Auditing Project Lead leads a group of auditors who identify risk, assess performance, prepare financial reports in various complex auditing projects. Schedules audit plans and builds audit criteria, ensures all auditing activities in accordance with organization's policies and standards. Being an Auditing Project Lead prepares auditing reports and suggestions to management. Provides oversight and guidance for auditors and may be responsible for training staff. Additionally, Auditing Project Lead ensures standard auditing practices are followed. Requires a bachelor's degree. May sometimes require the Certified Public Accountant (CPA)credential. Typically reports to a director or head of a unit/department. The Auditing Project Lead supervises a group of primarily para-professional level staffs. May also be a level above a supervisor within high volume administrative/ production environments. Makes day-to-day decisions within or for a group/small department. Has some authority for personnel actions. To be an Auditing Project Lead typically requires 3-5 years experience in the related area as an individual contributor.     Job Title: EM - Project Emergency Management Lead


    UCOR works a standard 4/10 schedule, Monday through Thursday unless otherwise specified by Management.


    Education: Bachelor’s degree in a technical discipline or an equivalent combination of education and relevant work experience is required. Master’s degree is preferred.


    Experience: 12-15 years of experience in emergency management, exercise planning and conduct or related emergency response work. Demonstrated experience in technical writing and the ability to make oral presentations


    Roles and Responsibilities:

    Prior Training or Qualifications: Must hold DOE Q clearance or have the ability to get one.


    Roles: The principal responsibilities of this position are set forth in BJC/OR-3344 Emergency Management Program Description.


    Supervises the ETTP Emergency Management Program that includes the site-wide emergency management program, the ETTP Park Shift Superintendent's office, and the ETTP Fire Protection Technical Services group.


    Major responsibilities of this position include:

    • Leads EM staff in the performance of EM functions.
    • Assists in the implementation of the ETTP site-wide Emergency Management program to ensure compliance with DOE Orders, and federal and state regulations pertaining to emergency planning, preparedness, and response.
    • Assists the staff assigned to the ETTP Park Shift Superintendent's office.
    • Ensure that the qualifications for the staff as required by UCOR-4113 UCOR Nuclear and Radiological Facilities Qualification Standard are current.
    • Oversee the development and maintenance of PSS procedures and checklists that are necessary for the conduct of the PSS responsibilities.

    SUMMARY

    The Emergency Management job family provides technical expertise, oversight, and support to senior management, program and project support groups and project teams throughout the company to facilitate, develop, and implement effective and compliant Emergency Management planning and execution, in compliance with DOE Order 151.1C (or current DOE emergency management contract requirement).


    PRINCIPAL RESPONSIBILITIES:

    • Maintain the policies, procedures, and management systems that are necessary to implement the emergency management requirements of the UCOR prime contract with DOE 151.1C (or current DOE emergency contract requirement)
    • Establish company-wide Emergency Management program direction, guidance, and oversight necessary to comply with the requirements of federal and state regulations, and DOE Order 151.1C (or latest contract requirement), DOE orders as specified in the UCOR prime contract with DOE
    • Represent UCOR in contacts with external organizations in policy and programmatic areas relating to Emergency Management
    • Establish and track programmatic performance metrics
    • Flow down program requirements for applicable federal, state, and local regulations and DOE orders and directives to projects and subcontractors.
    • Support development and maintenance of technical basis of the Emergency Management program documents that accurately reflects existing or anticipated hazards for facilities.
    • Support the development and maintenance of emergency plans and implementing procedures.
    • Integrate all UCOR emergency management program into site-wide Emergency Management program at the Oak Ridge National Laboratory and Y-12 National Security Complex.
    • Maintain emergency plans and implementing procedures for facilities.
    • Integrate all UCOR facilities into the site-wide Emergency Management program, interfacing as necessary with other organizations on site (e.g., other DOE prime contractors, site lead contractor for Emergency Management, private tenants, other UCOR Projects and subcontractors) and off site for provision of emergency services.
    • Support planning and development of emergency management readiness through management assessments, training, drills, exercises, corrective actions and program improvements.
    • Foster an awareness of the Emergency Management program and program requirements throughout the company
    • Conduct assessments of program implementation throughout the company
    • Maintain and support development of Threat and Hazard Risk Assessment.
