Behavioral Health Director oversees the study and treatment of patients with emotional, mental, or psychological disorders. Develops, implements, and updates strategic initiatives, programs, and services. Being a Behavioral Health Director manages and directs the operations of behavioral health services. Uses knowledge of behavioral health research and trends to ensure the department's practices are up-to-date and effective. Additionally, Behavioral Health Director establishes training programs and supports and supervises staff. Ensures all behavioral health operations comply with clinical guidelines and regulations. Requires an advanced degree in psychology or related field. Typically reports to top management. The Behavioral Health Director manages a departmental sub-function within a broader departmental function. Creates functional strategies and specific objectives for the sub-function and develops budgets/policies/procedures to support the functional infrastructure. To be a Behavioral Health Director typically requires 5+ years of managerial experience. Deep knowledge of the managed sub-function and solid knowledge of the overall departmental function.     Behavioral Health Regional Director – Posting #26033

    Salary Range: $90,000.00 - $100,000.00

    Full-time position available for the Behavioral Health Department. The location for this position is based out of Vancouver. The BH Director is responsible for the administration of all mental health, substance abuse outpatient contracts, as well as supported housing, homeless outreach and other HCA contracts assigned to four large Behavioral Health Clinics in Vancouver under Sea Mar - CSNW (Community Services Northwest). These clinics include multiple 24/7/365 outpatient crisis services as well. This person is also responsible for the supervision of the site managers. Also coordinates with the Chief BH Officer regarding administrative and clinical procedures relating to clients. Assists the Chief BH Officer in hiring and evaluating employees.

    Essential Duties and Responsibilities 

    RESPONSIBILITIES

    • Ensures compliance with County, State and other funding contract requirements in terms of:
    • Meets all contract deliverables on time and with appropriate documentation.
    • Maintains a system to foresee any upcoming reports or contract deliverables so those can be delegated or completed as appropriate.
    • Maintains staffing of sites at appropriate levels to meet contract compliance. Ensures that hired staff meet State, BHO and FQHC requirements by ensuring appropriate licensing requirements for billing purposes.
    • Reviews invoicing of each contract on a monthly basis to ensure utilization of contract funding is appropriate based on the maximum amount of available funding. Makes recommendations to Chief Behavioral Health Officer to transfer funds from one funding source to another to ensure contract maximization.
    • Works with Program Managers to ensure clinical compliance in each aspect of each contract. 
    • Removes system barriers to ensure that clients’ access to care is readily available, ensuring that clients served meet the contract’s access to care standards.
    • Attends BHO meetings as appropriate or delegates those to the appropriate staff to ensure that Sea Mar is up to date with any contract deliverable changes.
    • Proposes and writes policy changes to current Mental Health and Substance Use Disorders to ensure compliance with WAC’s, County and Federal requirements including administration, personnel, treatment services, and records.
    • Coordinates any site visits from current funders as well as ensures that all audit responses are completed appropriately and meet the deadlines set by auditors.  Creates plans with the appropriate managers to improve any systems identified as sub-optimum in an audit.  A plan will need to be made for both external audits done by funders or licensing agencies and for internal Quality Improvement audits.
    • Provides support and guidance to all the managers in their region on staff issues that involve progressive discipline.  Suggests specific disciplinary action after consulting with Sea Mar’s Legal Counsel and Chief Behavioral Health Officer.
    • Attends all Step One grievance meetings for their region, ensuring that documentation is sent to all appropriate parties within timelines, as well as sets up meeting with the union representative, program manager and employee for Step One grievances. 
    • Works collaboratively with Chief Behavioral Health Officer, to complete appropriate responses to the union.
    • Responds to client grievances, prepares grievance responses with copies to Chief Behavioral Health Officer and Administration.
    • Is fully responsible to ensure that all Program Managers in the region complete and post QI activities and audits.  Participates in QI activities for the organization and represents their at the QI Council meeting.
    • Works jointly with the Chief Behavioral Health Officer to ensure that there is a systematic approach to overall department activities. 
    • Works with the Chief Behavioral Health Officer in the implementation of all QI and JCAHO activities for the department.
    • Attends all department meetings to ensure better communication and standardization across sites.
    • Proposes system improvements for the department so effectiveness and excellence is achieved across the department.
    • Ensures that good clinical care is provided across their region by maintaining current clinical protocols or by proposing improvements to Chief Behavioral Health Officer.
    • Ensures that Evidence Based Practices are implemented across the sites where strict fidelity to the EBP model is to be maintained.
    • Conducts on a continuous basis, a quality control review to ensure that staff adheres to procedures established by funding sources and Sea Mar in relation to documentation of and reporting of services.
    • Participates in management meetings and staff meetings in order to coordinate effectively with other members of staff and management team, assists in appropriateness of inter-agency referrals, and supports mutual sharing of resources and problem solving regarding clients’ programs and inter-agency tasks and problems.
    • Demonstrates knowledge and skills necessary to provide care appropriate to the age of the patients served.
    • Demonstrates knowledge of the principles of growth and development over the life span.
    • Able to identify and categorize each patient’s age-specific grouping of needs, such as those for infant, adolescent, or geriatric patients.
    • Is fully responsible for any projects or goals set by the department head that are to be implemented in the Central Region.

    FINANCIAL RESPONSIBILITIES 

    • Is responsible for the budget and balancing of the budgets for the outpatient sites in their region. If financial concerns arise, must bring those concerns to the attention of the Chief Behavioral Health Officer.
    • Is fully responsible for productivity at all regional sites.  Ensures sites meet productivity requirements, thereby ensuring adequate revenue.
    • Works with the Chief Behavioral Health Officer and Accounting Department to review monthly invoices for sites and compare those figures to financial statements from Accounting.  Resolves any discrepancy between financial statements and invoices.

    GRANT WRITING AND PROGRAM EXPANSION 

    • In collaboration with the Chief Behavioral Health Officer, writes grant applications to maintain funding of the current contracts, as well as seeks new funding opportunities. Must be cognizant of the funding cycles and contract renewal cycles for the current programs to ensure that the organization complies with its contracts. Must notify and involve the Chief Behavioral Health Officer when any contract negotiations take place.
    • All other duties as assigned.

    Qualifications

    • Must be bi-cultural.  Knowledge and experience working with Hispanics, migrant and seasonal farm workers and homeless individuals preferred.
    • Must be bilingual Spanish/English. Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. 
    • Ability to write routine reports and correspondence. 
    • Ability to speak effectively before clients or employees of organization.
    • Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume.
    • Ability to apply concepts of basic algebra and geometry.

    Education and Experience, Certificates, Licenses, Registrations, and Medical Screening 

    • Must possess a Master’s degree in Public Administration, Business, or Mental Health. 
    • Must have a minimum of seven (7) years’ experience as an Administrator and five (5) years’ experience in the Behavioral Health field. 
    • Mental Health Professional status, LMHC, and CDP licensure per WAC is preferred

    ADDITIONAL REQUIREMENTS

    • Must have and maintain First Aid Certification.
    • Must have and maintain CPR certification. If not current at time of hire, must obtain within 90 days.
    • Must take and pass an annual TB test.
