  • Position Description: JOB SUMMARY
    The Payroll & Benefits Administrator oversees and supervises all payroll & benefits functions, ensuring pay is processed on-time, accurately, and in compliance with government regulations, and directs and plans the day-to-day operations of group benefits programs (group health, dental, vision, long-term disability, life insurance, travel and accident plan, flexible spending plan, etc.). This position provides excellent customer service and participates in the design of quality benefits plans. The administrator continually investigates new benefits programs, improves existing programs, and supervises and monitors all aspects of payroll and benefits administration.

    RESPONSIBILITIES AND DUTIES

    Partners and collaborates with the Accounting Supervisor, the accounting team, the Human Resources Manager, the Billing Supervisor, the Recruiting & HR Specialist, and IT team members to ensure the data integrity, accuracy, workflow efficiencies of Anvils systems, procedures, and workflows.

    Partners with Accounting Supervisor to ensure the Accountant is properly trained on Anvil practices and procedures and can step in (when needed) to complete all bi-weekly payroll processing activities accurately and efficiently.

    Administers Anvils payroll and benefits administration practices and advocates for improvements to ensure employee satisfaction, regulatory compliance, and accurate financial reporting.

    Evaluates, monitors, and remains current on relevant payroll and leave laws (federal and state) and advises MBS and internal team members and managers of regulatory compliance obligations and financial impacts, accordingly

    Processes all employee payroll & benefit related paperwork to initiate, update, and maintain accurate payroll and benefits records (Examples: Employee status changes, pay rate changes, voluntary deductions, address and banking changes, garnishments, promotions, department and branch transfers, relocations, separations, etc.)

    Prepares and administers bi-weekly payroll according to company policy. Reviews payroll for accuracy. Responds to inquiries and resolves issues.

    Works closely with managers and the Recruiting & HR Specialist to ensure accuracy of information provided and that workflow deadlines are known and met.

    Checks timesheets for errors and ensures they are compliant with labor laws and company policies before weekly posting.

    Identifies procedural outliers and/or anomalies and notifies internal team members to discuss how to best resolve without creating additional downstream work process challenges.

    Calculates short-term disability and paid family medical leave payments and tracks weekly leave of absence usage.

    Computes wage garnishments, separation pay, retro pay, and various gross-up calculations.

    Collaborates with internal IT resources to ensures payroll systems are working properly and accurately updated.

    Updates and maintains accrual balances for vacation, sick, and bonus time programs

    Prepares and ensures accurate electronic files are submitted and received by our various partners and agencies (Examples: Banking ACH, FSA, 401k, garnishments, new hires, federal and state tax payments, etc.)

    Collaborates with the accounting department to ensure accurate processing and timely payment of monthly premiums to all benefit vendors and balancing of employee deductions.

    Provides Accounting team with benefit reconciliation details to support G/L Balances for the Quarterly Balance Sheet Review

    Prepares, distributes, and/or submits accurate data for various internal and external reporting needs. Examples include:

    All year end W-2, W-3 related reporting

    Annual 1095 forms

    EEOC and VETS government reports

    Affirmative Action Plan compilation reports

    Internal Management Headcount reporting

    Employment Security inquiries

    Verifications of employment

    Partners with HR Manager and outside Brokers to:
    provide primary day-to-day point of contact interfaces with 3rd party administrators, brokers, and plan providers
    design robust benefit programs

    communicate and build awareness of benefit offerings

    evaluate contracts service provider contracts, as needed

    implement strategic goals and monitor progress

    manage benefits programs for Canadian employees

    ensure compliance with the Affordable Care Act and other medical legislation.

    conduct employee surveys related to Anvil benefit programs.
    Manages enrollment and training for employee benefits programs

    Delivers clear and effective internal communication pathways to engage, educate, and build awareness regarding benefit programs, company policies, and enrollment practices.

    Administers benefits enrollment and training for employee on-boarding

    Manages and administers new hire enrollments, qualifying event changes, and determines employee eligibility

    Responds to questions about benefits from employees and managers

    Informs employees of their benefit options and monitors utilization

    Trouble shoots problems with benefits issues

    Follows Anvils safety policies as outlined in the Anvil Safety Manual

    Ensures proper record retention of benefit and medical related employee documents and partners with the HR Manager in the digital transformation efforts for effective record retention and retrieval practices

    Provides back-up support to HR Manager, as needed, for new hire orientation and medical leave support

    Other duties, as assigned.

    REQUIRED SKILLS AND ABILITIES

    Demonstrated knowledge, research capabilities, interpretation, and understanding of state and federal payroll tax laws and paid leave legislation

    Effective organizing and planning skills. Understanding of payroll, personnel, and compliance records management

    Knowledge of business principles. Strong problem-analysis and problem-solving skills

    Excellent written, verbal, and interpersonal communication abilities

    Ability to build trusted relationships

    Ability to maintain confidentiality

    EDUCATION AND EXPERIENCE

    Bachelors degree in human resources, business administration or related field, highly desired.

    Minimum of five years Payroll and Benefits Administration experience with HRMS/HRIS systems involving a 250 employee base.

    Demonstrated knowledge and experience with multi-state payroll tax laws and procedures (currently WA, CA, AK, CO, MT, AZ, ND, TX, UT, IL, FL)

    Experience in the Professional Services industry with billing revenue tied to payroll hours, a strong plus

    Experience with Self-Insured Health Plans, a strong plus

    Experience with multi-state websites for online tax filings

    High proficiency with Microsoft Office (Excel, Outlook, Word, PowerPoint, Teams, etc.)

    Strong understanding of Excel data management tools (data tables, pivot tables, etc.)
    Effectively manage multiple and changing priorities

    PHYSICAL REQUIREMENTS

    Able to sit/stand, type, perform computer work, and answer incoming calls for long periods of time

    Frequent use of hands/fingers for computer entry and answering phones

    Able to perform occasional bending, lifting, and reaching
