Accountabilities:
Position Summary: Help lead the department to create a strong team culture, focused on building relationships, excellent customer service, and a community-centered approach to public safety. In close collaboration with the Director for Campus Safety, this position oversees the daily and administrative, organizational and strategic planning aspects of the Campus Safety department. The Associate Director works in tandem with the Director and Assistant Director to continually identify, develop, plan, implement, and maintain the University's campus safety protocols, policy, operational standards, programs and services. Responsible for the application and execution of administrative/managerial decisions that align with applicable regulatory requirements, as well as the department and University mission. This position represents and serves as the Director in her absence and works closely with colleagues across the institution to refine, elevate, and articulate Campus Safety's mission and vision as a critical and positive contributor to Colgate's community.
Primary duties and responsibilities: Develop and implement preventative strategies in response to campus trends, community concerns, emerging issues, and crime and activity trends; oversee day-to-day planning and coordination of patrol and security activities and investigations in close collaboration with the Assistant Director/Lead Investigator; respond to incidents and emergencies on campus and oversee the investigation of major incidents; develop and facilitate safety trainings; conduct awareness programs; develop and implement an innovative campus safety community outreach program for students, faculty, and staff; provide hands on leadership for special events; gather and organize data to guide and support data driven decision making; liaise with internal offices on matters related to safety, security and student health, wellness and engagement. Exhibit commitment to diversity, inclusion, and racial equity in department practices, training, and policy development. Primary liaison for outside law enforcement agencies on matters pertaining to campus safety, security and emergency preparedness and response.
Other duties: Lead, manage and/or participate in University committees and workgroups, as necessary; manage and oversee security procedures, education, and training, including any contracted campus safety and security services; monitor changes in federal, state and local laws and requirements related to campus safety and recommend policy and program changes to respond to changing requirements; prepare and maintain accurate records, documentation, and reports in accordance with applicable rules and regulations; participate in the development and maintenance of the University's emergency operations and emergency preparedness, response, recovery, and business continuity protocols and policies consistent with the National Incident Management System (NIMS) and the Incident Command System (ICS); participate in disaster response and recovery operations and staff the Emergency Operations Center or Incident Command Post as required; participate in the planning and implementation of tabletop, functional, and full-scale exercises; and, perform other job-related duties as assigned.
As part of a small team, this position contributes to, and has shared responsibility for training, technology, systems, and tools directly associated with campus safety daily operations and service areas, including automated records management systems, access control, camera surveillance, and other life safety systems and equipment. This position is highly practiced in exercising sound knowledge and application of campus safety and security administration, operations, organization, planning, and personnel and resource management.
AccountabilitiesGeneral Duties:
- Design and implement policies, practices, and training consistent with the needs of a diverse community.
- Monitor legal, regulatory, technological, and societal changes, and court decisions that may affect the work of the department; ensure a process of continued improvement and adherence to industry best practices.
- Prepare and present effective oral and written communication material and annual reports relating to departmental activities.
- Develop, update, administer, and enforce departmental and University policy and procedure; maintain associated records and monitor compliance.
- Collaborate internally for regulatory compliance in the areas of staff training; Clery crime reporting and statistical data; NYS Education Law (129a); and, the NYS Security Guard Act.
- Maintain a 24/7 year-round (on-call) duty status; respond to campus emergency conditions and significant events; initiate proper response protocol and procedures and, assist and/or assume incident command in coordination with the Director, Assistant Director/Lead Investigator and/or the AVP for Campus Safety, EH&S and Fire Safety.
- Develop, direct and assist in the supervision and management of the University's patrol and parking operations; ensure consistent, fair, and equitable enforcement of University parking regulations; coordinate with transportation services for events and activities that impact parking and enforcement; and, assist with parking management functions including policy and procedure.
Fiscal Stewardship:
- Identify, design, and implement proactive, affordable, and efficient process improvements within Campus Safety.
- Assist with the management of the annual departmental budgets. Plan for the review specifications for new or replacement equipment.
- Participate in budgeting and expense management within the department; monitor and administer resources in a conservative fiscal manner.
Investigations:
- Oversee campus safety investigations in close collaboration with the Assistant Director/Lead Investigator.
- Provide guidance and assistance with the following: investigation of University conduct/policy violations, non-criminal and criminal activities, and local, federal, or state law violations; coordination with (local/state/federal) agencies as needed; coordinate with other agencies as necessary, and ensure records are maintained with strict confidentiality and in accordance with University and applicable regulatory requirements.
- Lead (internal) team meetings to direct and oversee case follow-up from initiation to closure.
- Work directly with personnel (in and out of the field) to cultivate their understanding of incident investigation, classification, and response, in accordance with departmental and University policy.
- Assist with providing ongoing training and mentoring for supervisory and front-line staff in safety and security principles and practices.
- Collaborate with the Assistant Director with conducting crime (activity/incident) mapping to better understand underlying causes of incident/case activity and formulate strategies to mitigate or remove identified problems; collaborate and communicate with appropriate stakeholders.
- Coordinate with administrators and supervisors for allocating personnel for community engagement and directed patrols. .
- Create community awareness by using crime prevention methods and intervention training and techniques based on data.
- Assist the Director in conducting internal and confidential investigations pertaining to violations of campus and/or departmental policies or regulations (in coordination with Human Resources and other offices, situation dependent).
Outreach:
- Establish and maintain collaborative and cooperative partnerships with internal and external regulatory offices and officials.
- Identify, develop and administer preventative education and outreach for the campus community. Participate in campus-wide events and activities as a regular course of business.
- Represent the university and Campus Safety on committees and working groups, as assigned. Participate in labor/management committee meetings, contract negotiations and other related business for building positive partnerships.
- Meet regularly with University community groups to obtain input on safety and security matters; resolve concerns in partnership with key stakeholders.
Personnel:
- Recruit, direct, train and provide supervision and mentorship of personnel.
- Develop professional standards for performance; evaluate staff performance; and, influence maximum performance through coaching, mentoring, continuous training, and the application of progressive discipline (as necessary.)
- Ensure compliance with staff training requirements and manage training records; lead and manage training programs, including onboarding, field training and evaluation, and similar needs associated with campus safety functions.
- Participate in hiring, recruitment, selection, and retention efforts including leading searches and associated functions.
- Other duties as needed or as assigned, for the advancement of departmental and University goals and initiatives.
- This position has been designated as a Campus Security Authority (CSA), in accordance with the federal statutory requirements of the Jeanne Clery Act. CSAs are required to and responsible for reporting allegations of crimes they receive from students and employees to the Campus Safety Department.

- Minimum of five years of safety/security-related experience, with three years in a supervisory capacity.

Preferred Qualifications
- Experience in a higher education environment.
- Experience, knowledge, and application of Clery, Title IX, and FERPA.
- Possession of or ability to obtain NYS Security Guard License.
- Familiarity with safety/security/life safety software, hardware, systems, and programs is highly preferred.
Education
Bachelors degree required. Masters degree preferred.

The Campus Safety Department will provide upon request a copy of Colgates Annual Security and Fire Safety Report. This report includes statistics as reported to the United States Department of Education for the previous three years concerning reported: 1. crimes that occurred on-campus; in certain off-campus buildings or property owned or controlled by Colgate University; and on public property within, or immediately adjacent to and accessible from, the campus and 2. fires that occurred in student housing facilities. The report also includes institutional policies concerning campus security and fire safety, such as policies concerning sexual assault, life safety systems, and other related matters.
