    The IS Applications Lifecycle Manager provides oversight of strategic, operational, and management processes for the ONS Enterprise Information Services Department.   Management of programs by IS Program Management team and stakeholders of the Enterprise. Includes the planning, development, testing, deployment, maintenance and optimization of end-to-end program processes, emphasizing efficiency and quality, and driving continuous improvement initiatives to meet evolving business requirements.

    This is a full-time REMOTE (work-from-home) position.  Occasional travel to the ONSE Headquarters in Pittsburgh, PA throughout the year will be required.

    Responsibilities:

    • Oversees IS Program Manager, Quality Assurance and Technical Development staff for technology-related projects, ensuring adherence to best practices and SDLC project management.
      • Provides status updates to stakeholders, project team, IS Leaders, and IS Director for all active, upcoming, and proposed projects.
      • Develops, reviews, and approves program plans, documentation, roadmaps, budgets, timelines, estimates, and requirements.
      • Ensures that program backlogs, enhancements, and business requirements are assigned and managed appropriately.
      • Coordinates program resources, milestones, architecture, and technical specifications with other IS Managers and Leaders, as needed.
    • Oversees the  technical development, implementation, and maintenance of quality and reliability testing for the technology related products and/or development processes, ensuring that products meet required specifications for quality, function, and reliability prior to delivery.
    • Upholds and tracks adherence to approved processes and identifies new methods for continuous process improvement. 
      • Facilitates writing, reviewing, and/or evaluating RFPs, SOPs, guidelines, policies, requirements, and proposals related to technology.
      • Assists in evaluating and/or suggesting improvements to project management tools and methodologies (e.g., standard project documentation, project tracking, reporting procedures).
    • Serves as a key business contact for the Information Services department.
      • Coordinates relationships and communications with ONS staff, technical vendors, and consultants for the area of focus
      • Confirms requirements and change approvals from all stakeholders.
      • Orchestrates deployments and testing and manages focus area issues.
    • Leads and/or participates in multi-disciplinary teams.
      • Coordinates cross-project and operational activities that have technical components.
    • Resolve organizational problems and develop solutions.
      • Analyzes requirements and needs.
      • Designs solutions and incorporates them into multiple interconnected products and projects.
      • Rectifies the impact of system changes on other systems and the network.
      • Upholds compliance and governance of applications, systems, and data.

    Leadership: Manager

    • Develops and monitors annual budgets and corresponding business cases to ensure utilization meets strategic, operational, and budgetary goals.
    • Facilitates departmental operations and/or organization-wide functions in support of organizational priorities.
    • Demonstrates capacity to manage resistance to change and remove barriers to transformation and resources.
    • Coach direct reports, and team members to motivate a productive work environment.
    • Creates a high-performing team by building strong relationships, motivating others to action, and effectively leveraging the talent of their team.
    • Manages conflict resolutions by implementing appropriate corrective actions, improvement plans, and regular performance evaluations.
    • Demonstrates and supports a culture of diversity, equity, and inclusion.

    Required Skills

    • Strong knowledge of application development lifecycle, ITIL-based processes, web application technology, and IT Service Management concepts
    • Strong working knowledge of enterprise software and systems that would enable ONS to better serve internal and external customers.
    • Excellent organizational and time management skills, with the ability to manage multiple projects. 
    • Strong written and oral presentation skills including presenting information and answering questions from managers, clients, customers, and the public.
    • Ability to write reports, business correspondence, and procedure manuals.
    • Ability to read, analyze, and interpret business periodicals, professional journals, technical procedures, or governmental regulations

    Education and Experience

    • Bachelor’s degree
    • 5 years of programming, systems development, and/or associated project management experience
    • 2 or more years of supervisory experience

    Pay Range:

    Oncology Nursing Society Enterprise (ONSE) uses a market-based approach to pay. Pay rates are established considering the following factors: federal, state, and local minimum wage requirements, job-related skills, experience, qualifications, and market conditions. Our ranges may be modified periodically based on market analysis.

    Anticipated Pay Range: $103,568 to $120,398 annually
