Special Ed: Exceptional Children Director

  • FUNCTIONAL PURPOSE:

    Under limited supervision, performs a variety of supervisory and administrative tasks in monitoring and assisting the programs for exceptional children in the district. Provides leadership for the research and implementation of effective instructional programs and for students with disabilities in the district and assists with the operation of the District's Exceptional Children programs and services.

    DUTIES AND RESPONSIBILITIES:

    ESSENTIAL DUTIES
    • Oversees and directs programs related to exceptional children for the school district.
    • Supervises a staff of educators, licensed providers of services, administrative staff, and instructional assistants in the education and administration of services to exceptional children.
    • Serves as the Local Education Representative, empowered to make decisions and commit district resources, at special education staffing, and Individualized education meetings.
    • Evaluates licensed exceptional children's staff in collaboration with building principals.
    • Consults and problem-solves with building principals and exceptional children's staff regarding difficult and/or potentially litigious special education issues.
    • Consults with the school board of attorney on individual cases when necessary and drafts a response to all formal state
    • Provides information to parents regarding exceptional children services and procedures and difficult issues they face with the school.
    • Oversees and directs activities related to exceptional children process management; data collection, aggregation, and analysis; reporting and internal audits; program and service delivery; and state and federal outcome indicators.
    • Develops budgets and coordinates with other departments or agencies to assure maximum services within allocations and oversees the maintenance of records/reports/inventories in accordance with local/state/federal policies.
    • Attends meetings, conferences, workshops, for the purpose of collecting or sharing information related to the provision of services for exceptional children.
    • Provides guidance and direction to all levels of school district staff in matters related to the provision and services for exceptional children.
    • Supervises and participates in issues regarding student eligibility, IEP development and placement.
    • Secures and monitors contract personnel as needed for the provision of speech therapy, audiology, occupational therapy, physical therapy, and related services for students with disabilities.
    • Assists the Senior Executive Director to review and revise local policies to uniformly address services to students with
    • Assists the Senior Executive Director to address any directives from NC Department of Public Instruction/State Board of Education and comply with timelines and subsequent corrective actions resulting from any reported complaints and/or finding of non-compliance.

    REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
    • Knowledge of exceptional children program administration.
    • Knowledge of local, state, and federal policies regarding accountability mandates for students with disabilities.
    • Knowledge of differentiation, accommodations, and modifications appropriate fin instructional delivery.
    • Knowledge of current best practices in exceptional children service delivery and instruction.
    • Knowledge of continuum of service (general education to public separate settings) for exceptional children.
    • Knowledge of curriculum as it relates to student placement (less restrictive to more restrictive).
    • Knowledge of post-secondary outcomes possible for students with disabilities.
    • Knowledge of assistive technology and alternate communication options in the instructional process.
    • Knowledge of exceptional children's legal procedures.
    • Knowledge of state and federal funding options for exceptional children's programs.
    • Knowledge of allotment formulas for exceptional children's programs.
    • Knowledge of headcount procedures for exceptional children's programs which generate funding for programs in subsequent years.
    • Knowledge of student assignment procedures for both exceptional children and general education students.
    • Knowledge of special transportation procedures.
    • Knowledge of supervisory techniques, including hiring, evaluation and firing of staff.
    • Knowledge of budget and accounting procedures.
    • Knowledge of exceptional children grant guidelines.
    • Ability to interpret eligibility evaluation assessment results.
    • Ability to interpret and apply federal, state, and local laws, polies, procedures, and regulations related to exceptional children programming.
    • Ability to analyze data (i.e., progress monitoring, EOG, EOC, failure rates, fidelity of implementation, growth projections for staffing).
    • Ability to apply interpersonal skills appropriately to resolve conflicts.
    • Ability to supervise others in implementation and execution of projects to scale.
    • Ability to plan for effective and efficient monitoring of project implementation.
    • Ability to manage multiple district wide initiatives simultaneously.
    • Ability to work collaboratively within and across departments.
    • Ability to effectively communicate orally and in writing.
    • Ability to use sensitivity in dealing with issues for students and their families, especially in emotionally charged situations.
    • Ability to be self-directed, responsible and complete work per prescribed timelines and meet deadlines.
    • Excellent computer and reporting skills.

    EDUCATION AND EXPERIENCE REQUIREMENTS:
    • Minimum: Master's Degree in Special Education
    • Desirable: Advanced or Doctorate in Special Education or Educational Leadership
    • Minimum: Six years of experience in Special Education including three years of supervisory experience
    • Desirable: 10 years of experience in Special Education including three years of supervisory experience and five years of central office experience in special education, or five years' experience as a K-12 Administrator
