Applications Development Director directs all activities and develops policies and procedures related to the design, analysis, testing, coding, and implementation of applications. Enhances operations by establishing metrics, analyzing processes, and implementing standard methodologies, tools, and best practices to ensure high-quality deliverables. Being an Applications Development Director oversees review of development proposals, projects, timelines, resources, and costs. Develops feedback processes for peer reviews, code reviews, and design reviews. Additionally, Applications Development Director establishes a performance culture by incorporating individual and team coaching and mentoring to achieve excellence. May develop and manage outsourcing budgets, vendor relationships, or off-shore resources. Requires a bachelor's degree. Typically reports to senior management. The Applications Development Director manages a departmental sub-function within a broader departmental function. Creates functional strategies and specific objectives for the sub-function and develops budgets/policies/procedures to support the functional infrastructure. To be an Applications Development Director typically requires 5+ years of managerial experience. Deep knowledge of the managed sub-function and solid knowledge of the overall departmental function.     The Director of IT Applications leads a high-performing team of technology professional to create, implement, and maintain an effective portfolio of applications and technology systems to support Midland Health.  They will manage a team of empowered technologists who are integrated with business teams, pursing a deep understanding of operational processes and technology needs, advocate opportunities for technology to become more effective and proactively adapt application services to support Midland Health strategy and operational outcomes. 

     

    SHIFT AND SCHEDULE

    Full Time 8:00 AM - 5:00 PM

    ESSENTIAL FUNCTIONS/PERFORMANCE EXPECTATIONS

    • Implement enterprise application projects, directing requirements definition, development, validation and ongoing maintenance activities. Planning, developing, supervising, and implementing IT projects utilizing standardized processes and project methodology.
    • Coordinates a close and productive relationship with all levels of clinical and business leadership, in pursuit of excellent utilization of the organization’s application portfolio
    • Manages an applications roadmap, including existing lifecycle management, regulatory needs, and strategic projects
    • Develop a practical and working knowledge of business and clinical processes; interact with key business partners to recommend solutions that best meet strategic needs.
    • Responsible for the management and oversight of the operational and capital budget associated with the clinical and business application resources of the hospital as delegated by the CIO.
    • Identifies, researches, and proposes all projects relevant to business applications and IT projects, with appropriate business justifications. These include proposals to maintain or improve existing technology investments, to achieve new business objectives, to meet regulatory or legal requirements, or others.
    • Ensure a well-documented application environment including application portfolio and complete system documentation.
    • Provide guidance, leadership, and mentoring to a team of application support professionals. This includes creation of job descriptions, alignment of IT capacity to organizational demand, and development plans.
    • Manage outside vendors and contractors to ensure performance expectations, customer satisfaction, and compliance with Midland Health policies.
    • Establishes, monitors, and ensures compliance with system standards and applicable regulations.
    • Explores innovations and trends in technology for organizational applicability
    • Oversees the application implementation, support, and ongoing management across all of Midland Health
    • Reports to Associate Chief Information Officer
    • Oversight of 2-4 direct managers and 30 application support professionals

    EDUCATION AND EXPERIENCE

    • Bachelor’s degree required in computer science, information systems, business administration or related field.
    • Seven or more years of total experience in IT and business/industry, including three years of leadership responsibilities
    • Three or more years of relevant experience, including, managing multiple, large, cross-functional teams or projects, and influencing senior-level management and key stakeholders
    • Demonstrated experience in resource management
    • Demonstrated experience in mentoring and developing a high-performing application support team
    • Strong background in applications, project mgmt., and governance
    • Strong knowledge of information technologies used in a hospital setting required.
    • Knowledge of the IT driven regulatory compliance requirements pertinent to healthcare providers.
    • Excellent Analytical and problem-solving skills.
    • Excellent communication, written and verbal
