Benefits Manager develops, implements, administers, and maintains benefits programs, policies, and procedures. Ensures programs are equitable, meet employee needs, comply with legal requirements, and are cost effective. Being a Benefits Manager develops benefits communications and counsels employees on benefits related issues. Evaluates existing benefits programs against peer organizations to determine competitiveness, trends and developments. Additionally, Benefits Manager requires a bachelor's degree. May require Certified Employee Benefits Specialist (CEBS). Typically reports to director. The Benefits Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be a Benefits Manager typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required.     Description
    The Personnel Cabinet offers the great opportunity to work with and serve state agencies, employees and citizens across the Commonwealth. The Personnel Cabinet’s mission is to provide leadership and guidance to attract, develop, motivate and retain a talented, diverse workforce; foster an understanding of and adherence to regulatory requirements; and create a positive, supportive work environment that values all employees.

    The Department of Employee Insurance, Division of Insurance Administration, is responsible for the enrollment, eligibility, and customer service for health, life, dental and vision insurance, and the flexible spending account for 298,000 public employees. Our department is seeking a Benefits Specialist I in the Optional Insurance Branch.

    Primary responsibilities may include, but are not limited to:
    • Researches applications and documents for accuracy and correct supporting documentation. Must follow policy and procedures to ensure all information on the application is correct and that the supporting documentation submitted is complete and sufficient.
    • Processes new hire enrollments and qualifying events for Life, Dental and Vision Insurances, assists with Group Life claims for the state and assists with the evidence of insurability process.
    • Serves as a liaison in resolving applications and eligibility with our Third Party Administrators.
    • Interprets and explains eligibility, initial enrollment rules and qualifying events to Insurance Coordinators, Human Resource Generalists (HRGs) and members.
    Preferred skills and abilities:
    • Proficient computer skills that include preparing/maintaining Microsoft Word and Excel documents
    • Knowledge of KHRIS/SAP
    • Works as part of a team and offers problem solving solutions
    • Strong written and verbal communications skills
    • Attention to detail is essential
    Minimum Requirements
    EDUCATION: Graduate of a college or university with a bachelor's degree.

    EXPERIENCE, TRAINING, OR SKILLS: Three years of experience in human resource administration, the administration of employee benefit programs or similar employee assistance programs, life or health insurance administration or sales, or in the reconciliation of financial or benefit accounts.

    Substitute EDUCATION for EXPERIENCE: NONE

    Substitute EXPERIENCE for EDUCATION: Experience in human resource administration or in the administration of employee benefit programs, similar employee assistance programs, or life and/or health insurance administration and/or sales, or in the reconciliation of financial and/or benefit accounts will substitute for the required education on a year- for-year basis. Current certification as a Certified Employee Benefits Specialist, Professional HR,Senior Professional HR, or Global HRCertification will substitute for up to two years of the required experience.

    Working Conditions
    Work typically performed in an office setting. Occasional travel is required in conducting training programs for agency benefit coordinators.
    Probationary Period
    This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
