Applications Development Director directs all activities and develops policies and procedures related to the design, analysis, testing, coding, and implementation of applications. Enhances operations by establishing metrics, analyzing processes, and implementing standard methodologies, tools, and best practices to ensure high-quality deliverables. Being an Applications Development Director oversees review of development proposals, projects, timelines, resources, and costs. Develops feedback processes for peer reviews, code reviews, and design reviews. Additionally, Applications Development Director establishes a performance culture by incorporating individual and team coaching and mentoring to achieve excellence. May develop and manage outsourcing budgets, vendor relationships, or off-shore resources. Requires a bachelor's degree. Typically reports to senior management. The Applications Development Director manages a departmental sub-function within a broader departmental function. Creates functional strategies and specific objectives for the sub-function and develops budgets/policies/procedures to support the functional infrastructure. To be an Applications Development Director typically requires 5+ years of managerial experience. Deep knowledge of the managed sub-function and solid knowledge of the overall departmental function.     EXAMPLE OF DUTIES
    Maintains and modifies enterprise software systems to support user needs; analyzes user requirements and defines specifications; plans, recommends, develops, tests and implements solutions and enhancements. Serves as a technical resource to system users, providing assistance and support of various enterprise software systems; troubleshoots and/or resolves questions and problems; tracks and follows issues through to resolution, including communication to all stakeholders. Performs workflow analysis and diagrams end user processes to make recommendations to improve methods and procedures for assigned systems. Performs application configuration duties, including creating and managing application workflow and Role Based Access Control (RBAC). Creates and maintains user accounts, including granting users the relevant roles they need to access required processes and data. Consults with management and staff to identify business needs and evaluate system impact; analyzes existing processes or procedures; provides input and suggestions including refining business requirements and alternative approaches. Evaluates, prioritizes, resolves and documents defects. Reviews current processes, hardware, and software to ensure resources are functioning properly and efficiently; validates technical specifications and infrastructure requirements. Researches and performs/applies upgrades, bundles, patches and fixes to existing hardware and software applications; monitors applications for efficiency and performance. Defines, creates, modifies and tests electronic interfaces between multiple applications and/or systems. Implements systems/processes to ensure appropriate security, data integrity and back-ups. Produces and executes unit test plans and test scripts; analyzes output, and ensures modifications are made as necessary to meet objectives. Monitors system and user performances and recommends changes to improve efficiency. Assists with enforcing functional policies and procedures related to information systems and promotes a 'Cyber Security Awareness' culture. Performs other related duties as required. Responsibilities may require working evenings and weekends, sometimes with little advanced notice, and on-call support. Other Important Duties: Acts as the alternate system administrator for other enterprise systems. Acts as an escalation point and mentor to other staff as needed. Acts as the primary contact for the vendor of assigned systems. Travels to off-site meetings, conferences and training. Assists in development of strategic and tactical technology plans. Serves on various technology and organizational teams as needed. Maintains a broad knowledge of current and emerging technologies. Regular and consistent attendance for the assigned work hours is essential.

    SUPPLEMENTAL INFORMATION
    Required Qualifications Must have at least two (2) years of experience in the support, configuration or implementation of enterprise business applications such as Enterprise Resource Planning (ERP), Enterprise Content Management (ECM), SharePoint, etc. Experience developing and maintaining automated interfaces between various applications. Proficient with independently troubleshooting, researching and resolving technically challenging problems involving integrated systems. Strong knowledge of relational database concepts; views, tables, fields and reporting. Good working knowledge of HTML5 and JavaScript. Proficient with creating complex and efficient reports; preferable using SSRS. Ability to install and debug new and/or upgraded software on server and client platforms. Ability to communicate clearly and concisely, both verbally and in writing about technical subjects to non-technical users in a manner in which they can easily understand. Ability to effectively communicate with third-party vendors regarding schedules, requirements, issues and changes for assigned applications. Ability to understand, gather and document system requirements from the business users. Ability to realize, document and implement changes to increase reliability and efficiency. Ability and willingness to be a team member with ability to be a team leader. Ability to prioritize workload effectively and work effectively under pressure and with a high degree of independence. Effective in meeting deadlines Experience with Microsoft Windows Operating Systems, basic PC desktop support, basic networking, and back up strategies and hardware. Must possess a valid State of Texas Drivers License Ability to pass a pre-employment drug screen and extensive criminal background check Desired Qualifications Experience working with relational databases, such as SQL Server, utilizing SQL for querying. Experience supporting municipal government applications (e.g. Tyler Munis, Tyler Energov, Tyler Incode, Laserfiche). Experience working with business Intelligence and reporting tools (e.g. Cognos, Crystal Reports, SSRS, or PowerBI).
