Applications Development Director directs all activities and develops policies and procedures related to the design, analysis, testing, coding, and implementation of applications. Enhances operations by establishing metrics, analyzing processes, and implementing standard methodologies, tools, and best practices to ensure high-quality deliverables. Being an Applications Development Director oversees review of development proposals, projects, timelines, resources, and costs. Develops feedback processes for peer reviews, code reviews, and design reviews. Additionally, Applications Development Director establishes a performance culture by incorporating individual and team coaching and mentoring to achieve excellence. May develop and manage outsourcing budgets, vendor relationships, or off-shore resources. Requires a bachelor's degree. Typically reports to senior management. The Applications Development Director manages a departmental sub-function within a broader departmental function. Creates functional strategies and specific objectives for the sub-function and develops budgets/policies/procedures to support the functional infrastructure. To be an Applications Development Director typically requires 5+ years of managerial experience. Deep knowledge of the managed sub-function and solid knowledge of the overall departmental function.     POSITION DESCRIPTION

    Type of Position: Regular Full-Time, Exempt

    Annual Salary Range: $85,000 - $102,000

    Position Summary

    The Director of Sector Strategies is responsible for managing PacMtn’s efforts to enhance relationships within the communities of the 5-county region and the businesses we serve, as defined by the Board of Directors, the Business Services Committee, and Chief Executive.

    This senior level position is responsible for business engagement and the success of private enterprise as a key success measure for the labor market accessing opportunity and the economic health of the region. As a member of an integrated Executive Leadership Team the Director helps design and implement PacMtn’s strategic vision by managing community and potential funding relationships.

    The position supports the mission by initiating and managing PacMtn’s contracted business solutions contactor, working closely with the region’s economic development network; developing strategic relationships, programs, projects, and plans communications and community-based partnerships that increase access to the local workforce system by industry and sectors critical to the region.

    This portfolio of primarily external facing activities includes significant work with private industry, economic development professionals, industry associations and entities that represent business. Position may supervise specialty projects, activities, grants and programs.

    Strategic Partnership Development

    · Utilize sector partnership approach to identify, engage, and cultivate partnerships with key stakeholders including local businesses, educational institutions, government agencies, non-profit organizations, and community leaders

    · Implement Thrive Rural Framework to assess community needs, strengths, and opportunitites for economic development.

    · Collaborate with internal and external stakeholders to develop and execute comprehensive sector strategies that align with community priorities and economic development goals.

    Community Engagement and Empowerment

    · Facilitate inclusive and participatory processes to involve community members in decision-making and priority setting.

    · Organize and lead stakeholder meetings, focus groups, and workshops to gather input, feedback, and insights from diverse perspectives.

    · Empower local leaders and organizations to take ownership of economic development initiatives and drive positive change within their communities.

    · Researches and understands the vulnerable and disproportionately represented populations in service area; develops strategies around building programs that serve these populations.

    · Continually evaluates and works towards securing program funding, accounting for expansion to underserved populations

    Capacity Building and Resource Mobilization

    · Vendor Management: identify potential vendors and suppliers through market research, networking, and industry contacts; evaluate vendor capabilities, product quality, pricing, and delivery terms to determine the best options for our organization; develop and maintain relationships with key suppliers to ensure timely delivery, resolve issues, and negotiate favorable terms and conditions.

    · Sourcing and Procurement: collaborate with internal stakeholders to understand procurement needs and requirements; develop procurement plans, specifications, and sourcing strategies to meet organizational objectives; support the competitive bidding processes, request for proposals, and supplier evaluations to select the most suitable vendors.

    · Contract Negotiation and Management: negotiate contracts, pricing agreements, and service level agreements with vendors to optimize cost and mitigate risks; review and analyze contract terms and conditions to ensure compliance with legal and regulatory requirements; monitor contract performance, track deliverables, and resolve and discrepancies or issues that arise during the procurement process.

    · Supplier Relationship Management: establish and maintain positive relationships with suppliers based on mutual respect, trust, and collaboration; conduct regular supplier evaluations, performance reviews, and feedback sessions to assess vendor performance and identify areas for improvement; work closely with suppliers to identify opportunities for cost saving, process improvements, and innovation.

    · Compliance and Risk Management: ensure compliance with organizational procurement policies, procedures, and ethical standards; stay informed about relevant laws, regulations, and industry trends affecting procurement practices; identify and mitigate procurement risk related to supplier performance, quality issues, delivery delays, and geopolitical factors.

    · Provide training, technical assistance, and resources to build the capacity of partner organizations and stakeholders to effectively implement sector strategies.

    · Identify funding opportunities, grants, and other resources to support the implementation of sector strategies and community development initiatives; support the development of funding proposals, grant applications, and partnership agreements to secure financial support for programmatic activities.

    Monitoring, Evaluation, and Reporting

    · Monitor, evaluate, and report performance metrics, indicators, and benchmarks to track progress, outcomes, and impact of sector strategies.

    · Implement monitoring and evaluation systems to regularly assess the effectiveness and efficiency of programmatic activities, including the analysis of local labor market and workforce system performance information.

    · Prepare and present comprehensive reports, presentations, and dashboards to communicate results, achievements, and lessons learned to internal and external stakeholders.

    Leadership

    · Supervision- Directs work and provides daily oversight of staff. Position inspires, mentors, provides personnel evaluations, and recommends improvement plans and disciplinary action as appropriate.

    · Supports organizational development opportunities. Reviews and develops recommendations for procedural or policy changes affecting operations and projects in area of responsibility. Develops internal processes for the effective and efficient implementation of work.

    Work Environment

    Work is typically performed sitting at a computer desk. Workdays and hours are subject to need and availability to ensure operational coverage throughout the work week. However, daily demands may require occasional early arrivals, late departures, extended hours, as well as weekend work.

    Travel Required

    Travel is primarily local during the business day, with some Saturday and/or Sunday travel throughout the year, although some out-of-area and overnight travel may be expected.

    Employees will receive 11 paid holidays, a floating holiday, a community service day every calendar year and starting 12 hours of accrued paid time off for each completed month of service.
