    Department Overview
    The Office of Institutional Advancement (IA) has a mission to promote, expedite, encourage and assist the campuses and other parts of the university in increasing private, voluntary support of the university and to enrich the lives of UC's 2 million alumni and engage them as volunteers, advocates and contributors who strengthen the University of California. IA assists the campuses in their private support and alumni engagement efforts by providing a central hub for inquiries about support, managing reports and analyses of fundraising activities and assuring accountability in the private support program. In coordination with the UC campuses and other locations, the office provides policy management and the facilitation of best practices, provides accountability in UC's advancement and alumni programs, assists in the administration of endowed gifts, and develops systemwide alumni programming that highlights and enhances campus-based programs, facilitates the sharing of best practices, harnesses the collective power of UC alumni.

    Position Summary
    The University of California Office of the President (UCOP) seeks a highly experienced and strategic-minded individual to serve as the Director of Gift and Endowment Policy. Reporting to the Executive Director of Institutional Advancement, the Director will play a critical role in developing, implementing, and overseeing policies related to philanthropic giving, endowment management, donor stewardship, and volunteer management. Supporting all UC locations, the Director provides expert consultation services on a wide variety of legal and policy related issues, providing creative solutions to complex problems. The position provides accountability and transparency to the University's private support programs by overseeing the collection, analysis, and reporting of private support for a variety of state, national and internal stakeholders. The Director coordinates with UCOP and campus leadership for the implementation of University policies, applicable state and federal regulations, and professional standards and monitors compliance as needed. The position will supervise the Development Analyst and will also coordinate, as needed, with the Director of Systemwide Alumni Engagement and Diversity Initiatives on cross-cutting issues related to campus development and alumni offices.

    Key Responsibilities

    40% Systemwide Policy Development, Management, and Analysis: Lead the development and ongoing review of systemwide policies, in concert with the campuses and other UCOP units, governing the solicitation, acceptance and administration of private support to the University and its Campus Foundations and Support Groups. Provide training, guidance, and educational resources to university staff, faculty, and volunteers involved in fundraising activities to ensure understanding and adherence to gift acceptance policies and best practices. Independently interpret and provide guidance, education, technical expertise to the campuses and other UCOP units on specific gift agreements and fundraising activities. Propose creative solutions to UCOP and campus management and staff to resolve complex policy or regulatory issues related to gift acceptance. Develop and maintain a University-wide policies and procedures manual. Coordinate and conduct compliance reviews as needed. Continuously assess and refine policies and procedures to optimize efficiency and effectiveness.

    25% Endowment and Gift Compliance: Ensure the proper administration of endowment funds in accordance with state and federal law and gift instruments. Assist campuses as needed to ensure appropriate and timely expenditure of endowed funds held by the University and its campus foundations. Provide guidance to UC locations on gift structuring options and tax implications. Stay abreast of emerging trends, best practices, and regulatory changes in philanthropy, endowment management, and higher education fundraising. Support campuses in maintaining positive relationships with donors, alumni, and other stakeholders to steward philanthropic support, facilitate major gifts, and promote planned giving opportunities. Assist the Executive Director in the administration of the Regents planned giving programs.

    25% Reporting, Analysis and Systemwide Gift Processing: Develop and maintain systems for tracking, reporting, and analyzing private support data to be presented to the President and The Regents, including the Annual Report on Private Support to the University. Respond to statewide and national organizations for external surveys and requests for information about private support to the University. Manage the processing of gifts to the Office of the President. Monitors gift processing and documentation by campuses. Coordinates a system-wide record keeping system with Records Management.

    10% Special Projects: Lead and direct a variety of systemwide projects and programs, working with all levels of staff at UCOP and the campuses related to increasing private support to the University. Provide support to External Relations and other UCOP divisions and departments as needed in the furtherance of systemwide and international programs and matters.


    Experience
    Required Qualifications

    • Minimum of 8 years of demonstrated progressively responsible experience in fundraising, endowment management, or related fields, preferably in a higher education or nonprofit environment.

    • Expert knowledge of in gift acceptance policies, endowment administration, advancement services, and fund management.
    • Experience applying advanced knowledge of applicable laws, rules, regulations, policies, etc. to gift planning fundraising.
    • Familiarity with philanthropic investment and accounting concepts.
    • Strong commitment to customer service and highly skilled communication and interpersonal skills to communicate with and influence others, both verbally and in writing.
    • Ability to use discretion and maintain all confidentiality.
    • Highly skilled in all levels of project management.
    • Expert knowledge of the organization's processes, protocols and procedures and external regulatory requirements in policy domain.
    • Ability to multi-task with demanding timeframes.
    • Expert knowledge of applicable policy analysis techniques.
    • Expert analytical / problem-solving skills.


    Preferred Qualifications

    • Demonstrated advanced working knowledge of all aspects of a university campus or system, including current issues of concern for both the University of California and/or throughout higher education generally.
    • Working knowledge of fundraising, donor relations, and/or public relations concepts, principles, procedures, and techniques.
    • Experience in planned giving methods and deffered gifts.
