    • Review request for acquisition to ensure that each request is complete with adequate funding, description of supplies or services required, and other aristocrats necessary to conduct an efficient and compliant acquisition.

    BASIC REQUIREMENT: To meet the basic requirement for Contract Specialist GS-05 through GS-12 positions, applicants must have:
    1. A 4-year course of study leading to a bachelor's degree with a major in any field; OR
    2. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

    Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position.

    SPECIALIZED EXPERIENCE - GS-12 grade level: One year of specialized experience (equivalent to the GS-11 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: (1) Functioning as the source selection authority in source selection activities, (2) Approving contractual documents, including documents that define requirements, incentive plans and evaluation criteria, (3) Determining prices fair and reasonable, (4) Determining contractor responsibility, (5) Awarding contracts, administering contracts (including modifying contracts), terminating contracts, AND (6) Determining whether costs are reasonable, allocable, and allowable.

    There is no educational substitution for the Specialized Experience GS-12 level.

    Note: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    FAC-C CERTIFICATION: In addition to meeting the Basic and Minimum qualifications applicants are required to have at least FAC-C Level II Certification or to obtain such certification (FAC-C Professional) within one year of assuming the position.
