Benefits Director oversees the development, implementation, administration, and maintenance of benefits programs, policies, and procedures. Ensures programs are chosen to be equitable, meet employee needs, comply with legal requirements, and to be cost effective. Being a Benefits Director establishes practices for evaluating existing benefits programs against peer organizations to determine competitiveness, trends and developments. Makes high-level decisions to modify existing benefits programs or institute new ones. Additionally, Benefits Director requires a bachelor's degree. May require Certified Employee Benefits Specialist (CEBS). Typically reports to top management. The Benefits Director typically manages through subordinate managers and professionals in larger groups of moderate complexity. Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget.     Systemwide Benefits Programs & Strategy manages and creates health benefits strategy and programs that have impact on the wellbeing of and productivity of some 275,000 people - UC's employees, retirees, and their families.     The Senior Executive Director, Benefits Programs & Strategy (SED BPS) in conjunction with and reporting to the Associate Vice President of Total Rewards, will oversee Systemwide Benefits Programs & Strategy for all ten campuses, five medical centers, Office of the President, Agriculture & Natural Resources, Lawrence Berkeley National Lab, and other affiliates, and will be responsible for the success of a $2 billion portfolio from financial, member, and UC provider perspectives. Leading a team of managerial reports, the SED will direct health plan strategy and operations, establish strategic plans, ensure the achievement of short- and long-term objectives, set policy, make financial and operational decisions, and ensure overall plan viability and stability.

    With a degree in Business Administration, Public Health Administration, Human Resources, Educational Administration, or an allied field, and ideally advanced education or certification in HR or a related discipline, the SED will have benefits administration management experience, including self-funded plan administration. Motivated to work in a complex higher education and academic medical center environment, the SED will have the ability to collaboratively lead and integrate a high-performing team, and will have highly sophisticated knowledge of benefits design and theory; of legal, insurance, employer/provider, and other health plan concepts; of employee group and self-insurance risk management; of vendor relations; and of financial analysis, underwriting/actuarial principles, benchmarking, and strategic and clinical aspects of program design. The SED will use exemplary relationship-building and communication skills to develop and provide direction and expertise to departments, projects, and work assignments. Creative and service-oriented, with a demonstrated commitment to the principles of diversity, equity, and inclusion, the SED will be comfortable with complexity, assiduous in assessment, and always alive to financial probity, risk, and the evolution of best practices.
