Applications Development Director directs all activities and develops policies and procedures related to the design, analysis, testing, coding, and implementation of applications. Enhances operations by establishing metrics, analyzing processes, and implementing standard methodologies, tools, and best practices to ensure high-quality deliverables. Being an Applications Development Director oversees review of development proposals, projects, timelines, resources, and costs. Develops feedback processes for peer reviews, code reviews, and design reviews. Additionally, Applications Development Director establishes a performance culture by incorporating individual and team coaching and mentoring to achieve excellence. May develop and manage outsourcing budgets, vendor relationships, or off-shore resources. Requires a bachelor's degree. Typically reports to senior management. The Applications Development Director manages a departmental sub-function within a broader departmental function. Creates functional strategies and specific objectives for the sub-function and develops budgets/policies/procedures to support the functional infrastructure. To be an Applications Development Director typically requires 5+ years of managerial experience. Deep knowledge of the managed sub-function and solid knowledge of the overall departmental function.     (This is a quasi-hybrid career opportunity with required on-site responsibilities.  The individual must live within a two-hour commute of Shrewsbury, MA).    

    We have been engaged in a search for a Manager of Applications Development – PeopleSoft who will lead a team of PeopleSoft developers focused on HCM, Finance and other enterprise applications. 

    In this role, the Manager of Applications Development – PeopleSoft will:   

    • Work with applications development teams and/or Vendor partners to understand the end user requirements and to prioritize the work of the developers within the team.
    • Managing priorities and resource allocation for the development teams
    • Act as Project Manager for internal projects as required
    • Document and track work using IT service management and project tracking tools
    • Collaborate with end users, vendors and management to ensure the delivery and use of applications is consistent with business outcomes
    • Identify opportunities to modernize and/or automate applications or functions
    • Maintain on-going contact with broad range of executives, departments and users as well as serving as technical advisor to staff and users in assigned areas of expertise.

    The appropriate individual will have demonstrated experience in the following:

    • Leading and mentoring development teams in a PeopleSoft HCM or Finance related environment on projects of varying degrees of complexity.
    • Strong leadership and analytical skills and an ability to balance technical constraints and user requirements.
    • Software development lifecycle using both Agile and Waterfall concepts
    • Relational databases that include Oracle and or SQL.
    • Ability to accurately capture and document client/end-user requirements
    • Developing, enhancing and supporting enterprise applications in a networked, multi-vendor diverse-platform environment

    Technical Qualifications 

    • PeopleSoft HCM, Finance and/or Campus Solutions applications
    • PeopleSoft version 9.2 development or higher, including PeopleTools 8.56 or higher, Application Designer, Application Engine, PeopleCode, Integration Broker, Fluid and Data Mover
    • Version control systems such as GitHub, Stat or Phire. (Desirable)
    • Web Content Accessibility Guidelines (WCAG) 2.1 A and AA requirements. (Desirable)
    • Applying WAI-ARIA authoring guidelines and best practices. (Desirable)
    • Robotic Process Automation. (Desirable)
    • Secure SDLC standards. (Desirable)
    • Higher Education environments. (Desirable)
