Position Summary
The primary role of the Behavioral Health Director is to support the management team in implementing agency objectives to provide care and support to people living with HIV and those at risk. The Director handles the day-to-day internal and external program management for all behavioral health programs, acting as a single point of contact and oversight for these services, especially with regard to the flow of information at the agency. The BD is part of the Directors team and works with the Executive Director to accomplish agency, program, budget and equity goals. The Director encourages internal and external coordination, collaboration, partnership, and quality improvement. This position oversees billing and use of electronic health records and works to ensure that the services and agency are following all State, Federal and local regulations. They will support and train the new staff and promotes the programs’ use of interns and volunteers, resource development, and the creation of advisory councils.
The Counseling Program provides fee-for-service psychotherapeutic services to clients living with HIV and those at risk; currently, about 50% of the Counseling Program clients are people living with HIV, 75% are members of LGBTQ communities, 30% are members of trans and gender-diverse communities, and most are on Oregon Health Plan. Counselor program staff and interns will be supervised directly by the Behavioral Health Director.
The Counseling Program also provides services to Oak Housing Program and iTelehealth (i2TEC) program participants. The iTelehealth program is coordinated by a Program Specialist, who will be supervised by the Behavioral Health Director. The Oak Housing Program serves PLWHA and is supervised by the Care Director.
The Peer Services Program provides low-barrier, harm-reduction-oriented support services to clients in multiple counties. HIVA is a member of Behavioral Health Resource Networks, funded by Measure 110 is in Washington, Marion, Lane, Douglas, Josephine, Coos, and Jackson Counties. The Directors supervises two Peer Managers, who will be directly supervising staff, clinically and administratively. The Pilot Peer Engagement Program is in the planning stage and will offer skill development opportunities to Syringe Exchange clients by training them as peer support providers. One Peer Engagement Manager will be directly supervising staff, clinically and administratively.
Essential Functions and Responsibilities
Fee-for-service Counseling Program
Provide administrative and clinical supervision, training, problem-solving, and consultation to staff providing counseling and peer support services
Ensure continued certification and/or licensure of staff
Review documentation to ensure quality of service and ensure compliance with relevant laws, regulations, and guidelines, including those concerning biopsychosocial assessments and Individual Services and Supports Plans.
Perform tasks necessary for continued maintenance of the program’s Oregon Health Authority Certificate of Approval, including attestations and audits,
Ensure continued network participation with Coordinated Care Organizations and other health insurance companies, as needed for sustainability
Stay abreast of changes to relevant Oregon Revised Statues and Oregon Administrative Rules, and ensure program’s continued compliance.
Attend Provider network and consortium meetings as relevant to the program.
Oversee billing, receipt, tracking, and problem-solving for fees expected and/or received
Oversee administration of, tracking of, and responses to outcome measures.
Manage electronic health record system, in collaboration with agency departments
Serve as agency’s privacy officer, consulting on HIPAA compliance matters.
Collaborate with agency’s medical, street outreach, prevention, community health, and peer programs to coordinate and ensure quality care
Communicate with other agencies to ensure continuous flow of referrals.
Ensure timely follow-up to referrals, and maintain and track waiting list.
Ensure timely release of information, referral and follow-ups, and coordination of care
Assist in the clinical supervision of peer support services staff.
Grant-funded Behavioral Health Programs (Oak, iTelehealth, Prime, BHRN)
Collaborate with, advise, and consult with managers and staff, including those in other departments, as applicable, and provide direct service as needed.
Ensure that staff are providing quality services and documenting appropriately.
Ensure that grant-funded financial assistances comply with requirements
Assist in supervision, consultation, training, and other support needed
Training & Internship Program
Collaborate with agency’s management team to develop and schedule trainings for agency staff required for COA.
Ensure trainings are consistent with agency values
Solicit and respond to staff’s input on trainings needed and trainings delivered.
Develop and deliver trainings as needed.
Recruit, select, and orient student intern providers.
Train, supervise, evaluate, and advise student intern providers.
Counseling Service (As needed)
Deliver comprehensive counseling in line with HIVA standards, including individual, family, or group psychotherapy within the scope of education and training.
Assist with client crises.
Provide drop-in and crisis counseling services
General Manager Functions and Responsibilities

Provide leadership to further HIV Alliance’s mission, strategic objectives, core values and philosophy of harm reduction and team building approaches.
Clearly communicate HIV Alliance’s vision, values and mission to agency staff and stakeholders and implement strategies to mobilize corresponding planning and action.
Provide guidance to the program and project managers, facilitating full participation, clarification of roles and responsibilities, joint ownership, and mutual support
Help ensure the flow of information and communication between the ED and direct service staff and managers
Maintain confidentiality and records in compliance with CFR 42, HIPAA and HIVA policies and standards.
Provide timely responses to data, draft proposals, and assist in identification of potential funding sources.
Ensure accurate data collection and timely report submission
Model and encourage healthy work-life balance to diminish burnout and turnover among direct service staff and program and project managers
Model and encourage a standard of professional conduct and work ethic to deliver the highest quality of services possible and ensure the good reputation of the agency
Serve as the manager on duty or on call as required, taking full responsibility for all aspects of agency operations during that time
Leadership and Team Building
Provide mentoring, supervision, professional development and training and team building to HIV Alliance’s direct program staff and others as needed
Contribute to a healthy working environment by demonstrating leadership in the following areas: facilitate the participation of staff in HIV Alliance meetings and team building activities, model direct and timely communication about needs and problems at all times, provide constructive feedback and initiate proactive problem-solving approaches whenever needed
Support the development of strong links between the agency Management Team and Direct Service Staff to foster effective and participatory team approaches
Manage the integration of programs, ensuring consistency with agency mission and unified programming framework as well as compliance with grant and contract obligations and agency policies
Provide support and guidance to develop program design and quality management activities that ensure effectiveness and sustainability of programs
Model and encourage community collaborations to extend the reach and effectiveness of services to promote a seamless and easily accessible continuum of services for clients
Equity and Quality
Support and champion the development and implementation of program equity goals and ensuring the programs are engaged with agency-wide equity goals
Ensure tracking of data necessary to monitor progress toward equity goals and to identify disparities in care
Identify training and provide equity focused and culturally responsive supervision
Respond to staff input regarding equity, diversity and inclusion and communicate their input to the Directors Team
Soliciting patient feedback on a regular basis and using that feedback in ongoing program development and evaluation
Keeping meaningful data concerning services and using that data in ongoing program development and evaluation
Creating an Advisory Council of community members for each program
Having consistent written policies and procedures
Required Qualifications
Graduate degree in psychology, social work, counseling, family therapy, or related
Professional license (LPC, LMFT, LCSW, Licensed Psychologist) or registration as a candidate to be licensed.
Three years of supervision experience with at least one year experience in behavioral health supervision, and qualifications to provide clinical supervision to program staff.
Three years of program management experience with exemplary program development, strategic planning, budgeting, administrative, financial management abilities and experiences
Significant team building and personnel management skills and experience
Ability to build and maintain bridges between HIV Alliance and its clients, other non-profit agencies, governmental entities, key community influencers, legislators
Ability to become credentialed by the Coordinated Care Organization (CCO), and Division of Medical Assistance Programs (DMAP) as a QMHP
Experience in health insurance network participation, billing, and billing appeal process.
Knowledge of relevant Oregon Revised Statues and Oregon Administrative Rules.
Complex clinical understanding of trauma and its impact
Detailed understanding of Harm Reduction principles and ability to be receptive to learning and implementing them in all services
Knowledge and ability to deconstruct social, political, and cultural stigmas associated with gender expression, sexual identity, substance use, and HIV status
