Develop, implement, and manage the SAMHSA federal CCBHC (Certified Community Behavioral Health Clinic) grant within the six designated counties in Illinois and Iowa. Ensure compliance with required federal CCBHC components including: 1-crisis services, 2-treatment planning, 3- screening, assessment, diagnosis & risk assessment, 4-outpatient mental health & substance use services, 5-targeted case management, 6-outpatient primary care screening and monitoring, 7-community-based mental health care for veterans, 8-peer, family support & counselor services and 9-psychiatric rehabilitation services.
Provide overall leadership for the Eastern Iowa Region Crisis system to meet all contractual terms and align with the state of Iowa Crisis System code regulations. (IA Counties include: Cedar, Muscatine, Scott, Clinton and Jackson)
Program Leadership · Act as primary community leader for all CCBHC activities as specific in Federal grant requirements · Build community relationships / connections with non-UPH agencies. · Create common ground between community constituents and key stakeholders who serve the behavioral health population. · Act as a service consultant – responsible for supporting community agencies and internal RYC service lines to implement and execute the grant services and clinical programming required for compliance. · Summarize community insights and conversations to create actionable, system enhancing data that informs internal leadership decisions. · Provide oversight and coordination the team delivered grant and Eastern Iowa Crisis system of care programming across multiple settings (i.e. hospitals, jails, treatment facilities, transitional living facilities, shelters, family homes and agency support entities.)

Program Management · Provide departmental leadership direction and support responsible for hiring decisions, coaching, performance evaluations for program facilitators and other support positions reporting through this position. Establish clear goals and objectives for program facilitation team which foster consistency in methods utilized by the team; monitors effectiveness of performance and provides feedback. · Ensures that each program meets its financial benchmarks per month, quarterly and annually. · Ensures that each program meets its quality benchmarks monthly, quarterly, and annually. · Monitors outcome measures to ensure benchmarks are being met. · Identifies process improvement initiatives and implement. · Assess and analysis to ensure federal grant required benchmarks are being met and reported timely. · Establish policies and procedures to effectively meet the contractual and grant terms. · Execute all grant and contract required terms.

Education:
| Bachelor of Science in Nursing (BSN), Social Work, Counseling, Psychology, or a related field. | Master’s degree, independent licensure as LISW or LMHC and CADC/ICADC credentials. |
Experience:
| Progressive leadership and supervisory experience within the health or human services disciplines for at least five years. With the ability to lead professional staff and interact with key community leaders |

| Valid driver’s license when driving any vehicle for work-related reasons. | LISW or LMHC in the state of Iowa – CADC credential. |
Knowledge/Skills/Abilities:
| Knowledge: High level of analytical skill required. Experience with interpreting contracts, mental health code, federal grant requirements, state and county rules and regulations.
Skill: Strong interpersonal and communication skills necessary to deal with a wide variety of state/community leaders, non-UPH agencies, multidisciplinary healthcare and community service teams, law enforcement, judicial system and make independent decisions.
Ability: Independent utilization of multiple electronic documentation and data entry systems required for clinical and federal grant monitoring.
