    The class of 12-kV Electrical Line Worker is the skilled journey level class in this series. Under general supervision, incumbents perform journey level skilled and semi-skilled work in the construction, maintenance, and repair of energized and de-energized electric distribution lines and related equipment/facilities, up to 12-kV; assists in the training and directs the work of lower electrical classifications; and perform other specifically related work as required.

    Additionally, incumbents of either job class may direct the work of an assigned helper; however, supervisory functions are not required.

    THIS JOB CLASS OFFERS A RECRUITMENT INCENTIVE OF $10,000 PAYABLE IN THE FOLLOWING AMOUNTS:

    • $5,000 FIRST PAY PERIOD AFTER INITIAL HIRE
    • $1,250 6-MONTHS AFTER THE DATE OF THE FIRST INCENTIVE PAYMENT
    • $1,250 12-MONTHS AFTER THE DATE OF THE FIRST INCENTIVE PAYMENT
    • $1,250 18-MONTHS AFTER THE FIRST INCENTIVE PAYMENT; AND
    • $1,250 24 MONTHS AFTER THE FIRST INCENTIVE PAYMENT
    32-HOURS WEEKLY STANDBY PAY
    9/80 WORK SCHEDULE WITH EVERY OTHER FRIDAY OFF

    EXAMINATION PROCESS:  Based upon screening of the City application, résumé, and responses to supplemental questions, applicants whose qualifications best meet the requirements of the position will be invited to the examination process.  This process may include, but is not limited to: written examination, panel interview and/or performance examination, which consists of an evaluation of some of the essential knowledge, skills, abilities, and job-related experience listed below. Those candidates who pass the examination process are placed on an eligibility list from which the final selection will be made.
     
    SELECTION PROCESS:  As authorized by City policy, applicants being considered for hire in this position are subject to fingerprinting for purposes of investigating criminal history background, as part of the employment screening process.  Appointment is subject to successful completion of a pre-employment medical examination (based upon job-related physical standards) by a City-designated physician.
     
    Failure in any one part of the examination or selection processes will disqualify a candidate from further consideration.

    The following duties are typical of this classification.  Incumbents may not perform all of the duties and/or may be required to perform specific additional or different duties from those set forth below to address business needs and changing business practices.
     
    • Works on energized and de-energized overhead and underground circuits and equipment up to 12-kV 
    • Climbs poles; works at various heights installing and replacing primary/secondary lines/cables and line equipment, including power poles;
    • Sets and guys poles and installs cross arms and brackets and strings lines; 
    • Installs line equipment, such as transformers, switches, cut-outs, disconnects, lightning arrestors, fault interrupters, fault indicators, insulators, circuit breakers, street light fixtures, revenue metering equipment, and other line apparatus
    • Installs, hooks up and maintains pole-mounted transformer banks or stations serving large industrial customers and residential sections
    • Reconstructs existing primary lines/cables and fittings and transfers wires
    • Phases out and cuts in new circuits
    • Switches load from one primary to another by closing and opening disconnects and/or overhead and Pad-mounted switches
    • Tests pole lines and other facilities
    • Trims trees to clear lines
    • Respond to customer complaints
    • Locates primary and secondary cables
    • Instructs and trains apprentices and helpers; may direct the work of an assigned helper
    • Keeps labor, location and material records
    • Operates City vehicles
    • Performs related work as required.  
    • PERIPHERAL FUNCTIONS:  May perform acetylene and electrical welding.

    EDUCATION AND EXPERIENCE:  Journey level line worker status attained through serving an apprenticeship.
     
    LICENSE/CERTIFICATION REQUIRED: Operating commercial vehicles and/or trailers is an essential function of the position.  Possession of an appropriate and valid commercial driver's license; minimum of class "B" commercial driver's license.  Applicants are required to submit a satisfactory driving history, from the Department of Motor Vehicle (DMV printout), dated within the last six months.  

    12-kV Electrical Line Workers shall be rubber glove certified for 12-kV Live-line work on energized overhead and underground distribution feeders/cables and equipment/facilities at time of appointment.

    KNOWLEDGE OF: Construction rules such as GO 95 and GO 128; proper methods, procedures, materials, tools and equipment used in the construction, maintenance, and repair of energized and de-energized overhead electrical distribution lines, underground cable feeders, and related equipment/facilities up to 12-kV; applicable electrical codes, such as State Electrical Safety Orders, and fundamental safety regulations, first aid and the methods of applying resuscitation; basic math; simple record keeping; general principles of training; appropriate safety precautions and procedures. 

    ABILITY TO: Skillfully use and operate line workers' tools and equipment in performing all phases of line construction, operation, and maintenance work; climb and work on high poles in a confined area among high voltage energized lines; read, write and perform mathematical calculations at the level required for successful job performance; maintain simple records; direct the work of others; operate a vehicle observing legal and defensive driving practices; understand and carry out oral and written instructions; establish and maintain effective relationships with those contacted in the course of work.

Vision: Visual acuity which could be corrected sufficiently to perform the essential functions of the position; average depth perception needed.  Hearing: Hearing ability to effectively hear and comprehend oral instructions and communication.
     
    MENTAL/PSYCHOLOGICAL: Work cooperatively and interact appropriately with those contacted in the course of work, including the general public; read/comprehend simple material; utilize simple math skills; utilize simple writing skills; understand, remember and carry out complex job instructions; respond quickly to changing situations under emergency pressures; deal with the general public; communicate effectively orally; ability to work under pressure; work within deadlines; train other workers.

    ENVIRONMENTAL CONDITIONS: Constantly work outdoors, occasionally indoors.  Constantly work outdoors, occasionally indoors; work around machinery.  Frequent exposure to dust, fumes, smoke, gases, odors and high voltage electricity.  Frequently work at unprotected heights above the ground and underground.  Frequently works while distribution primaries are energized. Occasional exposure to excessive noises, slippery or uneven walking surfaces, chemicals, solvents, grease or oil.  Frequently drives equipment/vehicles.  Rarely uses a computer.  Constantly works with others; rarely works alone.  Exposed to large machinery and traffic noise.  Rarely exposed to extreme temperatures, flames or smoke.
     
    Incumbents must perform hazardous work on energized and de-energized overhead electrical distribution lines, underground cable feeders, and equipment/facilities, under emergency and all weather conditions.
