    DESCRIBE PRIMARY REASON JOB EXISTS:

    The Data Applications Manager is responsible for the organizing, storing, and utilization of data related to the Lottery and its providers. This position utilizes technical, analytical, and creative skills to deliver information to internal stakeholders that helps the Lottery better understand its business.

    ESSENTIAL FUNCTIONS:

    FUNCTION: Database Querying and Reports

    %Time: 50%

    Frequency: Daily

    Major Duties:

    1. Designs, schedules, and maintains database queries. Translates query results into user- friendly reports that meet the needs of Lottery management and staff.

    2. Automates regular reports and information requests.

    3. Problem-solves and finds creative solutions for management and staff data needs.

    FUNCTION: Gaming System Operations

    %Time: 10%

    Frequency: Daily

    Major Duties:

    1. Performs user acceptance testing for elements of the Lottery’s gaming system that pertain to back-office and gaming system reports.

    2. Meets with internal stakeholders to understand and document requests for back-office and gaming system reports.

    3. Works with gaming vendors to document and troubleshoot issues.

    4. Cross-trains and assists as directed in troubleshooting, development, and user acceptance testing of other areas related to the gaming system, such as game development, retailer equipment, and internal control systems.

    FUNCTION: Internal Database Management

    %Time: 35%

    Frequency: Daily

    Major Duties:

    1. Responsible for maintaining the integrity and performance of Lottery databases, including the database used for accounting software.

    2. Evaluates and recommends database modifications and software purchases. Oversees the development of new databases as needed.

    3. Coordinates access to databases and any scripts needed to automate information internally or with vendors, such as for the Lottery’s website or winning numbers hotline.

    FUNCTION: Other Duties as Assigned

    1. Assists with various information technology and Lottery duties as requested.

    Total Percentage of time: 100%

    TYPICAL COMPETENCIES:

    KNOWLEDGE: (Describe specialized knowledge required)

    1. Strong knowledge of database query composition and related tools; for example, the Lottery has used Toad Data Point.

    2. Knowledge of efficient and user-friendly report design and the tools end users would utilize to access reports.

    3. Knowledge of relational databases and programming languages; both SQL and Oracle are used in Lottery and gaming system databases.

    SKILLS/ABILITIES: (Include intellectual skills/abilities, equipment used, production levels)

    1. Must possess highly developed problem-solving, analytical, and mathematical skills.

    2. Must have excellent written and oral communications skills.

    3. Must have the judgment and decision-making capabilities to work independently without constant direct supervision from management.

    4. Must possess and practice those traits and qualities that foster and maintain cordial and professional working relationships which further cooperative efforts toward individual and organizational goals and objectives.

    REQUIREMENTS NECESSARY TO PERFORM ESSENTIAL FUNCTIONS:

    TYPICAL EXPERIENCE/EDUCATION/CERTIFICATIONS:

    Bachelor’s degree in computer science, information systems, or a related field is required. Sufficient prior work experience related to database querying and report creation is required. Database or related certifications are a plus. Lottery gaming system or lottery IT experience is a plus.
