Position Purpose
Plan, direct and coordinate benefits and wellness activities in Littleton Public Schools. Manages the administration of district benefit plans and retirement programs in collaboration with providers and community partners. Establishes related policies, manages vendor relationships and ensures proper management of associated data. Oversees employee orientation and wellness program.
Essential Duties
Provides leadership for district benefit programs and services so as to enhance the effectiveness of schools and staff and thereby, the performance of students.
Effective management of employee benefit programs, including tax deferred retirement plans; health, dental, vision, life insurance plans; and cafeteria plans with emphasis on providing high quality programs at a reasonable cost.
- Monitoring of district benefit programs for opportunities for improvements and for potential problems that need to be addressed or resolved.
- Development and submission of proposals for employee benefit services including, but not limited to broker/consultant services, investment companies and legal counsel services pertaining to employee benefits.
- Successful negotiation of insurance contracts in coordination with benefit consultants regarding group insurance products.
- Development of benefit plan documents in coordination with legal counsel.
- Management of the requirements under IRS, federal and state regulations applicable to employee benefit programs, including tax deferred retirement plans.
- Establishment of benefit enrollment meeting dates and enrollment deadlines in order to ensure proper coordination of enrollments and premium payments to insurance companies.
- Coordinate the retirement process including scheduling group meetings with PERA and meeting with employees to obtain signatures on all required documents.
- Performance of duties as the District Privacy Officer related to district employees’ protected health information (PHI) under the Health Insurance Portability and Accountability Act (HIPAA).
- Effective management of the leave of absence and disability processes pertaining to district personnel in compliance with PERA Rules, the Americans with Disabilities Act or Family and Medical Leave Act.
- Management of the requirement for compliance with the Alcohol and Controlled Substance Testing Policy. Establishment of testing dates, site and qualified providers. Management of the record keeping process.
- Promotion of, and adherence to, Board of Education policies, department procedures and any other regulations or procedures that may be established by District administration.
- Supervises and evaluates staff to promote their professional growth, as well as to improve District programs and services.
Education/Certification
- Bachelor’s degree in business administration, management, human resources or other related field.
- Criminal background check required for hire.
Experience
• Minimum of five years’ experience in employee benefits and human resources.
- Knowledge of state and federal laws related to human resources, employee benefits, and retirement plans

- Personal computer and keyboarding skills; advanced computer hardware and software skills; operating knowledge of and experience with Microsoft Office and Google.
- Operating knowledge of and experience with general office equipment, including telephones, copier, fax machine, etc.
- Knowledge of operating, installing, supporting and maintaining PCs and associated application software preferred at hire.
- Critical thinking and problem solving skills.
- Bilingual oral and written communication skills preferred.

Supervisory Responsibility
Directly supervises Human Resources department and employees as assigned by the Assistant Superintendent of Human Resources. Carries out supervisory responsibilities in accordance with the District’s policies and applicable laws.
Responsibilities include interviewing, hiring, and training employees; planning, assigning, directing work and appraising performance.
This is a year round position 253 days
Salary range $96,200-$124,400
