    The Florida Department of Children and Families (DCF) isthe state of Florida’s social services agency. The agency oversees services for child safety, fostering, adoption, domestic violence, adult protective services, refugees, homelessness, mental health, substance abuse, childcare providers, human trafficking and public assistance. The agency’s mission is to work in partnership with local communities to protect the vulnerable, promote strong and economically self-sufficient families, and advance personal and family recovery and resiliency.

    Within DCF, the Substance Abuse and Mental Health (SAMH) Program office is recognized as the single state authority for substance abuse and mental health services. The Office of SAMH is statutorily responsible for the planning, evaluation, and implementation of a comprehensive statewide system of care for the prevention, treatment, and recovery of children and adults with serious mental illnesses or substance use disorders.

    THIS IS AN ANTICIPATED VACANCY.

    This is a highly responsible and professional position that will serve as the Community Forensic and Civil liaison Supervisor overseeing the Community Forensic and Civil liaison Unit. This position will collaborate with each section within the program office and be required to use independent judgement, take initiative in carrying out duties and responsibilities and should be extraordinarily detail oriented.

    Specific Duties and Responsibilities include:

    • This is a statewide highly responsible work that develops and oversees the Department’s community-based system of care for persons committed under Chapter 916, and 394, Florida Statutes. This position serves as a liaison to Florida’s circuit courts, community mental health providers, managing entities and state mental health treatment facilities serving individuals with mental illnesses committed or at risk of being committed pursuant to Chapter 916, Florida Statutes. The position focuses on expanding Florida’s capacity and ability to serve individuals on conditional release who may have otherwise been traditionally served in a secure forensic facility. The position provides education and training on forensic statutes and rules, the forensic system of care, community-based housing and services, diversion opportunities, mental illness and other pertinent areas related to community treatment.
    • This position will supervise and monitor program operations, implementation, compliance and reporting. This position will serve as a Community Forensic and Civil Liaison Team advocate in the community and a team liaison to the Department, Managing Entities, regional SAMH and other key stakeholders.
    • Monitors program implementation, training, outreach, and reporting. Responsible for statewide community forensic/civil initiatives, program evaluation, and technical support.
    • Provides direct supervision to team members to ensure community initiatives, outreach, and education/training are consistent with the department's goals and priorities. Monitors team performance and provides leadership with progress reports, as needed.
    • Serves as the subject matter expert for criminal justice reinvestment grants, bill analysis and legislative budget request.
    • Collect, compile, verify and enter statewide data into data systems and run adhoc reports. Interprets data, develops written reports for leadership and recommends improvement opportunities/strategies. Data collected will include conditional release, diversion, and community services and supports. Process owner for related measures.
    • Work with regions and managing entities to identify trends and performance improvement opportunities regarding diversions, conditional release and continuity of care.
    • Assists with the development of standards, policies and procedures, correspondence and other written documents or reports.
    • Available to participate and gather provider information in the annual forensic evaluator training.
    • Provides technical assistance to circuit liaisons, forensic case managers, managing entities and treatment facility staff. Develops and coordinates presentations and training sessions.
    • Provides training and education to community partners including judges, attorneys and staff of circuit courts, DCF region and facility staff, managing entity staff, forensic evaluators, and educators on the complex issues and needs facing individuals involved in the forensic system as well as education about mental illnesses, appropriate community services and supports and recommended interventions.
    • Other related duties as assigned.

    Knowledge, Skills and Abilities required for the position:

    • Knowledge of Chapter 916 and 394, Florida Statutes.
    • Knowledge of methods of compiling, organizing and analyzing data.
    • Knowledge of the forensic/ civil partners within SMHTF and community
    • Ability to develop and implement various program monitoring methodologies and techniques.
    • Ability to provide in-service training on mental health related activities.
    • Ability to develop program policy, procedures, manuals, administrative rules and agreements.
    • Ability to understand and apply applicable rules, regulations, policies and procedures.
    • Ability to prioritize workload.
    • Ability to plan, organize and coordinate work assignments.
    • Ability to develop various reports.
    • Ability to establish, build and maintain effective working relationships with others.
    • Ability to communicate effectively.

    Minimum Qualifications:

    • A bachelor's degree from an accredited college or university with a major in social work/criminal justice and four years of professional experience in social work/criminal justice is preferred.
    • A master's degree from a college or university can substitute for one year of the preferred experience.
    • Professional experience as described above can substitute on a year-for-year basis for the preferred college education.
    • Two years of professional experience supervising or serving in a leadership role.

    Preference will be given to applicants who have:

    • Experience working with Chapter 916 and 394, Florida Statutes.
