Applications Programming Manager manages teams and implements policies and procedures related to the design, analysis, testing, coding, and implementation of applications. Enhances operations by establishing metrics, analyzing processes, and implementing standard methodologies, tools, and best practices to ensure high-quality deliverables. Being an Applications Programming Manager reviews development proposals, projects, timelines, resources, and costs. Leads feedback processes for peer reviews, code reviews, and design reviews. Additionally, Applications Programming Manager establishes a performance culture by incorporating individual and team coaching and mentoring to achieve excellence. May manage outsourcing budgets, vendors, or off-shore resources. Typically requires a bachelor's degree or equivalent. Typically reports to a director. The Applications Programming Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be an Applications Programming Manager typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required.     Performs analysis functions to assist in the development and implementation of new systems, the revision of existing systems, and provides project management for assigned special projects. Provides and coordinates programming resources for all applications.


    Responsibilities
    1. Functions as liaison with IS and maintains project tracking information.
    2. Demonstrates a strong understanding of the technical aspects of applications, as well as the operational details and work flows within PFS.
    3. Provides analysis functions in support of new or upgraded vendor, in-house computing systems and special projects.
    4. Participates in the development and follow-up evaluation of system design and projects.
    5. Assists departments in system management function. Develops a system to ensure the effective maintenance of security for all IDX dictionaries and modules critical to the mission PFS.
    6. Provides training and assistance to team members.
    7. Performs other duties as required or assigned.

    Qualifications
    • Bachelor’s degree in Computer Science or related subject matter with 5 years of relevant work experience or the equivalent required.
    • Organizational and leadership skills are essential.
    • Project management skills, programming skills, and extensive knowledge of microcomputers desired.
