Information Systems & Technology Analyst - Applications & Support

    DEFINITION
    Depending upon assignment, plans, designs, customizes, updates, develops, and maintains assigned application, technology infrastructure component(s), and related systems including large and small data processing and application systems. Works with users and troubleshoots and resolves system issues; implements system improvements and upgrades. Assignments may include software development, database administration, security administration, network and server administration, service desk management, and GIS.

    DISTINGUISHING CHARACTERISTICS
    This is a senior journey-level position in the Information System and Technology Department. Incumbents in this position exercise independent judgment and discretion performing highly skilled technical computer work.  This position includes supporting Public Safety environments such as Police, Fire, and Emergency Operations.

    SUPERVISION RECEIVED AND EXERCISED
    Receives general direction from the Information Technology Manager, Director, or Assistant Director. May provide supervision to additional City of Hollister Technical Staff.Duties and responsibilities may include, but are not limited to the following:
     
    • Assists with analyzing the growth needs of the City’s application server resources, to ensure the acquisition and timely implementation of required resources.
    • Maintains expertise in City standard application server hardware, operating systems and software products.
    • Participates in application server hardware and software acquisitions, installation and maintenance.
    • Provides technical support for operating system, application, emulation and database software.
    • Provides systems administration, database administration and technical support for the City’s systems.
    • Provides the security function, system backups and data recovery processes.
    • Ensures that the resolution of client assistance and service requests are achieved within previously approved performance measures and client directed service levels.
    • Participates on project teams to ensure successful implementation of new systems or upgrades to existing systems.
    • Assists the Information Technology Director/Assistant Director with hardware and software vendors for the proper acquisition, installation, operation and maintenance of City application server resources.
    • Establishes and evaluates backup strategy based on application requirements.
    • Prepares the Council Chambers for meetings, including setting up video equipment, arranging name plates and chairs, confirming proper operation of audio and video systems, preparing the streaming, and recording systems for the events and secures the Council Chamber at the end of the scheduled meetings. 
    • Troubleshoot, research, evaluate, plan and coordinate maintenance of all audio-video equipment and systems used citywide, including council chamber and conference room AV systems.   
    • Provide user training for audio and video systems, including technology in conference rooms. Assists others with setting up computer presentations for the meeting. 
    • City Website Management
    • Social Media Management
    • Public Access / CMAP Representative
    • Department Administrative Support Duties, such as Accounts Payables, etc.
    • Perform related duties as assigned. 
    Experience and Training Guidelines
    Any combination equivalent to experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be:
     
    Experience:
    Four years of increasingly responsible experience in the operation and administration of application server resources.  
     
    Note: Additional experience may substitute on a year-for-year basis for the educational requirement.

    Education:
    Graduation from an accredited college or university with a Bachelor’s degree in Computer Science, Information Systems Management or a closely related field. 

    Desirable Qualifications:
    • Experience with HP, Lenovo, or Dell Server Hardware installation and maintenance.
    • Experience with Apple Products, Cradlepoint Products.
    • Experience with Fortinet, DarkTrace, Rubrik Appliance configuration and management.
    • Experience with Crowdstrike Security Products configuration and management.
    • Experience with Public Sector Application Administration and Management, such as Tyler ERP Pro, Tyler Enterprise Pro, Accela Civic Platforms, Laserfiche, etc.
    • Experience with Public Safety Application Administration and Management, such as Tracnet Records Management, WatchGuard Video Systems, etc.

    License or Certificate:
    • Valid California Driver's License
    • Microsoft MCSA (365 or Azure) Microsoft Role-based Certification (Developer, Administrator, Solutions Architect, Data Scientist, DevOps Engineer, Security Engineer or Data Engineer) or equivalent is desired.
    • Network Security certifications such as CISSP, CISA is desired.

    Knowledge of:
    • Windows, MacOS, Linux, iOS, Android and other industry-standard operating systems.
    • Standard Desktop & Server hardware and application, emulation, operating system and database software.
    • Strong working knowledge of Microsoft Window Server systems.
    • Microsoft Office 365 Administration
    • MySQL, Microsoft SQL Server / SSRS. 
    • Programming and scripting: Windows PowerShell, HTML, CSS, C#, JavaScript, PHP, SQL, or HTML5.
    • Intermediate LAN/WAN/Wireless network troubleshooting.
    • Redundant storage systems and backup strategies.
    • Virtual Machines (Nutanix, Hyper-V, VMWare or other Hypervisors).
    • Cloud Services (Azure or AWS).
    • Principles and techniques of audio, digital media, video production, and broadcasting.
    • Operation of audio systems, media production, and broadcast equipment, processes and techniques of digital media production.
    • Principles and practices of public administration.
    • Customs and practices of public broadcast media. 
    • Basic research and analysis methodology and techniques. 
    • Office methods, procedures, software, and equipment 

    Ability to:

    • Diagnose application server hardware and software problems and take effective action to resolve problems in a timely manner.
    • Understand emerging technology and its application to improve City services.
    • Establish and maintain effective working relationships with subordinates, peers, superiors, vendor representatives and clients.
    • Perform system administration and database administration functions.
    • Use the Internet, remote communications, and other advanced tools to increase productivity and perform job functions.
    • Establish and maintain cooperative working relationships with the City Council, City staff, and the general public.
    Special Requirements
    Essential duties require the following physical skills and work environment:
    • Ability to work in a standard office environment with the ability to sit, stand, walk, crouch, stoop, and squat; some ability to travel to different sites and locations.

    • Frequent standing and walking, and occasional bending, stooping, kneeling;
    • Occasional crawling in confined spaces in buildings;
    • Lifting up to twenty-five (25) pounds frequently, fifty (50) pounds on an occasional basis, and in excess of fifty (50) pounds with assistance. The heavy objects to be lifted include personal computers, printers, and related equipment;
    • Speaking and hearing ability sufficient to hear over phone and carry on routine conversations
    • See to read manuals, video display screens, and other related material;
    • Drive an automobile and transport equipment and documents;
    • Sit for extended periods in a typing position
    • Hand-eye-arm and finger dexterity to use a personal computer keyboard, ten-key, and other common office equipment for long periods of time.
