      Dean of Students - TOSA (Teacher on Special Assignment)

      Summary:
      Phoenix School is recruiting a motivated Teacher to take on a special assignment to assist the High School Principal in maintaining academic integrity, enhancing student welfare, enforcing school and district policies, and cultivating an equitable and positive school culture. A key focus is the establishment of a positive learning environment that promotes a high level of achievement for all students while considering the background and developmental level of the individual student. This role is crucial in re-engaging students who have disengaged from school by assisting in the coordination of on-site and partnered resources to assist youth in their connection to high school success.
      This position requires a commitment to trauma-informed practices, restorative justice, and the Sanctuary Model. The role is pivotal in ensuring that school policies and practices not only support academic success but also foster a sense of belonging and resilience among all students.

      Opening: Full-Time, 2023-2024 School Year

      Assignment: Phoenix Charter School faculty positions are full-time, salaried positions. This position is eight hours each school day, generally scheduled between 7:30 AM and 3:30 PM and follows the adopted Roseburg Public Schools calendar for Roseburg High School.

      Compensation: $24.54 to $44.39 hourly rate DOE & education level
      $36,705.44 to $66,411 annum DOE based on 187-day contract
      (23-24 contract annum prorated based on number of days remaining in the school year)

      Minimum Requirements:
      • Ability to become Charter School Registered with the Oregon TSPC
      • Must have a desire to work with high school students in a professional manner and demeanor
      • Ability to work independently at times, show initiative, and communicate
      • Ability to successfully pass a drug test (random or otherwise) conducted by employer
      • Perform in a professional manner while working with partnering organizations
      • U.S. citizen, national or lawful permanent resident
      • Must successfully pass a fingerprint criminal history background check
      • Regular and reliable attendance
      • Ability to communicate fluently verbally and in writing in English
      • A valid driver's license, clean driving record and ability to provide documentation



      Preferred Qualifications:
      • Current, renewable Oregon TSPC Teaching License
      • Master’s degree in Education
      • Successful experience or related experience teaching or working with at-risk youth

      Duties & Responsibilities:
      • Meet the standards of Competent and Ethical Performance as outlined in Oregon Administrative Rules (OAR 541-020-000 to 584-020-0045)
      • Creatively and collaboratively problem solve in their daily work with clients, families, and coworkers
      • Maintains accurate, complete, and confidential records as required by law, district policy and administrative regulations
      • Proficiency in the usage of database software, internet software, and email
      • Perform tasks daily related to the assigned TOSA work plan targets (see below)
      • Fulfills other related duties as assigned or assumed

      TOSA Work Plan Targets:

      Student Safety
      • Assist with safety drills and emergency plans, ensuring inclusivity and sensitivity to diverse needs
      • Act as a liaison between diverse student groups and safety officials
      • Help monitor activities during lunch, student departure and during events

      Reengagement
      • Review and create action plans for students whom have left our school without graduating and have not returned to regular education
      • Monitor 10 day drop list and do outreach to discover barriers to getting to school
      • Help develop back on track plans for students re-engaging into school including coordinating with our EPIC employment program and community partners to help with barrier reduction
      • Assist with tracking at risk students and intervention strategies

      Discipline Management
      • Assist Principal in referrals and documenting incidents in synergy
      • Coordinate with the Principal to help conduct investigations and inquiries regarding student behavior
      • Help resolve conflicts, considering the representation and impact on all student groups
      • Implement and review the student handbook and discipline matrix with students and staff
      • Help mediate conflicts and assist the team with classroom behavior issues if a temporary relocation of a student is necessary
      • Collaborate with staff for effective discipline strategies
      • Assist in making parent contact when required due to student incidents

      Implementation of the Sanctuary Model
      • Create a Safe Environment: Foster a school culture where safety, both physical and emotional, is a priority for all students
      • Promote Emotional Intelligence: Encourage students to understand and manage their emotions through mindfulness and other therapeutic practices
      • Trauma-Informed Approach: Implement strategies acknowledging the impact of trauma on student behavior and learning

      Restorative Justice Practices
      • Conflict Resolution: Assist in facilitating restorative justice circles and mediations to resolve conflicts, focusing on repairing harm and restoring relationships
      • Accountability and Community Healing: Encourage accountability and community healing as part of the discipline process
      • Empowerment through Voice: Empower students by giving them a voice in the resolution process and in decision-making affecting their school life
      • Student Advocacy and Engagement

      Diverse Student Populations:
      • Advocate for the diverse needs of students, including LGBTQIA and BIPOC communities
      • Inclusive Participation: Ensure student participation in engagement initiatives is inclusive and representative of the entire student body

      Data Analysis and Community Feedback
      • Equity and Inclusivity Metrics: Use data to assess the effectiveness of Sanctuary Model and Restorative Justice practices to reduce severity of behavior incidents across all student populations
      • Feedback Integration: Regularly gather and integrate community feedback to continuously improve practices and policies

      Community and Staff Collaboration
      • Community Partnerships: Collaborate with community organizations to support student welfare initiatives

      Policy Development and Implementation
      • Policy Review through an Equity Lens: Assist Principal in reviewing and developing policies to ensure they are trauma-informed and restorative and equitable

      Phoenix Charter High School:
      Established in 2005, Phoenix Charter is an award-winning school serving an enrollment of 190 at-risk students, grades 8-12. Our school has a designed facility sited on a picturesque twelve-acre campus in east Roseburg, OR. We have outstanding community support and are recognized regionally for our innovative approach. Phoenix Charter School is provided by the Phoenix School of Roseburg, a private non-profit youth development organization founded in 1981.
      Our educational model emphasizes a developmental and project-based learning approach unique to our students:

      1) Developmental – Some students may not possess social or academic skills needed to benefit from regular high school classroom instruction, positively identify as a student, or possess the confidence of a capable learner. Students will learn our school culture, how to function as capable students, and how to be more capable, engaged learners. This work will lay a foundation for students to continue successful academic engagement in their high school career and beyond.
      2) Targeted Curriculum & Instruction – Students successfully engage in coursework and community, or school based learn, serve, and earn opportunities that develop their pathway to college and careers. The teacher has academic freedom to design learning and to select curriculum materials most appropriate for students to demonstrate Oregon required learning standards.
      3) Early College – Designed to help students prepare for and make the transition to Umpqua Community College. Students build their college experience through on-line community college courses and then transition to on-campus community college coursework to complete final high school credits and to prepare them for a successful college transition.
      4) Pathways – In addition to academic instructional assignments, each teacher provides their student cohort with academic advisement, social-emotional skill development, and Pathways to college and career curriculum (first period).
