    The primary purpose of this position is to manage and direct Northern Field Operations staff and activities related to Aquatic Resource Management (ARM) Program operations. This successful candidate will be responsible for ARM operations activities and projects that are complex, often controversial, and require in-depth, multi-disciplinary expertise.

    Working Conditions:

    Much of the work is in a hybrid office setting; occasional fieldwork may be required, and occasional travel is an essential function of the position. Overnight stays and/or extended work hours can be expected along with exposure to inclement weather and road conditions.

    What you will be doing:

    As our Field Operations Manager, you will make wide-ranging decisions concerning complex and interrelated programs and disciplines. You will have the opportunity to:

    • Recommend various program and budget strategies as well as actions to the Deputy Director to ensure effective utilization of division resources.
    • Utilize decision-making and leadership skills to identify the best ways to solve problems regarding land and resource management and environmental program issues.
    • Review projects for compliance with applicable state, federal, and local laws, rules, and regulations.
    • Make on-site decisions on whether a site is a wetland or waters of the State and subject to Removal-Fill Law and determine whether enforcement action is needed.
    • Protect Oregon’s aquatic resources by determining whether to issue authorizations and permits and determining whether enforcement action is warranted.
    • Interpret and apply Statutes, Rules, Oregon Administrative Rules, division policies, procedures, and program priorities in cooperation with the Aquatic Resource Management team.
    • Build support among the public, legislators, beneficiaries and constituents for DSL and its programs to increase awareness and facilitate positive relationships.

    The mission of the Program is to conserve, restore and protect the waters of this state and the ecosystem services they provide through implementation of the State’s removal-fill and wetlands planning and conservation laws. The Program’s mission also includes managing Oregon-owned waterways to preserve the public trust rights of navigation, fishing, and recreation. The Program implements its mission while allowing responsible, sustainable economic development and exercise of private property interests.

    The Operations Division is managed by a Deputy Director who oversees the ARM Program as well as other program areas. The Planning and Policy Manager provides program-level support for the ARM program. Two Field Operations Managers, including this job opening for Northern Operations Manager, oversee the ARM program statewide, except for management of state-owned, navigable waterways east of the Cascades.

    Field Operations is organized by geographic region, with each region providing the following functions: removal-fill permits, jurisdictional determinations and delineations, and waterway use authorizations. The Policy and Planning unit has state-wide responsibilities and houses specialists in aquatic resource planning, restoration, and mitigation.

    MINIMUM QUALIFICATIONS:

    Six (6) years of supervision, management, or progressively related experience.

    OR

    Three (3) years of supervision, management, or progressively related experience.

    AND

    A bachelor’s degree or higher in environmental science, natural resource management or other related field.

    DESIRED ATTRIBUTES:

    • Excellent written and oral communication skills.
    • Familiarity with laws, procedures, principles, and regulations governing removal-fill, wetlands planning and conservation.
    • Facilitation and negotiation skills for complex issues among multiple organizations with conflicting, overlapping, or inconsistent requirements or objectives.
    • Skill in supervising, including planning and assigning work according to the nature of the job to be accomplished, the capabilities of subordinates and available resources, controlling work through periodic reviews and evaluations.
    • Ability and skill to manage complex projects with many stakeholders and multiple deliverables within resource constraints.
    • Ability to synthesize a variety of technical and policy viewpoints into a coherent description of the problem to be solved.
    • Ability to develop elegant, innovative solutions to challenging environmental problems.
    • Ability to explain complex environmental policy problems and solutions to a variety of audiences.
    • Ability to determine employee training needs and arranging training and development opportunities.
