    JOB SUMMARY

    Under the general direction of the Physical Plant Director, the Associate Physical Plant Director is responsible for managing the operation, maintenance and repair of all UCSC campus building and utility systems, including the Coastal Science Campus and Westside Research Park. Ensure the campus building and utilities are properly maintained for the use of teaching and research according to University standards. Assess technical, operational and performance criteria of a wide variety of utility systems, building systems, equipment, power plants, etc. Make recommendations for resource allocations or internally allocates resources to implement efficiency improvements and strategies for economic reasons. Ensure customer satisfaction with Building and Utility Services/Fleet Services by initiating and maintaining contacts with customers, facilitating collaborative working relationships. Responsible for the efficient and effective utilization of energy resources on campus, including cost effective distribution, monitoring, and reporting of campus utility systems. Position oversees 77 total staff members.

    Direct the management of the Fleet Services program of over 400 general purpose vehicles. Ensure proper vehicle maintenance and repair services, parts inventory, fuel management and accident administration. Develop and implement short and long term strategies to meet the goals and objectives of the department, including service provisions; organizational structure; human resources management; fleet planning and analysis; alternative fuel program development and usage; fuel inventory and related cost accounting; budget planning and development.

    This senior management position functions under broad policy direction with wide latitude, independence and individual judgment. The incumbent is the senior operations manager responsible for interpreting and implementing Physical Plant policy and program strategies. The incumbent functions within established University, campus, and departmental guidelines and policies. The Manager is responsible for support to the campus by providing leadership for developing mechanical/electrical/building systems, with an emphasis on broad program management, strong communication and developing organizational resources.

    Establishes objectives and work plans, and delegates assignments to subordinate professionals or managers. Reviews and approves recommendations for facilities management and related programs. Responsible for managing, preparing, administering, and directing facilities management resources. Involved in developing, modifying and executing policies that affect immediate operation(s). Erroneous decisions or failure to achieve goals results in additional costs and personnel, and serious delays in overall schedules.

    JOB DUTIES

    20% Building Maintenance, Repair & Utility Operations
    • Working with (3) Trades Sr Superintendents manage all campus building and utility services by providing for the safe and efficient operation, maintenance, and repair of campus buildings and building systems (Mechanical, Electrical & Structural) and utility systems (Natural Gas, Sewer, Domestic Water, 12KV, 21KV). Direct quality control systems, operational improvement studies and safety programs. Facilitate emergency response for campus disaster preparedness. Manage trades crews consisting of sixty-five full time employees. Trades shops managed include Carpentry, Lock, Paint, Sign, Electrical, Fire Alarm, Cogeneration, HVAC, BMS and Plumbing.

    20% Budget Administration
    • Responsible for the management of BU&FS budgets totaling in excess of $10 million dollars. Supervises budget execution and control covering both recharge and OMP accounts. With authority, determines staffing needs and hires accordingly, purchase new equipment, issue or bid contracts to vendors for repair, maintenance, and alteration of building systems, and provide appropriate specialized/technical training for staff.
    • Directs Managers, Superintendents and Supervisors in managing budgets to meet plant production needs, cost control of maintenance and repair programs, contract management, and all other labor and material work-load requirements.
    • Works closely with campus customers on fiscal issues. Provides quarterly reports on funds spent with Building and Utility Services/Fleet Services. Creates financial partnerships with other units to fund projects.
    • Accountable for assigned vehicles, equipment, tools, and materials.

    20% Building / Utility Systems Planning & Deferred Maintenance
    • Responsible for appropriate and adequate review of building systems designs and drawings related to new construction campus buildings and remodels. Recommends changes for successful adaptation. May provide specifications to be included in Project Planning Guides. Works closely with consultants and engineers in modifying, expanding, and upgrading plant and campus mechanical, electrical systems, and distribution systems.
    • Determines Deferred Maintenance needs, rationale, and priorities for building and utility services areas. Ensures DM projects are placed on the campus Deferred Maintenance list in ICamp and routinely reviewed and updated. Presents justification for addition of projects to the list and their priority ranking.
    • Ensures the provision of efficient, state-of-the-art energy management equipment to support existing or new building systems.
    • Determines staffing as related to campus expansion and increased workload.
    • Ensures unit engages in sustainability efforts that allign with various UC mandates and policy.

    20% Campus Relations, Leadership and Unit Productivity
    • Provide visible and involved leadership and direction to all members of the Building and Utility Services/Fleet Services department. Works with the Managers, Superintendents and Supervisors by actively participating in scheduling and deployment planning for most efficient use of staff time and resources.
    • Maintains an oversight of maintenance work, assesses work for process improvement. Gathers data and client feedback, performs on-site monitoring of work performance and close communication with internal and external staff impacted by the performance of maintenance work.
    • Responsible for liaison with housing officers, Chief Administrative Officers (CAO's), division business officers, and other campus administrators and executives, to ensure customer satisfaction with Building and Utility Services/Fleet Services.
    • Identify staff training and safety needs. Coordinate the development and delivery of training and safety programs.
    • Works closely with Human Resources and Labor Relations providing communication and administration of University policies and procedures to personnel in a union environment. Actively participates in Labor/Management meetings and negotiations.
    • Works within established Affirmative Action guidelines and is responsible for the success of unit affirmative action goals; diversifies staff in selection and promotional opportunities, communicates program objectives to staff; establishes and maintains a bias-free work environment, and provides opportunities for staff to obtain further training and expertise which will enhance the likelihood of upward mobility.

    10% Planned Maintenance Operations
    • Directs the development and implementation of planned maintenance programs and procedures for campus buildings, equipment and utilities systems. Works with Planned Maintenance Manager to resolve operational inadequacies, prevent utilities system failures, and perform engineering analysis to ensure simplified or best maintenance practices, within labor, material and other budgetary constraints. Ensures cooperation of all shops with Planned Maintenance Manager in developing new and executing existing planned maintenance programs.

    10% Fleet Services Operations
    • Works with the Fleet Services Manager to provide overall fleet management and services. Provide quality customer services to the University community by assuring the timely delivery of quality services and products as well as cost-effective rates and fees. Maintain Fleet Services database and provide point-of-contact outreach as the campus Office-of-Record for all vehicles purchased on campus by all departments. Establish and maintain vehicle utilization analysis. Maintain compliance with Internal Audit guidelines and procedures. Monitor and review expenses to meet financial and performance goals and objectives in comparison to outsourcing analysis. Monitor and ensure compliance with applicable laws as established by the Air Quality Management District (AQMD), Environmental Protection Agency (EPA), Department of Motor Vehicles (DMV), Department of Transportation (DOT), Department of Energy (DOE) and the California Air Resources Board (CARB).



    REQUIRED QUALIFICATIONS
    • Bachelor's degree and / or equivalent experience / training in facilities management, architecture, engineering.
    • Thorough knowledge of multi-building plant maintenance management for governmental, higher education or industrial facilities. Knowledge based on a minimum of ten years of experience in plant maintenance managementor ten years combination of engineering, plant operations or similar educational background (degree, certification, etc.) and on the job maintenance management experience (five years min.).
    • Ability to plan and organize maintenance programs for building mechanical, electrical plumbing, energy management systems; utility infrastructure; fire alarm and security: low, medium and high voltage electrical systems; co-generation facilities; elevators. Provide estimating services and experience in the planning, scheduling and prioritizing needed work, as well as work order processing procedures.
    • Ability to analyze and diagnose maintenance problems for all building and infrastructure systems as noted above.
    • Substantial knowledge of building and utility maintenance system needs to allow review of engineering and architectural designs for meeting multiple building, infrastructure and campus needs.
    • Ability to provide technical support for multi-trade organization based on educational and field experience.
    • Knowledge of technical and safety training opportunities and requirements for Building and Utility Services personnel.
    • Experience in preparing multi trade plant maintenance budgets, budget forecasting and knowledge of accounting practices. Experience in long term budget planning and preparing deferred maintenance budgets and priorities.
    • Knowledge of collective bargaining and negotiated work agreements and policies regarding recruitment, corrective actions, performance evaluations, and merit recommendations. Experience in working within a union environment.
    • Candidate must possess strong verbal and interpersonal skills, ability to work effectively in a fast paced, service-oriented environment, as well as possess good organizational skills.
    • Candidate must possess good writing skills.
    • Leadership skills to mentor and develop professional staff. Skills to supervise individuals, including assignment and direction of work, delegation of responsibility, recruitment, training, evaluations, disciplinary actions, etc., such as that attained through experience or participation in training programs. Must have a minimum of 10 years of supervisory experience of large groups.
    • Experience in corresponding with city, State, and Federal government agencies.
    • Knowledge of and ability to use PC software including PC, Macintosh, Microsoft Windows, Excel, Word.
    • Knowledge of ASME (State) and local codes including National Electrical Code, National Fire Protection Codes, National Plumbing Code, Uniform Building Code, and Uniform Mechanical Code.
    • Advanced knowledge of engineering and / or architectural design and concepts.
    • Knowledge of sustainability and energy conservation practices and policies.


    PREFERRED QUALIFICATIONS
    • License or certificate to practice in at least one of the following professions: in facilities management, architecture, engineering.
    • APPA Certification
