    Job Description

    JOB SUMMARY

    The Parks and Recreation Director plans, directs, coordinates, and monitors the administration of all City parks, Recreation Centers, Pools, Events Center, Golf Center, park developments, and park maintenance throughout the City of Brownsville including recreational programs and facility development; plans and develops departmental budgets, goals and objectives ensuring compliance to the same.

    KEY FUNCTIONS/KNOWLEDGE/SKILLS

    A Parks and Recreation Director is responsible for managing one of the city’s largest departments with 163 employees, overseeing the development, maintenance, and operation of the park system grounds (40 parks and 38 miles of trails) and structures, preservation of open spaces and scenic environments, and the provision of leisure activities and services to citizens of all ages. The job involves significant community engagement and public involvement with elected officials, other policy makers, and citizens. The director collaborates with the City Manager’s Office and other city departments on strategy and policy to ensure that the city’s mission and core values are incorporated into operational activities and services. The director works with advisory boards, elected officials, and other agencies to develop master plans and long-range plans for the acquisition, development, and maintenance of city parks and recreational facilities. Funding has been provided in 2024 for a new parks and recreation master plan. The director develops and maintains a workforce committed to, and with highly developed competencies in, customer service, results orientation, and teamwork. The director ensures compliance with labor agreements and with city-wide and department policies and state and federal laws and regulations. Works closely with the Brownsville Community Improvement Corporation (BCIC).

    • Knowledge of modern principles of park planning and design and methods for developing and implementing a wide variety of recreation, social, and leisure activities for children and adults.
    • Provides direction and leadership to the department; meets on a regular basis to discuss problems and progress in specific areas as well as progress toward accomplishing major department and community objectives; advocates for department programs and supports department staff; develops policies according to departmental and community needs and pertinent legal considerations and ensures desired implementation; continually monitors and evaluates the quality and quantity of services and/or programs provided by the department to ensure accuracy and promptness of service efforts and delivery; reviews all employee performance evaluations within the department and sends letters of appreciation to employees who have excelled.
    • Evaluates the process and progress of the objectives; utilizes feedback from the evaluations to improve current programs and future implementation of goals; facilitates resources, delegates authority and responsibilities and empowers others to carry out the completion of objectives for the department.
    • Oversees the management of the day-to-day administration of the department, including budget, capital projects, on-going maintenance, recreation, stewardship and development of assets, personnel and labor relations, and customer service activities.; monitors and interprets managerial reports to ensure the financial stability of the department and to project future trends.
    • Develops and presents oral and written reports to demonstrate the efficiencies and effectiveness of the department to the City Commissioners and City Manager.
    • Participates in development and implementation of related city capitol improvement projects as well as capitol improvements to existing facilities.
    • Monitors reports and record-keeping for accuracy and develops such reports as are necessary for the efficient and effective operation of the department.
    • Plans, coordinates, and monitors the development of all recreational programs and special events throughout the City; enhances the quality of life by providing recreational, educational, and cultural opportunities.
    • Processes all special permits in accordance with City policy and procedures and local, state, and federal rules and regulations governing the same.
    • Develops, prepares and enforces departmental policy and procedures in order to enhance the productivity, efficiency and effectiveness of the department.
    • Management skills; extensive knowledge of a particular subject matter that allows the employee to make decisions and to recognize and solve problems without research.
    • Attends and conducts staff meetings to maintain influence and awareness of department activities.
    • Serves on various community boards and committees as a City and/or Department representative such as Brownsville Community Improvement Corporation (BCIC), Brownsville Beautification Committee (BBC), neighbor associations, and schools.
    • Performs other related work as required.

    Education and Experience


    Requires Bachelor’s degree in Parks and Recreation Administration, Business Management, or a closely related field.

    Requires minimum of five (5) years of increasingly responsible experience in the administration of recreational programming, parks/trails, cultural/events programs and related services.

    Including two (2) years of management and supervisory experience. Two (2) years of additional experience can substitute for one (1) year of management and supervisory experience.

    Experience in park facilities planning and design, as well as developing, planning, implementing, and facilitating sports, trails, parks and/or recreation programs is required.

    Special Certifications and License

    Valid Texas Driver’s License.

    Certified Park and Recreation Professional (CPRP) as granted by the National Recreation and Park Association (NRPA) is preferred.

    Physical Demands

    Office job with little or occasional light physical effort. Ability to exert up to 20 lbs. of force occasionally or a negligible amount of energy frequently to lift, push, pull or otherwise move objects.

    Responsibility for Equipment and Property

    Ultimate responsibility for department, including oversight, heavy and light equipment, vehicles, etc.
