Behavioral Health Director oversees the study and treatment of patients with emotional, mental, or psychological disorders. Develops, implements, and updates strategic initiatives, programs, and services. Being a Behavioral Health Director manages and directs the operations of behavioral health services. Uses knowledge of behavioral health research and trends to ensure the department's practices are up-to-date and effective. Additionally, Behavioral Health Director establishes training programs and supports and supervises staff. Ensures all behavioral health operations comply with clinical guidelines and regulations. Requires an advanced degree in psychology or related field. Typically reports to top management. The Behavioral Health Director manages a departmental sub-function within a broader departmental function. Creates functional strategies and specific objectives for the sub-function and develops budgets/policies/procedures to support the functional infrastructure.   • The Mission Neighborhood Health Center is a non-profit, multi-site community health organization offering comprehensive health services in the Mission and Excelsior Districts of San Francisco.  The center offers primary health care services, adult medicine, pediatrics, family planning, OB/GYN, HIV and homeless services.

    We are currently looking for qualified candidates for our Behavioral Health Director role. Please note: this role requires an applicant to be bilingual (English/Spanish). This position reports to the CEO and Medical Director and is a Regular, Full Time, Exempt role with a starting yearly salary range of $130,000 to $150,000 with full benefits

    Primary Objective: 

    Under the general direction of the CEO and Medical Director, the Behavioral Health Director administers the mental health and substance abuse services and programs provided at all Mission Neighborhood Health Center sites.  The individual in this position provides program leadership to ensure effective integration of the center’s primary care and behavioral health services and serves as a clinician on the behavioral health team.

    Essential Functions/Responsibilities: 

    Administrative (40%)

    1. Provides leadership, direction and oversight in the implementation of adult and children behavioral health services; supervises and directs the work of the Behavioral Health Manager, and co-manage the MNRC Behavioral Health Coordinator and Clinica Esperanza Social Services Supervisor.
    2. Monitors and provides oversight of all behavioral health contracts, evaluating program effectiveness, ensuring timely reports and assuring compliance with federal, state and county requirements.
    3. Leads quality management efforts focused on behavioral health metrics; oversees the peer review process, privileging and credentialing of behavioral health staff.
    4. Monitors utilization and productivity for behavioral health services, establishing clinic wide expectations and goals and establishing strategies for revenue enhancement.
    5. Develops reports as required by funding sources and quarterly qualitative and quantitative reports of the behavioral health programs for the executive team and Board of Directors.
    6. Develop, implement, and monitor policies and procedures and standards of treatment of mental health and substance abuse services.
    7. Keeps abreast of new legislation and regulation that impacts behavioral health and advocates for our patients.
    8. Develops and oversees behavioral health staff development.
    9. Analyses needs, strategizes with senior management and develops health center wide staff training on behavioral health and related topics.
    10. Supports supervisees in the evaluation of staff, including job performance, workflow, productivity, and medical records documentation to assure staff efficiency and a high standard of quality behavioral health care for patients.
    11. Represents the Behavioral Health programs to other MNHC departments, MNHC’s Executive Team and the Board of Directors.  Represents the Behavioral Health Program to external organizations and governmental agencies.  Actively participates in the California Primary Care Association behavioral health workgroup.
    12. Assists with special projects and other assignments as requested by the CEO or Medical Director.

    Clinical (60%)

    1. Provide brief or extended Psychosocial Assessments focusing on the patient’s present situation, including medical, mental health, substance abuse, socio-economic and immigration components, current needs, and relevant information from patient’s history.
    2. Performs crisis interventions and risk assessments for suicide and danger to others due to mental illness or grave disability.
    3. Utilizes a participant-centered, strengths-based model of services, provides insight-oriented, behavior modifying, and/or supportive psychotherapy to individuals, families, and groups of patients, generally up to 10-12 sessions.
    4. Uses evidenced-based models for treatment, including but not limited to: CBT, solution-focused therapy, harm reduction, motivational interviewing, and health psychology.
    5. Utilizes depression screening tools (PHQ-9) and other screening tools as appropriate.  Follows the SAMHSA SBIRT (Screening, brief intervention, referral and treatment) model for patients with potential substance abuse problems.
    6. Assists patients with symptom/issue reduction (e.g. insomnia, anxiety, depression, and post-trauma symptoms, stress management, emotional dysregulation).
    7. Provides health and behavior assessment and intervention to patients with chronic disease or other health problems that are having difficulty managing their disease due to psychological, behavioral, cognitive, or social factors. 
    8. Other duties as assigned.

    Qualifications:

    1. Master Degree in Social Work or Doctorate in Psychology from an accredited university or college.
    2. Must have current LCSW or Psychologist License in California.
    3. Bilingual Spanish/English required.
    4. Five years post licensed clinical experience.
    5. Minimum of three years supervisory or management experience.
    6. Must have a demonstrated knowledge and experience of substance abuse treatment, including relapse and recovery, and brief counseling interventions.
