    The ESOL Program Coordinator at English for New Americans will establish and maintain ESOL classes for Limited English Proficiency individuals in the greater Manchester area, and oversee the delivery of instruction, curriculum development and cultural adjustment information and activities. The program is designed to assist refugees and immigrants in their quest for self-sufficiency through WIOA grant funds, and to help bridge the gap between refugees and the surrounding community.

    Works under the direction of the SNHS Director of Workforce Development.

    SUPERVISION EXERCISED:

    Provides supervision for 12 – 15 ESL Teachers, Teachers’ Aides, Administrative staff (Data Specialist, Intake and Assessment Specialist and Distance Learning Coordinator).

    JOB RESPONSIBILITIES:

    • Develops and plans ESOL curriculum, working along with teachers on needed books for upcoming schedules. Ensuring that all classes adhere to the College and Career Readiness, CCRS curriculum and promote work related activities required by the WIOA. Establish and schedule ESOL classes to maximize student learning.
    • Publicizes ENA and its ESOL classes throughout refugee and social service community and presents information to Community groups (e.g. program offerings, participation levels, for the purpose of promoting program as needed. Attend all NH Partner meetings four times a year.
    • Manages all testing and placement of students along with staff.
      Manages ongoing wait lists chronologically and coordination of regular testing to serve the needs of the region. Monitor the dedicated ENA work phone daily. Make referrals to other regional programs as needed making sure a release of information, updates to the LACES system are adhered to.
    • Ensure that all data related to students is collected and entered into the LACES computer system in a timely manner. Work closely with the Data Specialist to be sure that data is entered on a bi-weekly basis and that reports are regularly monitored for accuracy.
    • Writes, manages and oversees key information for State and Federal grants required for funding. This includes statistical analysis required for the new LACES database reporting system.
    • Reports include: Budget and narratives, Organizational Capacity, Demonstrated Effectiveness, and the Adult Education and Literacy Application.
    • Manages staff meetings to help keep teachers current. Encourages field trips and other community partners such as NHCosh and NH Humanities and civic leaders to speak to our classes.
    • Hires, supervises assigned program part-time instructors (currently 13 to 15 classes year round (32 weeks, school year, summer, 5 weeks, other 10 week classes). Manages scheduling of classrooms.
    • Vets and coordinates placement of all volunteers for the ENA program including community and college intern volunteers for the purpose of ensuring individual and program performance objectives are met.
    • Works collaboratively with regional programs in Manchester. Attends all required meetings and participates in trainings offered by the NH Dept. of Adult Education.
    • Collaborates with others (e.g. teachers, administrators, adult students from the community, family members, volunteers, community organizations, etc.) for the purpose of implementing and maintaining the ENA program.
    • Substitute teaches at any level within the program as necessary. Manages student door entrance if Teacher aide is unavailable. Generally works mornings and nights.
    • Coordinates ENA/ESL program components, support needs, disability needs, and materials for the purpose of meeting student needs while complying with program guidelines.
    • Build strong community partnerships with refugee and immigrant community groups and with social service groups and agencies involved in refugee and immigrant support.
    • Maintains productive working relationships with the rental space of the First Congregational Church, other ESOL programs, funders, community groups and others providing in-kind assistance.
    • Manages program budgets and works with SNHS Workforce Development director regarding fund balances and related financial activity for the purpose of ensuring that budgets amounts and expenses are within budget limits and that sound fiscal practices are followed. Follow protocol for SNHS invoices and receiving reports.
    • Will maintain the confidentiality of clients and staff in accordance with SNHS policy and procedure.
    • Abide by all SNHS, Inc. safety policies and procedures.
    • Present professional and positive image as a representative of SNHS.
    • Responsible for having adequate knowledge of all SNHS programs and will gather sufficient intake information to make referrals to other SNHS programs which are beneficial to the client and his/her family.
    • Performs all other duties as assigned by supervisory personnel.

    REQUIRED SKILLS AND ABILITIES:

    • Specific skill-based competencies required to satisfactorily perform the functions of the job include: experience working with and instruction to adults; analyzing; effective listening; facilitating meetings; guiding others; instructional techniques; managing projects/programs; monitoring activities; planning; problem solving; and supervision.
    • Specific knowledge-based competencies required to satisfactorily perform the functions of the job include: issues related to ESL programs; ESL concepts such as grammar and punctuation, levels of instruction; community resources; SNHS policies and procedures, and bookkeeping and budgeting practices.
    • Ability to attend and participate in DOE/WIOA meetings (Regional, Director, Disability, Counselor, in person, Concord NH or by Zoom) and/or events.
    • Ability to oversee DOE/WIOA grants and perform data analysis on a regular basis. Ability to monitor student attendance and follow up. Must be able to meet required deadlines. Flexibility is required to independently work with others in a wide variety of circumstances; work with data using various required tools/processes.
    • Ability is also required to work with a significant diversity of individuals and/or groups; work with data of varied types and/or purposes; and utilize job-related equipment. Independent problem solving is required to analyze issues and create action plans. Problem solving using data to effectively meet program objectives; and problem solving with equipment/space provided.
    • Ability to adapt to changing work priorities; communicating with diverse groups; setting priorities; building collaborative relationships; and working with constant interruptions.
    • Ability to coordinate the rental space/classrooms of this off-site program with rental personnel and adhere to policies and requirements.
    • Ability to work both mornings and nights, to fill in for classes and aide position with substitutes or self as needed, Oversee teacher aide managing the door both mornings and night classes.
    • Ability to hire, supervise, evaluate program staff.

    EDUCATION AND/OR EXPERIENCE:

    Preferred Education:

    Bachelor’s Degree with experience instructing adult ESL students and coordinating/direction of ESL/community related program. Master’s degree in the area of EFL/TESOL and applicable experience (preferred).

    Preferred Experience:

    Job related experience with increasing levels of responsibility is required.
