GENERAL INFORMATION

The Ellis County Community Supervision and Corrections Department (ECCSCD) provides community supervision services in Ellis County, Texas. The ECCSCD Director will be appointed by the District Judges and County Court at Law Judges of Ellis County trying criminal cases. The Director will be responsible for providing the overall management of the ECCSCD. The Director appoints assistants and other employees to carry on the professional, administrative, and other work of the ECCSCD.

The CSCD Director performs highly responsible correction and public administration work directing the overall operations of the CSCD, including all personnel, programs, grants, budgets, facilities, and contracts for services which are aimed at achieving the department's strategic objectives and mission statement.

The CSCD Director supervises and coordinates activities of department employees; develops administrative standards and procedures relating to personnel, including staff policies, job orders, and duty assignments of staff; establishes or adjusts work procedures to meet community supervision objectives; maintains overall responsibility for the supervision of misdemeanor and felony criminal offenders who are placed on adult probation within the parameters of state law and guidelines; evaluates measures to improve department operation; analyzes and resolves work problems; assists staff workers in solving work goals; initiates personnel actions such as promotions, discharges, and disciplinary measures; establishes and maintains relationships with other agencies and organizations in the community regarding policies and resources available for the treatment of offenders; provides and evaluates in-service training programs for all new and more experienced staff members; supervises collections restitution, fees, and fines; and, prepares and oversees budgets and financial duties.

MINIMUM QUALIFICATIONS

• All qualifications outlined in Texas Government Code §76.004 and §76.005 and Texas Department of Criminal Justice - Community Justice Assistance Division Standards.
• Must have a bachelor's degree, conferred by an institution of higher education accredited by an accrediting organization recognized by the Texas Higher Education Coordinating Board.
• Must also be able to meet the eligibility requirements for community supervision officers (CSOs) established under law.
• Have a current Texas driver's license or be eligible to obtain a Texas driver's license and obtain one within 30 days of hire.
• Cannot be employed as a peace officer or work as a reserve or volunteer police officer.
• Cannot currently be on community supervision, parole, or serving a sentence for a criminal offense and have no other disqualifying criminal history.
• Must undergo a background check.

STATUTORY RESPONSIBILITIES

Several statutes and codes outline the duties, responsibilities, and expectations for the director, employees, and the department. The director will be responsible for maintaining the department's full compliance with all standards, statutes and ethics as detailed in the Texas Administrative Code, Government Code, TDCJ-CJAD Standards and Financial Management Manual as well as all other state and federal statutes.

For instance, pursuant to Section 76.005 of the Government Code, the department director shall perform or delegate the responsibility for performing the following duties:

(1) overseeing the daily operations of the department;

(2) preparing annually or biennially a budget for the department;

(3) negotiating and entering into contracts on behalf of the department;

(4) establishing policies and procedures for all functions of the department;

(5) developing personnel policies and procedures, including disciplinary proceedings; and

(6) establishing procedures and practices through which the department will address an employment-related grievance.

Additionally, the department director shall employ a sufficient number of officers and other employees to conduct pre-sentence investigations, supervise and rehabilitate defendants placed on community supervision, enforce the conditions of community supervision, and staff community corrections facilities.

ESSENTIAL DUTIES AND RESPONSIBILITIES

The following list of duties is intended as an illustration of the various types of work that the director will be required to perform, but this list does not include all responsibilities and duties. The director will:

• Comply with a code of conduct, maintain good moral character, and maintain a high level of professionalism.
• Provide overall leadership and day-to-day management of the operations of the department.
• Apply state, local, and other available resources to employ a sufficient number of officers and other employees to perform the professional and clerical work of the department as required by law, TDCJ-CJAD Standards, and local community corrections needs as identified in the local Strategic Plan.
• Participate in planning programs, policies, and objectives for the department.
• Lead all aspects of the department through implementation of policies and procedures and evaluate the results.
• Monitor overall CSCD program compliance to be within state guidelines and standards of court orders.
• Direct community supervision services provided by the department including pre-sentence investigations, offender assessments/evaluations, community corrections programs, victim restitution services and various other duties related to adult offenders under the jurisdiction of the court.
• Coordinate the programs and functions of the department with other segments of the justice system, such as prosecutors, law enforcement agencies, and the courts. Oversee programs to ensure the rights of victims and enhance the collection of restitution.
• Develop and maintain community service program options to provide offenders the locations to do worthwhile work for governmental and non-profit agencies in Ellis County.
• Prepare reports for local Judges, state entities, and other agencies.
• Prepare and monitor department budgets and financial matters, ensuring that deadlines for budgets, budget adjustments, and quarterly and annual financial reports are met and to assure expenditures are in line with budgeted revenues.
• Communicate regularly with county and state agencies to ensure the financial integrity of the department.
• Assist in the independent annual audit of the department's financial management and implement all recommended suggestions to safeguard the integrity of the system.
• Negotiate contracts with vendors on behalf of the department.
• Establish and maintain effective relations with county departments, other jurisdictions, educational agencies, social service agencies, crime victims, civic groups, the public, and advocates in support of the objectives and programs of the department.
• Direct the development or revisions in organization, staffing, work assignment, management information systems and the performance of the department's contract programs. Conduct staff meetings to review and evaluate department policies, procedures, and programs.
• Represent the department in meetings with the TDCJ-CJAD and with other governmental entities.
• Supervise employees performing administrative, professional, and clerical duties of the department ensuring that training needs are met.
• Assume responsibility for human resources issues, such as hiring personnel, performance evaluations, promotions, terminations, and discipline of CSCD employees.
• Submit necessary reports required or requested by the TDCJ-CJAD in a timely manner.
• Achieve all ECCSCD goals including the protection of the community from those criminal offenders who are placed on community supervision, as well as the rehabilitation and positive improvement of such criminal offenders.
• Perform other duties as identified and needed.

IDEAL QUALIFICATIONS AND EXPERIENCE

The most competitive candidates will possess one or more of the following:

• At least five years of experience in management or mid-management of a CSCD or equivalent experience with programs involving community supervision of clients.
• At least five years of experience in the field of criminology, supervision, counseling, law, social work, psychology, sociology, or a related field that has been approved by the TDCJ-CJAD.
• At least two years of experience in an administrative level position.
• A degree preferably in criminology, corrections, social work, psychology, sociology, or a related field that has been approved by the Community Justice Assistance Division.
• Ten years of increasingly responsible experience in community corrections including at least five years' experience in an administrative or supervisory capacity.
• Demonstrable experience in successfully directing or assisting in building a community corrections system with respected and effective programs and activities.
• Knowledge of principles, techniques, procedures, and trends in community supervision.
• Knowledge of federal and state laws and rules, regulations, procedures, and techniques, including those involved in the preparation and disclosure of case records and related documents.
• Knowledge of management, organization, and administrative methods and procedures.
• Ability to motivate employees for optimal performance.
• Ability to direct work of employees performing routine to complex probation services.
• Knowledge of case management techniques.
• Ability to work independently and efficiently.
• Computer skills with a working knowledge of spreadsheets, word processing, databases, and familiarity with programming.
• Ability to perform administrative and supervisory work in planning, organizing and directing the Department.
• Ability to develop budgets and administer finances in an effective manner.
• A high level of interpersonal skills to deal effectively with the public, employees, elected and appointed officials, and ability to perform varied public relations activities including the ability to speak effectively in public.
• Ability to complete assigned projects in a timely manner and to prioritize one's own work and the work assignments of others.
• Ability to maintain professional and positive working relationships with other county officials, state, municipal, and civic organizations, and agencies.
• Ability to implement a strategic plan including a vision for future goals, policies, and programs.
• Master's degree in criminal justice, public administration or a related field, and minimum 6 years of progressively responsible experience in community-based corrections program administration and supervision; or an equivalent combination of education and related experience.
• Five years or more experience in direct employee management and/or organizational management.

PHYSICAL DEMANDS/WORK ENVIRONMENT

Must be physically able to operate a variety of office equipment, including computers, printers, calculators, facsimile machines, etc. Must be able to exert a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. SALARY AND BENEFITS

Annual salary is commensurate with experience and determined by the Judges, within the range of $99,000 to $140,000 per annum.
