Benefits Manager develops, implements, administers, and maintains benefits programs, policies, and procedures. Ensures programs are equitable, meet employee needs, comply with legal requirements, and are cost effective. Being a Benefits Manager develops benefits communications and counsels employees on benefits related issues. Evaluates existing benefits programs against peer organizations to determine competitiveness, trends and developments. Additionally, Benefits Manager requires a bachelor's degree. May require Certified Employee Benefits Specialist (CEBS). Typically reports to director. The Benefits Manager manages subordinate staff in the day-to-day performance of their jobs. About the Position:
The Benefits Specialist will provide comprehensive benefits-related (Medi-Cal/Medi-Care navigation, SSDI/SSI application and appeals, CalFresh, IHSS applications, etc.) services to consumers in San Luis Obispo and North Santa Barbara Counties using a no-wrong door approach and person-centered practices.
Essential Functions of the Job
· Provide person-centered counseling to identify individual goals and needs to inform consumers of service options;
· In conjunction with consumers, develop and implement individualized independent living plans (goals);
· Conduct consumer intakes, needs assessments, and follow up procedures;
· Utilize no wrong door policy when providing referrals, both internal and external;
· Advocate with consumers when access rights are limited or denied;
· Keep informed of local, state and federal benefits programs, providing assistance to consumers in determining eligibility and applying for them.
· Provide necessary referrals to consumers with regard to support programs that will enhance their independence.
· Provide information regarding disability-related resources and services and make referrals between consumers and community contacts for appropriate assistance/services;
· Maintain digital consumer files and document all services provided in a timely manner;
· Provide benefits related services including, but not limited to, Medi-Cal/Medi-Care navigation, SSDI/SSI application and appeals, CalFresh, IHSS applications, etc.
· Provide benefit services in support of CalAIM Community Supports;
· Participate in organizational partnerships and requirements, including the Central Coast ADRC, etc.;
· Document all services provided entering them in CIL Suite on a timely basis.
· Represent ILRC at community events and committees;
· Promote harmonious working relationships, participate fully as a member of working team, conduct ILRC business in a professional manner;
