Security Specialist (Law Enforcement)

    • Prepare security inspection reports by consolidating data and preparing final documents for approval.
    • Provide input to proposals for changes to operations based on regulatory guidance.
    • Ensure compliance with the installation anti-terrorism plan through inspection/observation.
    • Apprehend/cite violators and detain individuals with active warrants as discovered through the vetting process in support of the DACP personnel running the NCIC-III visitor center.
    • Monitor the Operating Contractor to ensure they meet the security requirements established in the facility contract.

    • This position has been identified for the Security Professional Education Development (SPeD) Certification Program. This is the Department of Defense (DoD) Security Certification Program directed by DoD Instruction 3305.13.
    • This position requires the incumbent obtain the following core SPeD Certification: Security Fundamentals Professional Certification (SFPC) within their first two years of employment.
    • This position has a mandatory seasonal influenza vaccination requirement and is, therefore, subject to annual seasonal influenza vaccinations.
    • Applicants tentatively selected for appointment to this position will be required to sign a statement consenting to seasonal influenza vaccinations.
    • This position is covered by the Alcohol and Drug Abuse Prevention and Control Program. The incumbent is required to sign a DA Form 5019 and pass urinalysis testing, as required prior to appointment and periodically thereafter.
    • This position is subject to the Lautenberg Amendment to the Gun Control Act of 1968, which makes it a felony for anyone who has been convicted of a misdemeanor crime of domestic violent to ship, transport, possess, or receive firearms or ammunition.
    • Shift work may be required and overtime as needed. This may include nights, weekends, and holidays. The incumbent must be willing and able to perform “on-call” work, as necessary.
    • The incumbent must be able to obtain and maintain a Secret Security Clearance.
    • The incumbent must be able to obtain and maintain a valid state/government driver’s license.
    • Per Army Regulation 190-14/Carrying of Firearms and Use of Force for Law Enforcement and Security Duties, 190-56/The Army Civilian Police and Security Guard Program, and HQDA Executive Order 033-15/Installation Access, the employee must:
    • Undergo and pass annual physical examination. Pass entry-level and annual re-certification of Department of Army Police Physical Agility Test (PAT).
    • Graduate from a 9-week U.S. Army Military Police School (USAMPS), Department of Army Civilian Police Academy. Graduate from the Law Enforcement Supervisor Course.
    • Be able to obtain and maintain an Individual Reliability Program certification.
    • Pass a semi-annual written Use of Force examination.
    • Performance and pass weapons qualifications test and maintain required regulatory certifications (e.g. use of pepper spray, baton handling, smoke/percussion grenade use, less than lethal, TASER, shotgun, etc.).
    • Maintain certification on the following law enforcement systems: NCIC-III, Incident Command System (ICS), and Army Law Enforcement Reports and Tracking (ALERTS).
    • Obtain and maintain certification to operate the NCIC-III terminal.
    • Be able to operate in chemical protective (CBRNE) gear for extended periods of time. Wear a uniform and regulatory required associated gear (to include body armor).
    • Obtain and maintain certification of a RADAR (speed control) device.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.     GS-09: Specialized experience: To qualify based on your experience, your resume must describe at least one year of specialized experience at the next lower grade (GS-07) which prepared you to do the work in this job. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled such as: Gathering data from surveys/inspections to be included in reports for the installation commander; assisting with inspections to ensure compliance with anti-terrorism plans; utilizing automated systems to maintain licenses and certifications for personnel; responding to emergency situations to gather information for investigation; conducting law enforcement mission by issuing citations and/or apprehending violators.

    Education Requirement: A master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. if related in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. (Note: You must attach a copy of your transcripts.)

    Combination of Experience and Education: Specialized experience as described above, but less than one year; and at least one year of graduate education, but less than the required two years. Computed percentage of the requirements must total at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.). (Note: You must attach a copy of your transcripts.)
