Administrative Services Director plans and directs the operations of an organization's staff and service functions. Oversees various internal service functions that typically include administrative/office, financial operations, facility maintenance/space planning, security, hospitality services, equipment and supply procurement, vendor management, and others. Being an Administrative Services Director monitors capital and operating budget spending. Designs and implements processes and policies that support efficient service delivery and meet the organization's changing needs. Additionally, Administrative Services Director sets departmental performance goals and standards of service. Utilizes data analytics to measure activity and drive continuous improvement. Requires a bachelor's degree. Typically reports to top management. The Administrative Services Director manages a departmental sub-function within a broader departmental function. Creates functional strategies and specific objectives for the sub-function and develops budgets/policies/procedures to support the functional infrastructure. To be an Administrative Services Director typically requires 5+ years of managerial experience. Deep knowledge of the managed sub-function and solid knowledge of the overall departmental function. Director of Finance and Administrative Services / CFO

  • As part of the Executive Team at Lake County Health Department, the Director of Finance and Administrative Services/CFO for the Lake County Health Department (LCHD)  performs a high level of financial work and is involved with the formulation of policies and procedures in the administration of the accounting area as well as the financial administration of the Health Department.  In addition to financial direction, this employee provides technical expertise regarding the Health Department’s financial records and accounts status and performs administrative supervision and technical work in the accounting, financial, facilities, and materials management department-wide.

    Responsibilities include, but are not limited to, payables, receivables, medical coding, expenditures, revenue cycle, materials management, facilities, financial reporting, and budgeting. The employee is responsible for establishing processes and improving the central accounting functions and internal control financial procedures for the Health Department in accordance with generally accepted accounting principles for local governments. Direction is received from the Executive Director. Supervision is exercised over professional, technical, and clerical personnel.

    Salary is negotiable based on the candidate's experience. 
    • Develops and prepares the department's annual budget.
    • Ensures that all written fiscal policies are followed and that all accounting documentation complies with funding agency requirements.
    • Collects and analyzes budgetary, income, and expenditure data for management usage.
    • Provides technical assistance to all Directors on financial matters, including preparing budgets annually, reviewing current expenditure levels, estimating yearly expenditures based on current spending levels, and estimating expenditure needs for the next year. Prepares revenue analyses consisting of estimating current-year income and projecting income for the budget.
    • Assists Directors in devising revenue-increasing methods and supports with forecasting services.
    • Provides technical assistance to the divisions in the preparation of grant requests.
    • Supervises the payment of all invoices for goods and services.
    • Supervises billing to patients, insurance, Medicaid, Medicare, townships, and granting agencies.
    • Supervises accounts receivable to ensure payments are received in a timely fashion.
    • Supervises the preparation of monthly financial reports.
    • Supervises and provides technical assistance in preparing quarterly and annual expenditure reports required by funding sources.
    • Research best practices and evidence-based programs and incorporate them into activities of the managed areas.
    • Establishes financial benchmarks and outcome indicators to measure, monitor, and improve the financial changes and other demographic factors that impact the agency’s strategy.
    • Monitors performance management data for areas of responsibility and assures the implementation of CQI principles and projects.
    • Manages the Medical Coding function and staff.
    • Ensures all contracts, goods, services, equipment, and materials are in accordance with the purchasing policy guidelines. 
    • Manages the materials management, facilities, business office, and revenue cycle staff. 
    • Oversees management of all property owned or leased by the agency. 
    • Plan and budget ahead of time for capital development projects; produce an annual facilities report. 
    • Works with the county on capital development projects.
    • Ensures the quality of preventative maintenance of all LCHD facilities and equipment.
    • Coordinates the agency insurance portfolio with Lake County
    • Recruits, orients, supervises and evaluates personnel directly or through delegation.
    • Creates individualized annual development goals for each direct report and facilitates staff development in their management scope.
    • Have a history of and be able to demonstrate accomplishments in complex financial oversight and leadership; have the ability to interact with governing board members, elected officials, senior staff, committees, and organizations in the development and implementation of LCHD and County strategic plan goals and objectives; ensure that governing board members and elected officials have the information they need for effective policymaking discussions and appropriations. 
    • Performs other duties as assigned.
    • Bachelor’s degree from an accredited college or university in finance, accounting, business, public administration, or related field.
    • CPA or MPA/MBA is highly desired.
    • A minimum of ten years experience, of which eight years are progressive, responsible experience in government budget, finance, and accounting activities.
    • Six years of senior-level/director-level management/supervisory experience, preferably gained in a comparable public health department.
    • Demonstrates experience as a strategist. 
    • Can set priorities, establish clear (and high) expectations, and execute identified strategies.
