    JOB SUMMARY STATEMENT: Under general direction; assists in the planning, coordination and management of the Parks, Recreation, Buildings & Grounds Department. Oversees the daily operation of all divisions within the department. Coordinates Department’s programs and strategies, annual budgeting process and all printed public literature to meet the City’s goals and objectives. Serves as the Director in his/her absence.

    DUTIES AND RESPONSIBILITIES:

    1. Manages departmental programs, services and personnel as assigned by the Department Director.

    2. Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures. Stays abreast of new trends and innovations in the Parks and Recreation industry.

    3. Conducts a variety of organization studies, investigations, and operational studies; recommends modifications to parks, facilities, recreation programs, events and activities as appropriate.

    4. Identifies opportunities for improvement and presents recommendations to the Director; manages the implementation of operational improvements and monitors the effects of the changes.

    5. Administers Department policies and procedures, and recommends changes.

    6. Coordinates preparation of annual departmental budget. Assists with mid-year budget reviews and annual reviews of department fees and charges. Writes and makes application for various grants.

    7. Provides advice and counsel to the Director; prepares and presents staff reports and other communications on Department activities and plans.

    8. Represents the department at assigned meetings, events, and functions (or in the absence of the Director).

    9. Serves as the Director in his/her absence.

    10. Administers contracts for various department functions.

    11. Evaluates and monitors staff workload, and administrative and support staff systems.

    12. Selects, trains, motivates and evaluates assigned personnel; provides and coordinates staff training; works with employees to correct deficiencies.

    13. Maintains the absolute confidentiality of all records and information.

    The above duties and responsibilities include those tasks, physical and mental requirements, visual requirement, unique physical surroundings and mental/cognitive abilities required to perform the essential elements of the position.

    GENERAL QUALIFICATIONS:

    1. Education and Special License(s)/Certifications - Bachelor’s degree in Recreation and Park Administration; Master’s degree preferred. Certified Parks and Recreation Professional (CPRP) status with MPRA and/or NRPA preferred.

    2. Experience – Five years of progressively responsible experience in an administrative capacity with parks and recreation administration.

    3. Skills - Knowledge of Microsoft Office programs, public relations and budgetary practices, including ability to project and assist with developing fees and charges. Knowledge of general parks, recreation, buildings, grounds and office functions, services and policies. Ability and knowledge of how to operate computers/laptops, copier/printers, general office equipment and public address systems.

    4. Mental Requirements - Ability to analyze situations and make decisions. Ability to communicate effectively, both orally and in writing, with public officials, staff, and general public.

    5. Physical Requirements - Must be able to sit for prolonged periods; must be able to listen to normal conversation; must be able to walk occasionally, and use hands and fingers to operate, handle, or feel objects, tools, or controls; must be able to reach with hands and arms; must be able to have vision sufficient to see close-up and the ability to adjust focus; and, must be able to occasionally lift up to 25 pounds and transport it 15 feet.

    6. Supervisory Responsibility - Provides direct supervision of assigned professional, technical, clerical, and volunteer staff.
