Ambulatory Services Director directs the staff and programs of the ambulatory services department. Oversees, administers, and coordinates all activities and operations of the ambulatory services for the health care facility, including outpatient clinics, outpatient surgery, and urgent care centers. Being an Ambulatory Services Director develops and introduces approved standards and guidelines for ambulatory services and programs. Maintains working relationships with community agencies. Additionally, Ambulatory Services Director ensures non-emergency care clinics operate within budget and in accordance with performance standards. Requires a bachelor's degree. Typically reports to top management. The Ambulatory Services Director typically manages through subordinate managers and professionals in larger groups of moderate complexity. Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget. Capable of resolving escalated issues arising from operations and requiring coordination with other departments. TAX SERVICES DIRECTOR

  • PURPOSE OF POSITION:

    Under the general direction of the County Administrator and the technical supervision of the Minnesota Department of Revenue, performs specialized professional, supervisory, and administrative work by functioning as the administrator supervisor of Property Tax Services so that all elements of the department function effectively and efficiently by organizing, directing and coordinating the activities of office staff engaged in the property taxes, elections, and tax forfeited property. Administers the areas of vital statistics and driver’s license renewals. Oversight of Assessor’s Office and Environmental Services Office.

    ESSENTIAL DUTIES AND RESPONSIBILITIES:

    The following duties are normal for this job. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

    Prepares and implements long-range plans for the successful operation of each supervised area (Assessor’s Office, Environmental Services, Property Taxes). Determines the necessity of an implements any revisions to existing departmental procedures.

    Determines and requests staff, material, and equipment needs for the department and contributes to the formulation and justification of budgetary requests for the departments as a whole, by preparing an annual budget for review and approval.

    Provides supervision so that assessment of all real and personal property in the county is uniform, by instructing and advising appraisers in regards to assessment procedures and standards.

    Provides supervision in the recording of all documents pertaining to vital statistics registration of birth, death, and marriage records.

    Supervision of projects performed by Environmental Services.

    Deputized as the Auditor/Treasurer to perform certain duties.

    Represents the offices so that policies and objectives are communicated to the general public and other interested parties. Attend workshops, seminars, meetings and conferences pertinent to the job duties and educational requirements.

    Review local government levies, calculate real estate taxes and aid amounts, prepare and maintain county property tax rolls.

    Calculate and distribute Lieu of Tax, Fish and Wildlife Tax, Public Hunting Ground tax, and DNR tax.

    Perform technical duties to include reading and interpreting tax and tax statues, researching and identifying top taxpayers.

    Prepare, calculate and mail Truth in Taxation for all property owners.

    Assign certificate of real estate value numbers.

    Assist in collecting taxes paid to the County, balancing tax payments and posting tax payments into the system.

    Balances the tax system with the integrated financial system. Prepares and balances settlement books and levy books.

    Calculates and distributes tax dollars and shelter rent to government units.

    Calculates and enters special assessments for collection.

    Prepares delinquent tax reports. Researches, types and distributes delinquent tax correspondence.

    Creates and reviews the Abstract of Tax and Tax Increment Financing Abstract for the DOR.

    Assist public with M1PR state tax refund forms and assist with transferring of deeds.

    Calculates and distributes Township Road Allotment to qualifying townships.

    Creates Confession of Judgment payment plans for interested taxpayers and calculates annual payments.

    Calculates and enters abatement and additions into tax system.

    Performs various other financial calculations such as the green acre tax, power and light tax, City/Township bonding reports, audits for City/Township/School auditors and any other assigned calculations.

    Administrative duties such as issuing liquor licenses.

    Settles and distributes the tax forfeit funds to schools, township/cities, and country.

    Prepares and maintains the master files for all real estate, personal property and mobile home properties.

    Performs daily postings on the Voter Registration System and assists with administering the elections.

    Receives, reviews, prepares and processes various forms and documents to include tax capacity abstract, voter registration cards, transfer cards, levy reports, DOR reports, tax statements, liquor licenses, billing statements, computer reports, truth in taxation forms, delinquent tax reports, etc.

    Training of new staff and trains current staff with new projects.

    Receives and answers questions and complaints concerning taxes, property legal descriptions, land titles and other related issues pertaining to the Auditor/Treasurer duties.

    Assist with the Board of Equalization.

    Member of Wabasha County Redistricting Committee.

    Perform other related duties as required.

    REQUIRED SKILLS:

    Applicants must have a good working knowledge of personal computers, Windows operating system, Microsoft Word, Microsoft Excel, Internet Explorer, and Outlook. This applicant must supervise and review the work of subordinate staff. This applicant must establish and maintain working relationships with taxpayers, employees, and other government officials and also be able to develop and maintain a professional work atmosphere in the Property and Public Services Division.

    The applicant must have the ability to learn MN Election Laws and Procedures and be able to answer questions from public and candidates regarding election laws & procedures.

    MINIMUM TRAINING AND EXPERIENCE REQUIRED TO PERFORM ESSENTIAL FUNCTIONS:

    Requires a high school diploma or equivalent with a Bachelor’s Degree in Business Administration/Accounting/Public Administration and five years of related experience or an equivalent combination of education and experience sufficient to successfully perform the essential duties listed above.

    Must have the ability to perform duties as stipulated under MN statute.

    Must have the ability to obtain certification as a Certified Election Official within 6 months of hire, and have the ability to run the elections and to train election judges for the city and township elections.

    LICENSING REQUIREMENTS:

    Valid Driver’s License

    MINIMUM ABILITIES REQUIRED TO PERFORM ESSENTIAL FUNCTIONS


    Physical Requirements:

    Must be physically able to operate a variety of machines and equipment including computer terminal, typewriter, calculator, shredder, burster, copier, cash register, and a multi-line phone system.

    Must be able to move or carry job related objects or materials. Must be physically capable of reaching to obtain various book, printouts, file boxes, computer paper, etc. Moderate lifting may be required in this job.

    Physical demand requirements are at levels of those for sedentary or office environment work.

    Numerical Aptitude:

    Requires the ability to utilize mathematical formulas (in excel and tax calculations); add and subtract; multiply and divide totals; determine percentages; determine time and weight; and interpret same as may be appropriate.

    Language Ability:

    Requires the ability to read a variety of professional, technical and administrative financial documentation, directions, instructions, methods and procedures.

    Requires the ability to produce reports and various financial documents with proper format, punctuation, spelling and grammar, using all parts of speech.

    Requires the ability to effectively communicate with and before others.

    Interpersonal Communication:

    Requires the ability to communicate with employees and public to convey or exchange professional information.

    Environmental Adaptability:

    Requires the ability to interact with people (i.e. staff, general public and elected officials) beyond giving and/or receiving instructions.

    Work is normally performed in an office environment. Headaches, eyestrain, carpal tunnel, and related occupational hazards associated with computer work reflect most common potential for injury.

    Supervision of Others:

    Supervises Property/Public Services Division.

    Consequences of Error:

    Errors on part of the employee can be serious and multi-level. A small or basic error in developing tax capacity rates or tax amounts could be serious and effect many governmental agencies. A tax error could result in the loss of revenue for the Town, Cities, Schools, Special Districts and the County.

    Errors in calculation of taxes and/or penalties could have a negative impact on taxpayers.

    Confidentiality is required in certain areas of the position. Example would be: voter registration system, some disbursements and receipts.
