    JOB TITLE:

    District Director (full-time position)

    JOB DESCRIPTION:

    The District Director is responsible for providing the leadership of the management, and supervision of District. The District Director provides the leadership for the District Department Managers and oversees all District staff. The District Director is responsible to the District Administrative Control Board. This position will require attending public meetings including evening meetings and will have frequent interaction with the public.

    JOB DUTIES AND RESPONSIBILITIES:

    This position provides highly skilled leadership qualities in a professional manner in overseeing all District operations and personnel.

    PRIMARY DUTIES:

    Board Relations

    • The District Director is accountable to the Board Chair and Administrative Control Board of the North Summit Recreation Special Recreation District.
    • Collaborates on development of the Board meeting agenda with the Board.
    • Attends all Board meetings and is prepared to discuss / review all agenda items.
    • Responds to inquiries / questions of the Board concerning matters of importance, and if answer is not readily available, follows up with specific Board Members.
    • Does not make District policy but provides the Board with all needed information to facilitate Board discussions related to policy decisions. Will provide leadership team input and recommendations in policy development and participates in discussion with the Board when and where appropriate.
    • Utilizes recreation professionals on staff to assist Board Members in gaining a better understanding of the recreation profession and advises the Board on professional development opportunities.
    • Through the Board Chairman, keeps Board Members advised of matters of importance as they develop between Board Meetings.

    District Administration

    • In conjunction with the Board and staff, effectively facilitates development of annual District goals.
    • Directs the programs managed by staff; ensures effective program goals, objectives, and implementation within the parameters of District policies and procedures to ensure effective delivery of services.
    • Oversees the legal matters of the District related to general liability and human resource administration. Solicits advice from Summit County’s legal counsel, as needed.
    • Stays abreast of the actions of financial advisors and bond counsel related to General Obligation bond elections.
    • Oversees the necessary District budget adjustments, and is accountable for timely debt service payments and financial filings.
    • Oversees calculation and record keeping of recreation facilities impact fees performed by administrative staff.
    • Facilitates strong community relationships with the public and other governmental agencies and organizations as they relate to all District operations.
    • Serves as the Administrative Control Board’s point of contact for local media in matters of District business related to operations and budgeting.
    • Works closely with Department Managers to identify and collaborate on development of District policies and procedures for Board consideration.
    • Provides financial analysis and forecasting related to capital improvements and associated cost of operations.
    • Identifies, recommends and implements new/revised delivery systems and processes with thoughtful and thorough consideration of all ramifications and costs.
    • Represents the District on an official level with public and private sector leaders at local and state meetings, professional conferences as deemed useful (URPA, NRPA, UASD, State Auditor) and other forums. Delegates meetings to other staff as appropriate and necessary.
    • Recommends to the Board organizational changes and / or staff restructuring with the goal of bettering the District.
    • Determines where adverse trends / problem are developing and proactively directs corrective action.
    • Ensures a high level of quality is upheld within all recreational services, programs and properties by holding Department Managers accountable and providing support and direction as needed.
    • Oversees the management of an electronically maintained comprehensive District Calendar as a clearinghouse for all District facilities; including but not limited to park pavilions, special events and tournaments, fields programming, all maintenance / repair activities.
    • Ensures completion and verifies accuracy of all fund transfers, Tax Rate Work Sheets, Certification of Budget, Continuing disclosure Statements and other District documents as required by law. Is accountable for District money management in compliance with the Utah Money Management Act.
    • Collaborates with staff on District communications with the Summit County Treasurer and Auditor on distribution of property tax disbursements, annual budgets and District debt service payments.
    • Oversees the administration of service contracts for administrative services and equipment including IT, administration building’s office equipment, phone systems, cellular phones, etc.
    • Implements and upholds District Policies established by the Board as they relate to the general public and employees of the District.
    • Plan and coordinate recreation programs and events, including promotion, registration, staff and coach development, and schedule creation and distribution.
    • Prepare and present to the County Council and Public.
    • Facility Construction Project Management

    Budget

    • Annually, works to prepare and submit to the Board a budget, and reviews with the Board all significant aspects of the budget. Ensures all budgets are prepared in a timely manner and that the Board is advised of all significant issues.
    • Carefully monitors the adopted budget and prepares financial reports for the Board’s review. Brings any significant variance to the Board’s attention. Keeps the Board informed of the District’s financial position.
    • Oversees each Department Head in his / her preparation of the department budgets and effectively balances the financial needs between all departments for the benefit of the District as a whole.
    • Reviews / approves expenditures by department and ensures each manager has timely and accurate financial reports to effectively manage their budgets.
    • Actively seek out and apply for funding such as grants, donations, and fundraisers.

    Personnel Management

    • Facilitates the annual goal process to be sure that individual goals of District staff are aligned with the annual goals established by the Board.
    • Evaluates staffing requirements and directs / participates in staffing decisions. In conjunction with Department Managers, provides training for employees and identifies needs for professional development; monitors and evaluates employee performance; and identifies needs for professional development.
    • Supervises the staff through Department Managers. Ensures that all personnel are operating in their assigned functions. Ensures that staff follows through and executes Board decisions and policies.
    • Maintains good rapport with all staff and takes steps to ensure a harmonious, yet effective work force.
    • Holds Department Heads accountable and ensures that they carry out policies to achieve operational objectives in all areas.
    • Periodically meets with departmental staff to inspect trails, parks and recreation facilities. Follows through to ensure safety and maintenance issues are remedied.
    • Participates in construction coordination meetings as needed for the District capital projects.
    • Implements safety programs and requirements to ensure staff and public activities are conducted in safe / secure manner by trained personnel.
    • Consistently upholds and demonstrates the District’s Core Values.

    Recreation Programming

    • Plan, promote, and administer recreation programs based on the needs of the North Summit community.
    • Recruit, train, and supervise necessary personnel, including coaches, and event supervisors.
    • Secure and schedule athletic fields and facilities.
    • Transport and sets up equipment for games and practices as needed; monitor and purchase necessary sporting equipment as budget permits.
    • Oversee and create teams from paid and financially assisted registrations.
    • Organize and conduct parent orientation meetings, and training and meetings for coaches.
    • Oversee, develop and distribute team practice and game schedules; train and schedule sports officials; develop and distribute sports rules, guidelines and handbooks.
    • Oversee updating of the website, registration system, and social media accounts.
    • Purchase and distribute team uniforms and awards.
    • Marketing

    SECONDARY DUTIES:

    • Assists other departments when called upon
    • Other duties that may be assigned.

    WORKING HOURS:

    This is an exempt position. Working schedule will be determined by work requirements. This position may require working evenings, weekends, and holidays.

    STATUS OF POSITION:

    This is an exempt regular full-time position with District Benefits.

    SUPERVISORY RESPONSIBLITIY:

    This position will have supervisory responsibility.

    Physical Requirements:

    Must be able to sit or stand for a sustained period of time and use a computer.

    OTHER REQUIREMENTS:

    • Ability to obtain a valid US drivers’ license.
    • The individual will be subject to and pass a criminal background check.

    • Problem solving attitude and approach.

    QUALIFICATIONS:

    Bachelor’s degree in Parks & Recreation Management, Business Administration, Public Policy, planning or related field. Minimum of 2 years of responsible experience in providing leadership to a parks and recreation organization or related field. Desirable: Experience in a Manager position, or Supervisor position in the parks and recreation profession or related field.

    Pay: $60,000.00 - $80,000.00 per year
