Applications Development Director directs all activities and develops policies and procedures related to the design, analysis, testing, coding, and implementation of applications. Enhances operations by establishing metrics, analyzing processes, and implementing standard methodologies, tools, and best practices to ensure high-quality deliverables. Being an Applications Development Director oversees review of development proposals, projects, timelines, resources, and costs. Develops feedback processes for peer reviews, code reviews, and design reviews. Additionally, Applications Development Director establishes a performance culture by incorporating individual and team coaching and mentoring to achieve excellence. May develop and manage outsourcing budgets, vendor relationships, or off-shore resources. Requires a bachelor's degree. Typically reports to senior management. The Applications Development Director manages a departmental sub-function within a broader departmental function. Creates functional strategies and specific objectives for the sub-function and develops budgets/policies/procedures to support the functional infrastructure. To be an Applications Development Director typically requires 5+ years of managerial experience. Deep knowledge of the managed sub-function and solid knowledge of the overall departmental function.   • The Career Development Services Systems (CDSS) Director position provides instructional support for a U.S Department of Labor Job Corps contractor, Human Learning Systems. The Job Corps program is a federally funded residential training program. Job Corps’ mission is to educate and train youth ages 16-24 for successful careers in the nation’s fastest-growing industries.

    Summary of Duties:

    The CDSS Director isresponsible for managing, supervising, and directing the Academics, Career Technical Training, Career Preparation Period (CPP), Counseling, Residential, Recreation and National Training Contractor (NTC) areas of center operations.

    Significant Responsibilities:

    • Oversees Career Development Services (Academics, Career Technical Training Career Preparation, Counseling, Residential, and Recreation) by working with the area supervisors to maximize outcomes.
    • Develops, implements, and documents staff training by providing staff with the knowledge/training required to perform their job duties and establish interdepartmental cross training for continuity of student services.
    • Directs Career Development Services by managing area supervisors and coordinating staff meetings to review/validate compliance with all requirements.
    • Monitors statistical performance and student accountability. Reviews logs and reports from Academics, Career Technical Training, CPP, Counseling, Residential, Recreation and NTC areas.
    • Develops corrective action plans as needed.
    • Monitors budget and related areas for the CDSS department and maintains spending limits. Reviews the departmental spending monthly and provides remediations for under/overspending. Manages department inventory to validate all equipment assigned to department is properly accounted for and maintained in good condition.
    • Ensures there is a curriculum for every academic and career technical training area and lesson plans are developed and implemented two weeks before instruction.
    • Administers an effective Work-based Learning program to ensure students have supplemental training.
    • Manages the flow of students through Career Preparation and Career Development.
    • Supervises the Residential and Recreation Supervisors to ensure the delivery of Residential Living Services provides students with a safe, clean living environment and students are able to participate in purposeful recreation and leisure activities, designed to foster positive choices, independent living and employability.

    Education/Experience:

    • Bachelor’s degree (including 15 semester hours of instruction in social service-related instruction) and five years of experience in counseling or related field, of which at least two years involved working with youth. Master’s Degree preferred.
    • Experience in Job Corps or related industry, strongly desired..
