Applications Development Director directs all activities and develops policies and procedures related to the design, analysis, testing, coding, and implementation of applications. Enhances operations by establishing metrics, analyzing processes, and implementing standard methodologies, tools, and best practices to ensure high-quality deliverables. Being an Applications Development Director oversees review of development proposals, projects, timelines, resources, and costs. Develops feedback processes for peer reviews, code reviews, and design reviews. Additionally, Applications Development Director establishes a performance culture by incorporating individual and team coaching and mentoring to achieve excellence. May develop and manage outsourcing budgets, vendor relationships, or off-shore resources. Requires a bachelor's degree. Typically reports to senior management. The Applications Development Director manages a departmental sub-function within a broader departmental function. Creates functional strategies and specific objectives for the sub-function and develops budgets/policies/procedures to support the functional infrastructure.     At UConn Health, this class is accountable for managing the operations and staff of Epic Integrated EMR Ambulatory/Mobility Applications in the Information Technology Applications unit that provide system specifications, implementation, development, modifications, testing, training, workflow documentation, upgrades, maintenance and support services of new and existing applications, modules, operating systems and software.

    Reports to the AVP of Information Technology Applications.

    Directs staff assigned to the area.

    EXAMPLES OF DUTIES:

    Manages the staff and operations of the unit; sets staff performance standards and conducts performance evaluations; trains, coaches and mentors staff; enforces policies and procedures

    Oversees the management, development, implementation, and ongoing system operations; manages system maintenance, including software upgrades, database maintenance, end user support, trouble shooting and problem solving issues, and auditing systems; provides data conversion, extraction, and reporting assistance

    Develops and manages operating and project budgets

    Primary contact for vendor relationships, management, and contracts

    Partners with operational leadership in strategic direction and oversight of design development, operation and support of Epic, mobility, and third party solutions to meet operational needs

    Assists in the creation, development, and delivery of strategic programs, projects, work plans, services, policies and procedures

    Establishes development guidelines and standards, applies methodology, and manages and audits project deliverables to ensure solution quality, timeliness and ease of maintenance

    Coordinates functions responsible for system implementations, upgrades/updates, and ongoing support; directs staff to build and maintain enterprise system solutions that meet business customer delivery and service levels

    Works with customers and IT leadership in determining work priorities; aligns cross function area solution delivery impacts and support resources; collaborates with IT Security unit for application patches and updates

    Allocates resources in partnership with IT Project Managers, IT and Operational Leaders

    Develops, facilitates, and maintains strong relationships with physician and ancillary advisory committees, and senior steering committee management; influences change to improve organizational effectiveness, systems, quality, and/or services

    Ensures adherence to privacy, security, regulatory compliance, and accreditation standards

    Establishes guidelines for documentation of business processes

    Develops presentations, presenting options and gaining consensus/agreement as needed; builds working relationships with internal departments to facilitate productive exchanges of information for improvements to systems

    Generates and monitors weekly project and monthly unit status reports to ensure unit adherence to department and institutional policies, procedures, goals, and objectives

    Performs other related duties as required.

     

    MINIMUM QUALIFICATIONS REQUIRED:

    KNOWLEDGE, SKILL & ABILITY:

    Considerable knowledge of and ability to apply system and business management principles and techniques

    Considerable technical knowledge of EMRs (Epic) third party integrations/interfaces, Mobility applications/tools and Microsoft applications

    Considerable knowledge and skills in managing complex multiple projects involving interdependent technical application environments, multi-disciplinary teams and system integrations

    Considerable knowledge of relevant state and federal laws, statutes, regulations, and internal policies and procedures

    Knowledge of vendor and contract management

    Knowledge of developing and managing operating and project budgets

    Considerable interpersonal skills with the ability to work with diverse groups, both management and staff, and to build effective relationships

    Strong leadership and supervisory skills; ability to mentor, coach, and build teams

    Excellent critical thinking, issue resolution, and problem solving skills and abilities

    Considerable oral and written communication skills; excellent presentation skills

    Exceptional project management and organizational skills

    Ability to identify and integrate emerging technology trends into IT strategic plans; ability to effectively influence decision making related to IT support needs and plans

    Ability to create, manage and maintain strategic project implementation plans across all project life cycle components.

     

    EXPERIENCE AND TRAINING:

    General Experience:

    Ten (10) years of professional experience in managing ambulatory applications development, implementation, and maintenance including clinical systems project management in a healthcare environment.  

    Special Experience

    Three (3) years of the general experience must have been in a supervisory or management capacity preferably managing bargaining unit staff.

     

    Preferred Experience

    Epic application implementation and/or support experience within the past year

    Certifications in a specialty area such as Ambulatory, MyChart, Healthy Planet etc

    Demonstrated ability to manage system build to operational specifications, organizational policy and maintain project deadlines

    Demonstrated experience leading teams of 10 or greater

     Substitutions Allowed:

    Bachelor’s degree in a closely related field (i.e. Management Information Systems, Healthcare Information Technology, Healthcare Administration, Nursing, Health Informatics, or Health Sciences) may be substituted for four (4) years of the general experience.

     

    Master’s degree in a closely related field may be substituted for one (1) additional year of the general experience.
