    BACKGROUND

    On the 10th anniversary of Superstorm Sandy, Governor Hochul announced the establishment of the permanent Office of Resilient Homes and Communities (RHC) within the HCR. Formerly known as the Governor’s Office of Storm Recovery (GOSR), the Office of Resilient Homes and Communities is tasked with scaling recovery efforts and coordinating resiliency initiatives for both major and small disasters throughout the state; coordinating initial response and long-term recovery not covered by Federal Emergency Management Agency or State emergency response agencies; identifying needs, deploying resources quickly and equitably, and tracking funding to all agencies after a storm; and managing a portfolio of pre- and post-disaster programs, particularly those focused on homeowner rebuilding efforts, resiliency upgrades for homeowners and communities, and voluntary buyout sites.

    JOB SUMMARY

    The primary responsibility of the Managing Director of Housing Programs is overseeing Federally funded flood recovery and resiliency initiatives administered through RHC, such as, but not limited to, the launch of the Hurricane Ida CDBG-DR programs and the close out of certain Superstorm Sandy programs.  The Managing Director of Housing Programs will report to the Chief of Staff for Homeownership and Community Development.

    DUTIES

    • Manage community-based resiliency projects from identification through design and construction
    • Oversee program directors and their staff supporting the administration of Federally funded flood recovery and resiliency programs. 
    • Identify and secure additional Federal resources, which could expand RHC’s impact and scale. 
    • Ensure that key project outcomes and/or policy, advocacy, and legislation are evaluated and leveraged for maximum community and organizational impact 
    • Enhance and implement organizational vision as established by executive leadership at HCR  
    • Demonstrate consistent quality of finance and administration, communication, and systems; recommend timelines and resources needed to achieve program goals 
    • Provide close oversight and management of the work of contractors and consultants. 
    • Develop and coach high-performing team members, empowering them to elevate their level of responsibility, span of control, and performance 
    • Provide leadership in development of inter-team communication and cohesiveness, sustaining culture and supporting staff during organizational wind down  
    • Work collaboratively with the senior management team to integrate cross program activities and functions 

    QUALIFICATIONS

    • Master’s degree in City Planning, Public Policy or related field.
    • 7 years’ relevant experience.
    • Master's degree may be substituted for 2 years of experience. 
    • Program Leadership and Management: Demonstrated hands-on approach in leading a variety of initiatives. A track record of effectively leading a performance-based and outcome-based program and staff. Experience developing and operationalizing strategies that have helped organizations become successful at achieving goals 
    • Team Building and Development: Experience recruiting, managing, and developing a strong team of staff, program/project managers, and administrative professionals. Ability to serve as a “player/coach” to motivate and mentor the team 
    • Exceptional Communication and Influencing Skills: Strong written and verbal communication skills. Ability to be persuasive and polished communicator with excellent interpersonal and multidisciplinary project skills. Demonstrated ability to work flexibly and collaboratively with internal as well as external partners and other organizations. 
    • A team player, who can interrelate and operate effectively with peers and other associates within a collegial, yet demanding, work environment 
    • Ability to handle a variety of constituencies, manage multiple tasks simultaneously and thrive in a complex environment with multiple priorities
