-related agencies.

    THE IDEAL APPLICANT WILL ALSO HAVE SOME OR ALL OF THE FOLLOWING EXPERIENCE, EDUCATION, KNOWLEDGE, SKILLS, AND ABILITIES


    Must demonstrate proficient knowledge, expertise and abilities in the following areas:

    • Provide recommendations and counsel to AOC executive management and judicial leadership relative to implementing AOC programs and other programs developed by the AOC or judicial branch; communicate clearly and persuasively with others orally and in writing; establish and maintain appropriate and effective working relationships.

    • Exercise effective leadership competencies in communicating and coordinating time, resources and staff to attain the desired results.

    • Understand the interaction, mission, and objectives of interested groups, boards, committees, and the judicial community.

    • Knowledge and understanding of the justice system with specific focus on the Washington State court system; laws, procedures, and practices within appellate courts and courts of limited and general jurisdiction; trends in court administration.

    • Familiarity with qualitative and quantitative research methods, data collection and analysis techniques and attendant technology and terminology. Develop and maintain the trust and respect of and for the judicial branch.

    • Exercise sound judgment and make timely, solid strategic decisions and recommendations consistent with organizational objectives related to AOC programs, research and initiatives.

    • Acquire and integrate input from others regarding critical actions, timelines, sequencing and priorities.

    • Accurately assess the resources necessary to carry out planned actions and the impact and implication of decisions made regarding resources.
