    Coordinates the Administrative Data Division efforts to identify and evaluate the current data and information requirements of NCES in addition to those of ED Principal Offices and programs, as authorized.

    Oversees the development of common definitions for data elements shared within the field of education, NCES, and ED programs as applicable.

    Assesses the performance and capability of the Department's current processes by assisting the NCES Commissioner, as the Statistical Official, to advise the rest of the Department on data quality and potential improvements.

    Develops, recommends, and as authorized, implements solutions to inadequacies in the current data and information planning systems.

    Assists Department program and supporting offices in their efforts to validate, use, and publish data from administrative record system collections such as EDFacts and the Integrated Postsecondary Education Data System consistent with Federal statistical directives, policies, and best practices.

    Develops, recommends, and implements programs to drive the acceptance and use of improved data management system by states, focusing on adoption of systems by all 50 states and jurisdictions.

    Supports identified future information requirements of the Department and its Principal Offices and programs and develops plans for the collection, analysis, and communication of such data that is consistent with best practices, directives, and policies for a Recognized Federal Statistical Agency.

    Ensures that performance data and information management systems become and remain relevant, easy to use, cost effective, and responsive to the requirements of decision makers and other users and are consistent with best practices of a statistical agency in the Federal Statistical System.

    Takes lead NCES role in assisting Department programs and offices in developing and maintaining detailed statements of their information requirements in collaboration with Budget Service and the Office of the Chief Information Officer.

    Administers the Statewide Longitudinal Data System grant program, supports grantees’ understanding and implication of Common Education Data Standards for the nation, and provides participants with technical assistance in these areas.

    Coordinates the development and maintenance of user-friendly tools to enable authorized users to access information within data systems for program management, performance reporting, accountability, and benchmarking.

    Coordinates national conferences of data experts managing and developing administrative records systems within educational agencies and institutions.

    Collaborates with internal agency stakeholders collecting data from educational agencies and institutions to reduce, rationalize, align, and connect all federal data repositories and collections consistent with best practices, directives, and policies of the Federal Statistical System.

    Qualifications

    EXECUTIVE CORE QUALIFICATIONS (ECQs): Unless you are currently under a career SES appointment, are eligible for reinstatement into SES, or have successfully completed a SES Candidate Development Program approved by OPM, you must submit written statements (narrative format) describing accomplishments that would satisfy the ECQs. If you fail to do so, you will be rated as 'ineligible.' You should provide 2 written examples for each ECQ and your ECQs should not exceed ten (10) pages total. When uploading your ECQs, choose the Supporting Document Type called ECQ.

    ECQ 1 - Leading Change: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent in this ECQ is ability to establish an organizational vision and to implement it in a continuously changing environment.

    ECQ 2 - Leading People: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent in this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.

    ECQ 3 - Results Driven: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent in this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

    ECQ 4 - Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically.

    ECQ 5 - Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

    MANDATORY TECHNICAL QUALIFICATIONS (MTQs): All applicants must submit written statements (narrative format) of accomplishments that would satisfy the technical qualification. You must address each technical qualification separately. You must limit your narratives to two (2) pages per technical qualification. When uploading your MTQs, choose the supporting Document Type called MTQ.

    MTQ 1 - Describe your experience working with the K-12 universe data collected for Local Education Agencies and State Education Agencies, including the wide-range of policy data supporting the governance of school systems.

    MTQ 2 - Describe your experience working with Title IV institutions, in particular their data reporting requirements for federal compliance. What sort of sensitivities and challenges do you foresee as the data eco system moves towards the collection of equitable data for underrepresented populations?

    MTQ 3 - Describe your experience working with data collected for statistical activities and distinguish it from your experience working with data collected for governance purposes to formulate policy and other non-statistical purposes.

    When responding to the MTQs and ECQs, you must clearly show that you possess the experience, knowledge, skills and ability to perform the duties of this position by submitting narrative responses in which you detail your experience in each of the ECQs and MTQs.

    Your examples should be clear and emphasize your level of responsibilities, scope, and complexity of the programs managed and program accomplishments with results of your actions, policy initiatives and level of contacts.

    How You Will Be Evaluated

    Applicants will be evaluated by a Qualifications Review Panel of senior officials. The panel will rate and rank applicants on the basis of the quality and extent of total accomplishments, experience and education. The panel will determine the degree to which candidates possess the required knowledge, skills, and abilities to perform the mandatory technical requirements of the position and the mandatory executive core qualifications requirements. Among the factors the evaluation panel will consider in determining the applicant's relative capacity and fitness for the position are education, training, experience and demonstrated executive level qualifications. The Panel will review your resume against each mandatory technical qualifications and mandatory executive core qualifications to determine the best qualified candidates.
