    Salary Range: $76,484 to $103,799

    Reports to: General Counsel

    Telecommuting Eligibility: Eligible for up to 40% telecommuting (i.e., 2 days remote work)

    Position Summary:

    An Assistant Director of Compliance: (i) conducts investigations of claims made against the District under federal and state civil rights laws/regulations, Title IX, Section 504 and applicable District policies; (ii) audits and manages claims; (iii) drafts responses to, and/or liaises with, governmental agencies regarding claims asserted by governmental agencies, obligations under binding agreements, etc.; and (iv) create and conduct trainings for employees and students.

    This position requires experience with, and commitment to, ensuring equal opportunities for ethnic, racial, religious and (other) minority populations in protected classes. Expert investigation, research, writing, and critical thinking skills are imperative. An Assistant Director of Compliance should possess expert interpersonal relationship skills, high attention to detail, superb organizational skills, the ability to prioritize duties and a willingness to complete varied tasks across different areas of compliance.

    Minimum Qualifications:

    Education

    • Bachelor's degree from an accredited college or university (Required)
    • Law Degree (Juris Doctorate) from an accredited law school (Preferred).

    Experience

    • Minimum of:
      • 3 to 5 years of experience in conducting civil rights, Title IX, human rights and/or compliance investigations; or
      • 2 or more years practice of law.
    • Knowledge of state, federal and local statutes, orders, court rulings and programs affecting civil rights and Title IX (Required).
    • Highly proficient in Microsoft Office 365 tools and applications including Outlook, Word, Excel, and SharePoint.
    • Proficient in claim management system/database (Preferred).
    • Proficient in computer-based legal research systems (i.e., Westlaw or Lexis) (Preferred).
    • Proficient in Adobe (Preferred).
    • Experience interacting with law enforcement or governmental agencies (Preferred)
    • 2 to 3 years of experience of developing and delivering training programs (Preferred).
    • Experience working in compliance, urban public school district or large/complex organizational setting (Preferred).

    Essential Functions:

    • Conduct and/or support investigations of Title VII, Title IX, Elliot-Larsen Civil Rights Act, (ELCRA) Equal Employment Opportunity Commission (EEOC), Americans with Disabilities Act (ADA), Section 504 and Age Discrimination in Employee Act (ADEA) complaints - including interviewing claimants, respondents and witnesses, reviewing documents and drafting reports.
    • Monitor compliance with Title VII, Title IX, ADA and ADEA to ensure a positive, productive, equitable work environment and to prevent discriminatory workplace practices.
    • Collaborate with, and provide consultation to, District staff including resolving civil rights complaints and advising Human Resources on disciplinary issues.
    • Receive, process and manage discrimination and sexual harassment complaints.
    • Conduct fact-finding sessions and resolution conferences.
    • Provide official response to discrimination/harassment complaints filed with Michigan Employment Relations Commission (MERC) Michigan Department of Civil Rights (MDCR), U. S. Equal Employment Opportunity Commission (EEOC), U. S. Department of Education (US DOE), Office of Civil Rights (OCR), and other agencies with jurisdiction over such matters.
    • Review federal and state law, district policy, work rules and labor-contracts to reach findings regarding discrimination/harassment issues.
    • Conduct research.
    • Gather and assemble information.
    • Maintain appropriate files in a confidential manner consistent with federal and state regulations, and prepares reports and correspondence related to civil rights and Title IX complaints.
    • Facilitate in-service training on civil rights and Title IX issues for staff and students.
    • Assist administrators/supervisors in the interpretation of school district work rules, regulations, policies and procedures.
    • Develop policy, procedures, and administrative guidelines for civil rights and Title IX programs.
    • Regularly support the Compliance Department in other job duties and functions related to the work of civil rights and Compliance.
    • Prepare related reports.
    • Fulfill other duties and responsibilities as assigned by the General Counsel (or Designee).

    Internal Applicants

    If you are a current Detroit Public Schools Community District employee, you do not have to submit to a new security clearance, unless your new role requires a different type of criminal background check.
