    JOB SUMMARY

    Receives assignments in the form of objectives and determines how to use resources to meet schedules and goals. Manages, prepares, administers, and directs control of budget / organization resources. Manages the activities of the financial / resource analyst staff. Reviews and approves recommendations for financial planning and control. Monitors division and department adherence to approved budget. Provides guidance to subordinates to achieve goals in accordance with established policies. Work is reviewed and measured based on meeting objectives and schedules. Follows processes and operational policies in selecting methods and techniques for obtaining solutions. Erroneous decisions or failure to achieve goals results in additional costs and personnel, and serious delays in overall schedules.

    The Assistant Dean of Planning and Finance Management is a part of the leadership team in the Social Sciences Division at UC Santa Cruz:

    All three positions serve as principal staff officers for academic and administrative affairs, advising the dean, acting in his/her absence, and serving as both on- and off-campus liaisons. As the dean's direct management team, they share responsibility for strategic and academic planning, development and liaison. Each assistant dean has primary responsibility for specific areas of divisional operations and programs while retaining familiarity with all areas of administration.

    Reporting to the Dean of Social Sciences the Assistant Dean of Planning and Finance is tasked with overseeing the research administration and financial management of the division. The Assistant Dean of Planning and Finance has two direct reports and four indirect reports. This position is responsible for providing input and analysis for short and long-range planning and developing innovative solutions for financial issues in the Social Sciences Division. The position is responsible for organizing, hiring and supervising staff to meet responsibilities in all areas of financial and research administration. In addition to duties specific to the Division, the incumbent participates I the development and implementation of campus policies, serves on a number of standing and ad hoc administrative committees and task forces, and provides divisional liaison with other campus units on policy matters concerning fiscal administration.

    Budgeted Salary: $154,100.00 - $184,000.00 / Annually. Salary commensurate with skills, qualifications and experience.

    JOB DUTIES

    70% - Financial and Research Management
    • Manages, plans, and administers the financial and research operations of the Division of Social Sciences.
    • Oversees the management of divisional financial planning and resource administration and research accounting. Determines policy directions as needed. Manages performance of direct reports and ensures managers are developing and maintaining their units in alignment with division and campus goals and in compliance with campus policies/procedures and external regulatory agencies.
    • Directs and/or participates in the review of departmental allocations and resource requests, and makes recommendations for allocations, augmentations, and budgeting, as appropriate. Consults with the VC Research and AVC Budget Analysis and Planning about funding strategies, resource requests, and acceptable financial risk.
    • Oversees administrative services, contracts and grants, budgetary financial management, and recharge administration. Serves as key administrative officer for unit's financial and research administrative programs, and oversees analysis and policy development for issues and processes. Develops, modifies, and executes organization policies that affect immediate operation(s).

    30% - Strategic/Academic Program Planning, Development, and Liaison
    • Serves on a team of managers that act as principal resources to the division's faculty, staff, and students for guidance and support in furthering divisional and campus instructional, research, and administrative goals. Oversees and/or performs review and analysis of existing divisional programs, new initiatives, and resources with consideration for enrollment trends, resource support, graduate education, etc. Makes recommendations to the dean, department chairs, research directors, and campus administrators and develops strategic plans to implement recommendations.
    • In collaboration with divisional faculty, department chairs, research directors, and campus leaders, and administrators, the team establishes and implements divisional and campus policy, developing creative solutions and alternatives to address varied and complex issues with widespread impact.
    • Helps to oversee and consult with other divisional assistant deans to make decisions concerning the administrative services of the division including IT, facilities, student services, contracts and grants, budgetary financial management, and human resources.
    • Makes decisions on administrative and operational matters and ensures achievement of objectives (academic and / or staff FTE, human resources) that have a division-wide impact.

    • Participates in the review and analysis of current and future campus financial allocation models; Develops and prepares resource requests and budgetary presentations to central and divisional administration.
    • Participates in the development of and provides strategic and planning support to divisional committees and task forces in the areas of program development, curriculum, enrollment, faculty recruitment, and retention, space and capital planning, advising, etc. Directs and/or formulates policies and long-term strategies for enhancing the division's vitality and effectiveness in achieving its broad goals.
    • Interacts with the Dean of Social Sciences on controversial situations, faculty and staff negotiations, and influencing and persuading others. Formulates policies and guidelines to carry out the division's mission for faculty and staff.

    REQUIRED QUALIFICATIONS
    • Advanced degree in related area and / or equivalent experience / training.
    • Excellent ability to establish metrics for department and employee goals.
    • Thorough knowledge of financial analysis and reporting techniques; human resources and risk management planning; accounting and payroll.
    • Excellent skills to work collaboratively and act persuasively in sensitive situations; skills in conflict management techniques.
    • Excellent interpersonal skills to effectively lead, motivate and influence others and to develop and maintain high standards of customer service.
    • Excellent project management skills, including the capability of managing capital projects.
    • Very strong ability to quickly evaluate complex issues and identify multiple options for resolution.

    PREFERRED QUALIFICATIONS
    • Thorough knowledge of common organization-specific and other computer application programs.

    SPECIAL CONDITIONS OF EMPLOYMENT
