Applications Systems Analyst analyzes, designs, and troubleshoots an organization's information technology systems and processes to enhance efficiency, productivity, and effectiveness. Uses defined policies and procedures to evaluate and design new IT systems or enhance existing systems to integrate with current and future needs. Being an Applications Systems Analyst tests and evaluates the compatibility and integration of new systems with existing infrastructure, networks, and applications. Designs models and utilizes analysis and solution development methods, including process maps, flow charts, and diagrams. Additionally, Applications Systems Analyst supports management with project planning, risk assessment, and project tracking to deliver timely IT solutions within budget. May create coding and logic specifications for developers. Requires a bachelor's degree. Typically reports to a manager. The Applications Systems Analyst work is closely managed.     Salary offers are based on the candidate's equivalent experience and internal equity with other employees within the same job classification.     
        

    Recommends, designs, plans, implements, administers and maintains enterprise IT systems including database, network, software, security, tech support and general operations and their associated hardware including servers, desktop computers, network appliances, power systems, environmental systems, printers and other specific equipment within an Elected Official's technical infrastructure environment. Maintains key infrastructure security, disaster recovery programs and associated computer operations/ help desk support functions for this technical infrastructure. Serves in a lead capacity and as required, provides guidance and assistance to information technology staff.(Work assignments may vary depending on the department's needs and will be communicated to the applicant or incumbent by the supervisor.)
     
    Engineering & Maintenance
    Designs, manages, and maintains local area network infrastructure and network/server operating systems;

    Prepares network and operating system implementation plans, systems administration and network configuration and user documentation;

    Maintains network security devices such as firewalls, as well as consulting on general security measures;

    Evaluates, recommends, and integrates new technologies into existing data center environments;

    Maintains web server services (such as Apache or IIS) that allow for internal or external access to web sites;

    Maintains information systems disaster recovery plan, including, but not limited to power protection, off-site maintenance, and off-site storage;

    Assists with database administration, including, but not limited to, installation, security, patches, upgrades, capacity planning, and connectivity;

    Evaluates, recommends, configures, tests, and installs servers, personal computers, peripherals and related devices;

    Evaluates, recommends, configures, tests, and installs office productivity software;

    Provides technical and analytical assistance to County agencies as requested, and represents a division or department at various County and agency meetings and on technical committees.
     
    Operational Management
    Maintains the hardware and software inventory and orders supplies;

    Maintains the software license inventory;

    Troubleshoots and diagnoses network, server, or desktop computer-related problems;

    Provides technical support to application developers;

    Manages computer operations, including but not limited to, job scheduling, backup and recovery, and printer maintenance;

    Applies operating system updates, patches, and configuration changes; performs routine maintenance and upkeep, such as changing backup tapes or replacing failed drives in a RAID;

    Adds, removes, and updates user account information, resetting passwords, etc.
     
    KNOWLEDGE & SKILLS:
     
    Knowledge of:
    • designing and implementing local area networks with i.e. ;
    • principles of operating systems, system utilities, and network operating systems, including scripts;
    • implementation and administration of multiple platform network operating systems and client side operating systems, including User/Group permissions and securities, external internet connectivity, and updates to software packages;
    • software licensing and asset management, disaster recovery, and working with servicing organizations;
    • principles of network security;
    • principles of medium to large database administration;
    • principles of computer operations and maintenance;
    • principles and techniques for development and maintenance of data communications, security, disaster recovery, computer operations, and privacy measures;
    • effective communication and training techniques.
     
    Skill in:
    • designing and maintaining a multiple host and operating system network and server environment;
    • LAN and WAN topologies, TCP and UDP protocols;
    • identifying, analyzing, testing, and resolving network and systems (non-applications) problems;
    • analyzing and determining the effectiveness and applicability of system (non-applications) software and hardware;
    • taking appropriate actions to refine systems (non-applications) and modify system (non-applications) software and hardware, including the use of system utilities;
    • software licensing and asset management;
    • computer operations and job scheduling;
    • administering databases;
    • intrusion detection and removal;
    • training and assisting professional/technical staff;
    • training and assisting end-users in computer systems techniques, procedures and standard office productivity applications;
    • effective oral and written communications.
    (1) A Bachelor's degree from an accredited college, university or technical trade school with a major in computer science, computer engineering, management information systems (MIS), or a closely related field as determined by the appointing authority at the time of recruitment and three years of experience in the maintenance and administration of client computing or communications hardware and software infrastructure.

    OR:


    (2) An Associate's degree from an accredited college, university or technical trade school with a major in computer science, computer engineering, management information systems (MIS), or a closely related field as determined by the appointing authority at the time of recruitment and five years of work experience in information technology which includes three years of experience in the maintenance and administration of client computing or communications hardware and software infrastructure.

    (Additional relevant work experience/education from an accredited college or university may be substituted.)

    4. Experience applying operating system updates.

    Selection Procedure

    Pima County Human Resources Department reserves the right to admit to the selection process only those candidates that meet the minimum/desired qualifications. All applications will be assessed based on an evaluation of the listed education and experience. Candidates meeting the minimum/desired qualifications may be further evaluated/scored against any advertised Preferred Qualifications. The hiring authority will interview and select the successful candidate from a referral list provided by Human Resources. Additional assessments/testing may be required as part of the selection process.

    Licenses and Certificates: Some positions require a valid Arizona Class D driver license at the time of application or prior to completion of initial/promotional probation. Some positions require other certification/licenses at the time of appointment or prior to completion of initial/promotional probation. Failure to obtain/maintain the required certification/licensures shall be grounds for termination.
