  • The Airport Operations Manager conducts detailed planning and organization along with other administrative functions related to maintaining a safe, secure, and compliant airport. The Operations Manager is responsible for directing the required coordination and supervision of specific airport tasks related to controlling the airport to ensure continuous operations 24/7/365.

    ESSENTIAL FUNCTIONS

    Coordinate and direct the continuous compliance with FAA Part 139 and TSA Part 1542 regulations, other applicable federal/state regulations, the Airport Certification Manual and other airport-issued rules, regulations, policies, and procedures

    Directly supervise Airport Rescue Fire Fighting (ARFF)/Security and Operations Specialist staff including oversight of all activities related to effective hiring, scheduling, performance management, regulated training requirements, and equipment acquisition

    Responsible for preparation, implementation and maintenance of airport policies, programs, and procedures related to airfield operations including the Airport Certification Manual, the Airport Emergency Plan, and the Wildlife Hazard Management Plan; plus, the coordination of regulated training requirements associated with each program

    Perform or provide oversight for Airport workplace health and safety activities

    Perform detailed review of airfield inspection reports for all facilities and equipment required by FAA Part 139 standards; manage the Airport NOTAM program

    Formulate and execute plans, procedures and for emergency response in the event of aircraft or other airport related emergencies

    Perform financial activities including preparing the operations and ARFF/Security budget, preparing requisitions and purchasing forms for operations and ARFF/Security, and solicit and evaluate quotes for capital outlay purchases

    Monitor a variety of computerized systems including but not limited to the Security Management System, Security Surveillance System, and the Automated Weather Observing System

    Facilitate positive external relations with all airport tenants and other airport stakeholders

    Perform other duties as assigned

    EDUCATION, LICENSURE, CERTIFICATION OR OTHER REQUIREMENTS

    Completion of a bachelor's degree in airport management, engineering or related aviation field or equivalent combination of education and experience in the airport environment

    ACE Operations qualification from the American Association of Airport Executives preferred

    Prior completion of OSHA 30-hour general industry course or ability to complete course within 180 days of employment

    Must be able to successfully complete a criminal background check and complete training consistent with TSA and airport-related security requirements to obtain and maintain an airport issued SIDA security badge

    Must possess a current valid NC Driver's License

    EXPERIENCE

    Candidate must have at least five (5) years combined experience in airport operations with progressive management and supervisory responsibilities or an equivalent combination of education, knowledge, experience, and related aeronautical skills and experience

    Experience and knowledge of aviation safety, ARFF operations/training and risk management

    Pilot experience preferred

    KNOWLEDGE, SKILLS, AND ABILITIES

    Knowledge of federal, state, and local laws and regulations pertaining to airport management, including FAA, TSA, DEQ requirements

    Knowledge of Advisory Circulars (AC) and Federal Aviation Regulations (FAR) related to airport management

    Knowledge of aviation safety and commercial terminal and airport security requirements

    Ability to understand and oversee compliance with current and proposed legislation that affects airports and air transportation in general, airport security and safety, and air carrier operations, and FAA decisions and regulations

    Ability to effectively supervise, plan, direct, monitor and evaluate the work of direct reports as needed to ensure work is performed accurately, timely, and in compliance with airport policies and procedures

    Demonstrated effective verbal and written communication skills with airport staff, external customers and other airport business contacts

    Ability to make effective public presentations and represent the airport in meetings as needed

    Basic computer knowledge and computer software skills relevant to airport communication, operations reports, budget preparation, and fiscal monitoring

    Basic financial, accounting and budgeting skills and knowledge of the federal Airport Improvement Program (AIP)

    Demonstrated ability to plan, organize and prioritize work and projects to meet critical deadlines with minimal direction

    Ability to properly interpret and make decisions in accordance with federal, state, and local laws, codes, regulations, and policies

    Ability to demonstrate effective critical thinking skills to identify and analyze issues and recommend and implement alternative solutions in support of Airport goals

    Ability to exercise good judgment and flexibility in response to changing situations and needs

    Ability to approach work exhibiting an entrepreneurial, collaborative, and teamwork-oriented leadership style

    Must be available to work in response to operational needs in the evening and on weekends after normal business hours as required
