Job Description:
A Benefits Administrator is responsible for the design, implementation, management, administration, oversight, communication, compliance, and ongoing evaluation for the Company’s benefits programs including health, Dental, life, 401(k), and disability plans. The Benefits Analyst also provides excellent customer service, investigates new benefits programs, improves existing programs, as well as designs employee benefits plans and provides analytical and technical support in the delivery of the benefit programs.

Essential Duties and/or Responsibilities:
- Work alongside the Human Resources Manager in order to absorb the processing of FMLA, LOA, ELOA, MLOA and ADA requests. This will include the preparation of correspondence and interface with Payroll.
- Manage Employee with No Hours. Take a proactive approach to gathering information on employees out of work for two or more weeks.
- Make inquiries on a weekly basis to ensure all employee absences are accounted for.
- Send final report to Payroll and the Team Services Supervisor each week on Thursday.
- Reconcile Sun Life reports and track FMLA hours.
- Send Payroll Administrator weekly leave usage report.
2. Reimbursements: Processing of gym reimbursements.
3. Maintain online benefit enrollment system with new hires, promotions, and terminations.
4. Issue benefit enrollment process flyer to new hires.
5. Administer 401K withdrawal requests.
6. Prepare census and audit request forms.
7. Maintain and reconcile insurance records from bill to payroll system.
8. Yearly 401(k) Audit.
9. Create new employees in ERP database when hired and maintain accurate records.
10. Monthly Leave Reconciliation – step 2.
11. Medical Garnishment Orders.
12. New Hire Lodging Coordination.
13. Wisely Card funding for new hires attending training.
14. Weekly 401k deferral rate changes.
15. Monthly new hire auto enrollments (401k).
16. Insurance Arrears.
17. Responsible for the design, implementation, management, administration, oversight, communication, compliance, and ongoing evaluation for the Company’s benefits programs including health, Dental, life, 401(k), and disability plans.
- Ensure compliance of all plans and programs with governmental regulatory agencies.
- Ensure company compliance with provisions of Employee Retirement Income Security Act and the Affordable Care Act.
- Supervise preparation of reports and applications required by law to be filed with federal and state agencies, such as Internal Revenue Service, Department of Labor, insurance commissioners, and other regulatory agencies.
- Develop specifications for new plans or modify existing plans to maintain company’s competitive position in the labor market. Survey industry trends.
- Complete benefits surveys and review information obtained from the results.
- Analyze complex benefits information. Forecast trends and assist with future benefits designs.
- Develop specific recommendations for review by management.
- Provide customer service support to internal and external customers. Develop communication tools to enhance understanding of the company's benefits package.
- Design and distribute materials for benefits orientations, open enrollment, and summary plan descriptions.
- Respond to benefits inquiries and 401(k) withdrawal requests to ensure quick, equitable, courteous resolution.
- Help employees and/or beneficiaries to facilitate proper and complete utilization of benefits.
- Document and maintain administrative procedures for assigned benefits processes. Ensure compliance with applicable government regulations. Ensure timeliness and accuracy of required reporting and fees.
- Coordinate daily benefits processing. Handle enrollments, COBRA, promotions, terminations, changes, beneficiaries, disability, accident and death claims, rollovers, QDROs, QMCSOs, distributions, hardships, and compliance testing. Oversee maintenance of enrollment and claims records for all benefits plans.
- Coordinate and administer insurance arrears for employees on leave.
- Coordinate Annual Open Enrollment period for benefits.
- Coordinate, review and audit benefit carriers and ADP payroll system.
- Stay up to date on state and federal regulations concerning insurance and other employee benefits.
Additional Duties:
1. Timely and accurate processing of weekly timesheets, garnishments, employee master records, payroll, and ensure compliance with all applicable state and federal wage and hour laws including Davis Bacon Act for certified payrolls.
2. Review and maintain payroll tax reports including state withholding, state unemployment, 941s, W2s, and ACA forms 1094/1095-C.
3. Generate and distribute weekly reports, including management reports and certified payroll reports.
4. Assist in Accounts Payable functions (Payroll related and Company Credit Cards).
5. Other duties as assigned.
Minimum Qualifications:
- Bachelor’s degree in Business or related field is required.
5 years of Payroll (preferably with multi-states) and Benefit experience.

- Demonstrates broad knowledge of the variety and structure of retirement plans, from pensions to 401(k)’s to IRAs and Roth IRAs.
- Possesses knowledge of the laws surrounding benefits and compensation for employers
- Demonstrates broad knowledge of different health insurance plans, including HMOs and PPOs.
- Demonstrates ability to conduct independent research into new benefits plans and changes to insurance and healthcare regulations.
- Is capable of reading, interpreting, and explaining insurance invoices.
- Exhibits ability to maintain relationships with insurance and healthcare providers.
- Ability to perform mathematical computations such as percentages, fractions, addition, subtraction, multiplication, and division quickly and accurately.
- Experience with integration of Timekeeping systems to Payroll.
- Must be well organized and a self-starter.
- Strong in Excel: Pivot tables; vlookups.
- Experience with Timberline Construction Software.
