Program Analyst
Reports to: Distributions Supervisor
Job Overview:
The Program Analyst is responsible for the administration and management of records which support various Rolka Loube programs. This includes reviewing documentation and support from providers, the various contracting officers, and state assistive agencies to determine eligibility and compensation. Program Administration is accomplished through procedure development, process documentation and analysis of financial and non-financial program data. The Program Analyst ensures compliance with established eligibility requirements, program policy, and guidelines. This role also may manage relationships with customers and stakeholders to ensure program management is upheld.
Job Responsibilities:
Review and confirm data elements entered for registration in the User Registration Database to the identity documents submitted by the providers
Compare and confirm specified date elements on self-certification, consent to disclose and Letter of Authorization documents
Make accept or reject recommendations based on document review and any discrepancies found
Assist RL staff working on various URD audits as needed (document review, report generation, NFR response review)
Assist with responding to questions regarding program issues
Assist with responding to questions regarding distribution withholdings
Generate provider payment packets and enter them into the Distribution Authorization Queue (DAQ)
Though primarily supporting the FCC contract, this position may also require interaction with state agencies or Rolka Loube’s state contracts
Job Qualifications:
College graduate, advanced degree in Business Field (accounting, finance, management) preferred
Detail oriented
Ability to work both individually and as a team when appropriate
Ability to maintain confidentiality
Dependable
Ability to follow company policy and understand any rules or regulations governing the work being completed
Working knowledge of technology to include computers and software programs (Outlook, Teams, Excel)

Able to learn and operate Rolka Loube’s proprietary software and systems
Position may be on-site or hybrid remote at manager’s discretion
