This position is responsible for planning, organizing, and directing the operations of City-wide adult and youth recreation and leisure activities including facilities and community partnerships, leagues, tournaments, special events, ice rink, aquatics, sports, outdoor recreation, day camps and recreation center. Assures that recreation facilities are maintained, repaired and infrastructure is appropriate to meet community needs.  Provides the highest quality of customer service as safely and efficiently as possible for all activities. Ensures work is performed in accordance with applicable federal, state, and departmental guidelines.
    Provides staff and technical support and advice to Department Director, City Council, City Administrator and Parks, Forestry, Recreation Advisory Boards, Committees, and Commissions.

    Plans, organizes, directs, and evaluates various programs and activities of the department; supervises directly, or through subordinate supervisors, a large professional, technical, administrative staff; prepares and oversees the preparation of operating and capital budgets.

    Recommends changes in ordinances, regulations, policies and procedures to improve customer service.  
       
    Prepares and reviews financial, operating, and capital reports and budgets; reviews and approves all financial, personnel, and related transactions.  Monitors financial expenditures and revenues, works with direct reports to oversee and manage financial conditions.

    Confers with departmental personnel to resolve operating problems. Works with other staff to prepare applications for state and federal grant funds for operations, programming, maintenance, and capital improvements.

    Receives requests from citizens, patrons, and others to investigate methods and manner of work, issues with programming or activities; investigates and follows up with outside parties.

    Analyzes recreation program and facility operations, including ice rink, aquatics, sports, outdoor recreation, day camps and recreation center; analyzes special recreation services, programs, and special events; surveys participants and the public to determine needs for facility and operations improvements; analyzes staffing needs, ensuring quality service is provided.  

    Identifies, develops, and plans programming to meet community recreational needs.  Works with community partners to implement programming.

    Prepares bid specifications and contracts; and coordinates the requisition and maintenance of equipment and supplies.

    Inspects facilities, programs, and special events; assesses product and department liability, and potentially hazardous equipment, materials and program activities.

    Coordinates division/department public relations and media efforts, including preparing page layout, writing text for promotions, and scheduling radio and television spots and videos; represents department at public commitments; and serves as a liaison to affiliate organizations and Commission advisory committee.

    Responsible for the overall direction, coordination, and evaluation of a department, division, or function. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include supervising direct reports through coaching, interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; and addressing complaints and resolving problems.
     
     
    Ability to arrange thoughts in a logical manner, and prepare oral and written reports.

    Ability to calculate figures and amounts such as discounts, interest, commissions,
    proportions, percentages, area, circumference, volume, slopes and angles, and square footage. 

    Ability to apply concepts of basic algebra and geometry.

    Ability to communicate effectively, both orally and in writing.

    Ability to concentrate at a computer for extended periods.

    Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form, and deal with several abstract and concrete variables.

    Ability to establish and maintain effective working relationships.

    Ability to read, analyze, and interpret scientific or technical journals, financial reports, and legal documents.  Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community.  Ability to write speeches and articles for publication, and prepare reports and research, business correspondence, and procedure manuals.  Ability to effectively present information to top management, public groups, and boards.

    Ability to reliably and predictably carry out duties. 

    Ability to set high work standards.

    Knowledge and understanding of the principles and practices of Recreation Facility and Program organization and management.

    Knowledge of computer software programs including word processing, spreadsheets, publication and presentation, and specialized programs for recreation programming and enrollment.

    Knowledge of principles and processes for providing customer service. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
     
    EDUCATION/EXPERIENCE QUALIFICATIONS:
    Requires an accredited Bachelors' degree in Recreation and Park Administration or closely related field and five years related experience  in a municipal parks and recreation department or an equivalent combination of education and experience. An accredited Masters' degree in Recreation and Park Administration or closely related field preferred.

    CERTIFICATIONS AND LICENSES:
    Requires a Missouri Class drivers license, preferably a Missouri Class E driver's license and have an excellent driving record; knowledge of basic computer functions and software; knowledge and understanding of the principles and practices of Recreation Facility, program and business office organization and management. Must obtain and maintain within one year of hire designations as a Certified Park and Recreation Professional (CPRP),  Aquatic Facility Operator (AFO) and First Aid/CPR Certification.
